This session shares the Franklin (MA) Town Council Meeting of Wednesday, June 26, 2024. All 9 members were present in Council Chambers. We took an extract of the full meeting, separating the all alcohol license transfer between Pour Richard's and BJs for this segment of audio.The transaction in June was twofold; Pour Richard's ownership is changing, they are transferring their all alcohol license to BJs. In return, BJs will transfer the beer & wine license they have to the new owners of Pour Richard's.Should have been a straightforward move, both parties had done the prior paperwork, both parties were in good standing, the Town departments and ABCC had given prior approval, the formality of the transfer needed to be completed. As one BJs lawyers stated:“I'll be as brief as I can. There are two main premises to licensing in Mass and the first is to serve the public need. That's basically the overall picture of location, and number of licenses, and in this case, this swap will definitely serve the public need because it's really not changing what's going on now other than moving the all alcohol portion slightly down the road to a different operator.Now the second basic premise is for licensing to promote the common good and although I I find those confusing, I used to always think well what's the difference? Well the common good really focuses not on the town, and not on the town's landscape, but on the operator, and the specific location, and the specific way that the package store will operate. “Later in the hearing, Town Administrator Jamie Hellen answered a question on a possible policy around not providing all alcohol to big box stores.“Basically there's just nothing in town policy or code that I'm aware of, and I just conferred with the town attorney that could speak to that too, that does not, I want to be respectful of Councilor Frongillo's position if that's his priority as a voting member of the council that's a different matter, and it could be other members of the council as well or other members of the public but we have no policy on the books that prohibits that.Actually I believe that's actually a policy that might even be challengeable legally because now you're making a judgment on a license on determinations that are not grounds for denial of a license, and would be an automatic approval on an appeal. So I just want to make sure the Public's clear about that there's a difference between an opinion, and what we have in terms of a bylaw, we do not have a bylaw, we do not have a policy that's official about this“ The public hearing closed, and both steps of the transfer were denied by 6-3 votes via roll call (Mercer, Jones, Hamblen for; Cormier-Leger, Chandler, Pellegri, Dellorco, Frongillo & Sheridan against)Both BJs and Pour Richards have appealed to the ABCC. The Town when it filed the paper noting the denial apparently did not fill out the reason for denial (likely because they did not challenge on either of the 2 legitimate grounds for denial). In advance of the ABCC decision likely favoring both BJs and Pour Richard's, the measure is back before the Council. Pour Richard's had made a public appeal directly to the Council to reconsider righting the incorrect vote they had cast.We'll see what happens Wednesday night. As the session was a marathon one, extending into Thursday morning, completing at 12:45 AM, we met on Friday to recap the long 5 hour and 45 minute session. John Setka (born September 1964) is an Australian trade unionist. He is secretary of the Victorian-Tasmanian division of the Construction, Forestry, Maritime, and Energy Union which also administers the South Australian division under a temporary arrangement. He is a controversial figure in the Australian trade union movement. He is known for his strong support at a grassroots level, especially among the rank and file of the CFMMEU. His supporters regard him as a strong advocate against political, legal, and industrial opponents; the national secretary of the union, Christy Cain has called him one of the "most fair dinkum union people in this country". On the other hand, Setka's political opponents have derided him as a bully, and criticized his purported stance that it can be necessary to break the law to pursue union interests. He has also faced strong criticism for alleged public remarks on the topic of domestic violence, and a guilty plea for harassing his ex-wife via text, issues that contributed to his formal expulsion from the Australian Labor Party in 2019. In recent years Setka's personal life has been the subject of considerable media attention. His marital breakdown, and associated legal issues, have led to additional public criticism. John Setka was born to a Croatian family. His father was a labourer named Bob Setka, who survived the West Gate Bridge collapsein 1970, one of the worst industrial accidents caused by