Temporary housing is a major issue across Maui, especially for residents trying to rebuild after the Lahaina fires. Maui County has expanded how it handles building permits for temporary dwellings, and created a new way to calculate water usage. Starting January 1, 2026, anyone applying for a building permit or new or additional water service must use a new water-use calculation method that estimates daily demand instead of just counting plumbing fixtures, which will change how meter sizes and impact fees are determined. There's a third tool that Maui agricultural landowners can use the agricultural exemption under HRS 46-88 for qualifying non-dwelling farm buildings, with required details, to avoid a full building permit. Today's episode explains the trifecta: temporary building permits, the new water usage form, and agriculture exemptions.

Temporary housing is a major issue across Maui, especially for residents trying to rebuild after the Lahaina fires. Maui County has expanded how it handles building permits for temporary dwellings, and created a new way to calculate water usage. Starting January 1, 2026, anyone applying for a building permit or new or additional water service must use a new water-use calculation method that estimates daily demand instead of just counting plumbing fixtures, which will change how meter sizes and impact fees are determined. There's a third tool that Maui agricultural landowners can use the agricultural exemption under HRS 46-88 for qualifying non-dwelling farm buildings, with required details, to avoid a full building permit. This week, Drewby and Yergy head to South Carolina to discuss the sad case of Heather Baynard, a 14-year-old girl living with spastic quadriplegia, a form of cerebral palsy. Due to her condition, her 21-year-old brother, Edward, became her State sponsored caretaker. But due to the pandemic, no one actually stopped into the Baynard home to make sure that Heather was actually being taken care of. So when her parents brought her to the emergency room and plunked her down like a "sack of potatoes" and it was clear to everyone that Heather had been dead for some time, there were of course, question as to how this vulnerable teenage girl was allowed to suffer and die in such a horrific manner. This week, Drewby and Yergy are back in Ohio to discuss the case of a sweet little girl named Sereniti Jazzlyn-Sky Blankenship-Sutley, who fell victim to an all too common monster in the cases we cover... Mom's new man. On October 7, 2017, at 5:15 AM, Sereneti's mother, Kelsie, found the 13-month-old little girl unresponsive. She was rushed to the emergency room, where she was pronounced dead. Meanwhile, mom's new man, Joshua Gurto, fled Ohio, and lead police on an interstate manhunt. He was ultimately apprehended in Pennsylvania. While running Joshua's DNA, it was discovered that his profile was tied to an unsolved 2004 rape and burglary case, where the victim was beaten in the head with a hammer.
