HLC increased the allowable amount from $1,000 to $5,000/year. Board vote required to approve of payment, normally would be made in September but the employees involved wouldn't not be on the active payroll at that time, hence the decision needed now. This session shares the Finance Committee meeting conducted Monday, April 28, 2025. All 8 members of the Committee were present in Council Chambers for the first of the series of Budget Hearings for FY 2026. This session covered Education; Tri-County, Norfolk Aggie and Franklin Public Schools. Only Franklin was there to present in person. The Chair almost closed the meeting without mentioning the other two budget items. The school budget is an increase over last year by $2.9MRedistricting brought significant savings to the tune of $3.1MIf the override fails, $2M would be cut from this budget (per current Town documented allocation) resulting in no decrease in sports or transportation fees, staff reductions, higher class sizes, etc. See the photo of slide page 25Tuesday night the budget items for public works and public safety are up for discussion. The full project team, OPM, and architects provided an overview of the process and what next steps were starting. Quick recap:Discussion on how many 3 or 4 open houses for public to visit the station to see the existing conditions and need for new spaceDiscussion on how many site visits to other new police facilities, likely 3 so at least the committee members could try and make at least 2 of the 3Presentation on template of project webpage, still in draft, discussion around what to add to it Discussion around the video walk through to be coordinated by Steve Sherlock/Franklin TV. Would enable residents who can't make the open houses to still see the situation. Discussion on 3 sites, one just rose along Grove St but won't be considered further as it is too small. Davis Thayer and Parmenter remain currently under evaluationTown administrator Jamie Hellen made a clear statement on the deed for the Parmenter property that nothing in it prohibits another use. The requirement at the time was to build a school within 3 years, and that was completed. There were no penalties or clawbacks in the deed in case the conditions weren't metNot likely to meet again as a committee until summer time. Motion approved by 2-0 vote via roll callDiscussion on the newMEtacomet Advisory Board oversight board and need to appoint an alternate contact in addition to Director Liberty. Motion made to appoint Kerry McKay as advisory board alternate board member and approved 2-0Healthy brains program for 2025. Kick off with a podcast to be scheduled. Increase awareness, provide resources, in advance of the onset of dementia and other brain afflictions. Focus initially at the Senior Center, Housing Authority, & Library. SAFE Coalition is close to getting their ‘mega brain' display which can be walked through. Simulation dementia experience via hospital. Training possible for wait staff to assist with making that restaurant ordering process a less stressful experience Health agent report, monthly training completed COVID tests still available via the Health nurse at Senior Center, call to arrange pickup. Flu season; 80% of the cases occurred during January (folks actually getting tested, so still likely an undercount)Steve chimed in that he had a contact for the brain program will send info to Cathleen. This session of the radio show shares my conversation with the founders of the Children's Museum of Franklin; Meg Hagen and Erin Gallagher. Meg and Erin fill us in on their Franklin story, the idea for the museum, started as a mobile museum to help build interest and prove the concept would work. They are getting closer to opening their physical space on Cottage St (former Agway building). You hear the excitement mounting as the building nears completion. Fundraising is still important, there are many ways to provide financial support. There is a free mobile museum scheduled for Patriot Place on Feb 23 from 10 AM to 5 PM.Opportunities to volunteer will open in a few weeks.The show notes contain links to their web page where you can view the architectural renderings of what the museum will look like as well as to contribute.The recording runs about 38 minutes.