employer negligence in Victoria's history. Setka began working as a labourer at the age of 19. He began involvement with trade unionism first after joining the Builders Labourers Federation. He was mentored by state secretary John Cummins. Under John's leadership, media commentators have noted the "pervasive power of the CFMEU over construction companies". In 2012 he unsuccessfully attempted to sue the opposition leader Tony Abbott in defamation after Abbott called him a thug. In 2015, Setka encouraged workers within the Rail, Tram and Bus Union to strike during the Australian Football League finals to "use finals fever to their advantage in their bitter industrial fight with Metro Trains and Yarra Trams". The decision was criticised by Victorian Labor minister Jacinta Allan due to the strike's impact on businesses. Setka openly criticised the former prime minister Kevin Rudd in 2018. During a speech, he said: 'he's one of the worst fucking Labor PMs we've ever had ... (because) ... he kept the ABCC and coercive powers and he wants to talk about workers and the trade union movement.' Setka is known for his public condemnation of the ABCC and its staff. In 2017 he publicly threatened to target the home addresses of building watchdog inspectors and lobby local footy clubs so their "kids will be ashamed of who their parents are". These comments were controversial. On the other hand, he is regarded by many in the union movement, especially in the industrial left faction; to be a robust and genuine union activist. He has in the past had strong support from Luke Hilakari, among other prominent leaders in the trade union movement. In August 2022 a unanimous ballot at the South Australian branch of the CFMMEU brought about a co-operative administration arrangement between that branch, and the Victorian-Tasmanian division led by Setka. In 2015 Setka was arrested and forced to appear in court to face blackmail charges. On the day of his court appearance, around 2,000 CFMEU members and other unionists gathered outside the Melbourne Magistrates' Court on 8 December to show their support. Three years later, the Victorian prosecution office dropped the charges, a decision that the Magistrate Charles Rozecwajg described in court as 'very sensible. Setka spoke outside of court saying that he had been the victim of a witch hunt. He later sued a group of executives from the company Boral, successfully obtaining a settlement after alleging they conspired in the tort of malicious prosecution. Expulsion from Labor In June 2019 John attended a meeting of his union's national executive. It was reported by The Age that during that meeting, he made comments to the effect that the work of Rosie Batty had left men with fewer rights. Setka publicly denied that he made the comments. Following the reporting of these comments, the Australian Labor Party leader Anthony Albanese proposed to expel Setka from the Labor Party. John publicly objected to this attempt at expulsion and claimed that there was "dirty politics at work". He made an implicit claim that he was the victim of a witch hunt, driven by his "view of where the union should be in regard to the ALP, and some people probably don't share that view". Reactions to John's behavior and his potential expulsion were mixed. The CFMEU Victoria branch (that he controlled) threatened to cut financial support to the ALP if he was expelled.  The NSW and WA branches also expressed their support. Numerous politicians, as well as the ACTU secretary Sally McManus called on John to step down. Additional pressure upon John arose after the Senate crossbencher Jacqui Lambie threatened political blackmail, making a demand that he steps down or she would vote for a bill strongly opposed by the union movement. This threat was made during a lunch invitation at her Tasmanian house. In the midst of these events, John pleaded guilty to using a carriage service to harass a person in the Melbourne magistrate's court. The victim was identified as his wife at the time, Emma Walters. Following this, more than a dozen individual unions, including the three biggest in the country, renewed their calls for Setka to step aside. Some factional allies of Setka, like the then head of the RTBU Luba Grigorovitch , maintained their support. In July, John applied for an injunction at the Victorian Supreme Court to stop the expulsion decision. He argued at court that the ALP national executive didn't have the legal power to expel him, and that it was instead a matter for the Victorian State party branch. The court decided in August 2019 that the motion to expel Mr. Setka was 'outside the court's jurisdiction', and that it 'could not interfere with internal decisions of voluntary unincorporated associations'. In October he commenced an appeal of this decision, before withdrawing. After its withdrawal, the ALP immediately expelled him.

