Project Grudge was more of a debunking campaign though and some higher government officials weren't pleased with it so was nixed. Then we end up with Project Blue Book, headed by the level headed- not too pro and not too con- Edward J. Ruppelt (who coined the term UFO) who hired on astronomer J.