Van Badham and Ben Davison take a look at some of the big issues facing working people in the UK and the USA and find that there's an Australian flavour in conservative moves to strip worker's of rights. In the UK Rishi Sunak is trying to ban effective strikes and force people to cross picket lines with a law that one of his own MP's has called "shameful".  The "protecting essential services" approach is one that is already law in Australia and has been used to stop industrial actions from train strikes to the release of exam results. With industrial action at low levels and wages going backwards its clear why Sunak wants an even more heavy handed version of these laws. Over in the USA the Supreme Court is hearing a case that may rip up nearly 60 years of precedent to make individual workers and their unions liable for losses incurred by a boss during industrial action.  This would in effect make every strike a huge financial risk as opposed to an immediate small cost for a longer term gain.  Its an approach the Liberals tried in Australia with the ABCC regime in construction (now abolished). Olá, hoje é terça feira, 18 de outubro de 2022, meu nome é Nivia Bassi, sou Assessora de Agronegócios em Novo Horizonte, SP, e vamos falar sobre a carcinicultura no Brasil.A cadeia produtiva da carcinicultura compreende na produção do camarão, desde a produção da pós-larva em laboratório até a sua comercialização. De acordo com levantamento realizado pela Associação Brasileira de Criadores de Camarão (ABCC), a Região Nordeste concentra quase 100% de toda a produção nacional, que em 2021 alcançou 120 mil toneladas, sendo os estados do Ceará e Rio Grande do Norte destaques na criação desse crustáceo, com cerca de 70% de todo o volume produzido no Brasil. Em 2022, a expectativa é de que o Ceará produza 60 mil toneladas de camarão, com 1.865 fazendas em produção distribuídas em 62 municípios do Estado.Em recente estudo desenvolvido por Valdemir Queiroz, pesquisador da Embrapa Meio-Norte (PI), foi definida a composição da água necessária para a criação do camarão marinho, longe do litoral. A pesquisa leva em conta a salinidade, a alcalinidade e definiu as doses ideais mínimas de minerais como cálcio, magnésio e potássio e um modelo simplificado para que o camarão-marinho possa ser criado sem a necessidade da água do mar. This session shares the segment from the Franklin, MA Town Council meeting held on Wednesday, May 6, 2020 that covers the discussion and vote to deny the all alcohol license requested by Dean College.  The meeting was conducted in a remote format: all of the Town Council, Town Administration personnel, meeting guests, and the public participated remotely via the Zoom conference bridge, during this pandemic period. As the curtain falls on the year, one of the most powerful players in the new parliament looks back on his successes. Nick Xenophon nominates whistleblower protections and procurement law changes negotiated alongside the government's industrial legislation as major achievements. “The government has agreed to sweeping changes to whistleblower protections in this country. Compensation for whistleblowers will be built into the registered organisations legislation that will apply to unions and employer organisations but most importantly it will also apply to corporations and to the public sector in the next 18 months and we've already begun the process on that. "The other big achievement, just a few days ago was with the ABCC legislation. The government has agreed to procurement law changes which will mean for the first time we're more in line with some of our major trading partners,” Xenophon says. Xenophon tells Michelle Grattan that his team will have hard negotiations with the government “but we like to think that if we reach a consensus, a compromise, we do so in good faith which I think is mutually beneficial to both parties”. “I think the government can expect more of the same and I think the government is prepared to sit down and talk to us about areas of common ground.” Reflecting on One Nation, Xenophon describes the relationship between his and Pauline Hanson's teams as “courteous”. “Even though I made it clear that I don't agree with them on their views on immigration, on race, on religion. Attacking Islam is not what we do. We think we are a multicultural society and tolerance is the key and obviously we have very different views on climate change. But where there's common ground - such as issues on procurement, on Australian jobs, on food labelling, on farmers getting a fair go - obviously where there's common ground we'll work together.

As the government turns up the heat over its Australian Building and Construction Commission legislation, Employment Michaelia Cash reveals to Michelle Grattan she is willing to agree to senator David Leyonhjelm's call for a sunset clause. “David has raised that with me and … yes, I would accept an eight-year sunset clause,” she says. She says in that time the ABCC would demonstrably prove its worth in curbing lawlessness in the construction industry and improving productivity. In the aftermath of the trade union royal commission, Cash talks about a restored ABCC's powers, proposed revamped registered organisations legislation and double dissolution triggers. Cash, also Minister for Women, outlines plans for promoting gender equality in the public service and calls on the Liberal Party across Australia to undertake “audits” on female participation.
