A diplomata brasileira Letícia Carvalho, eleita em agosto secretária-executiva da Autoridade Internacional dos Fundos Marinhos (ISA), braço das Nações Unidas sobre o tema, tem à frente um desafio histórico: obter consenso dos países membros para a definição de um código da mineração no fundo do mar, já no seu primeiro ano de mandato, em 2025. Lúcia Müzell, da RFI em ParisO documento deve regulamentar as regras do jogo para a eventual exploração comercial dos recursos minerais guardados nas profundezas dos oceanos. Segundo seus defensores, os metais raros como níquel, cobre, cobalto ou magnésio ali depositados serão, cedo ou tarde, indispensáveis para a transição energética na superfície terrestre, para a fabricação de infraestruturas para energias renováveis e veículos elétricos.“Os minerais e metais encontrados no fundo do leito oceânico são, com certeza absoluta – a ciência já provou –, uma das fontes energéticas promissoras. No meu entender, eles fazem parte das soluções para substituição de combustíveis fósseis. Mas a sua real relevância na transição energética e o seu lugar no desenvolvimento de tecnologias alternativas ao uso de óleo e gás ainda está para ser verificado”, disse, em entrevista à RFI. “Eu, como secretária-executiva da ISA, vou trabalhar de acordo com a vontade e o entendimento dos Estados partes.”Mais de 30 países, como Brasil, França, Suécia ou Guatemala, exigem uma moratória completa das prospecções nessas imensas áreas submarinas, enquanto o impacto ambiental da atividade não seja esclarecido pela ciência, de modo independente. Do outro lado, o lobby industrial tem pressa.O trabalho de Letícia não se dará em águas tranquilas, num momento que a própria ISA busca reconquistar a confiança dos Estados partes e do conjunto da comunidade internacional. O atual secretário-geral, o britânico Michael Lodge, foi descrito pela organização Greenpeace como “uma ameaça aos oceanos”: ele é suspeito de manter vínculos duvidosos com a indústria mineradora, abusar dos recursos financeiros da instituição e até tentar subornar votos pela sua eleição a um terceiro mandato.A carreira forjada nos corredores da ONU leva Letícia Carvalho, oceanógrafa de formação e ex-coordenadora da divisão marinha e de água doce do Programa Ambiental das Nações Unidas (Pnuma), a pesar a escolha de cada palavra, quando fala. Sua prioridade zero é promover a transparência em uma instituição que reagrupa os 168 signatários da Convenção das Nações Unidas sobre o Direito do Mar, dos quais 36 fazem parte do conselho executivo. A sede da ISA fica na Jamaica.Confira abaixo os principais trechos da entrevista:Apesar da assinatura histórica do Tratado de Proteção do Alto Mar, em 2023, essas áreas ainda são ”terra de ninguém”, e diversos países e industriais batalham para que assim permaneçam. A luta pela sua proteção é antiga e ainda promete ser longa. Quais as chances, hoje, de ver esse cenário mudar sem uma profunda mudança na governança da ISA? Letícia Carvalho: Estou aqui a celebrar, com você e com todos, a abertura para assinatura e ratificação de BBNJ, que trata da proteção da biodiversidade em alto mar e que vem, sem dúvida alguma, adicionar um elemento de suma importância ao mandato da ISA. Me deixe talvez elaborar acerca de três aspectos que considero fundamentais sobre o papel da ISA e o papel da sua mudança de governança, ou da sua ação transformativa. Vamos lembrar que o mandato da ISA visa garantir a mineração sustentável e responsável em águas profundas. Então, é parte intrínseca do seu mandato defender o equilíbrio entre o desenvolvimento econômico e a proteção ambiental, enfatizando que as regulamentações, o regramento e o papel regulador da ISA diante da mineração precisam, devem e apenas podem obter plena fruição se baseados em ciência sólida e conhecimento abrangente.Um outro elemento fundamental é o apoio à adesão a uma abordagem preventiva, garantindo que a mineração em águas profundas não prossiga até que haja conhecimento científico suficiente para evitar danos ambientais e que isso possa estar garantido intrinsecamente na elaboração do Código de Mineração, que é o documento, o arcabouço de trabalho ao qual todos os países parte e toda a sociedade vão precisar se referir quanto a essa questão, buscando evitar danos ambientais.O outro elemento é a questão da inovação na governança da ISA, que me parece absolutamente necessária. Há uma necessidade de inovação institucional, fazendo uso da mais recente tecnologia gestão do conhecimento, acesso a dados e aos resultados das pesquisas conduzidas pela ISA e os seus contratantes ao longo dos últimos 30 anos e dando pleno conhecimento e acesso a essas informações no sentido de ajudar a tomada de decisão e a melhoria do processo regulatório.Também certamente vou levantar-me na defesa de um secretariado muito mais ativo, que busque preencher as lacunas de informação existentes entre os diferentes Estados-membros da ISA, ajudando-os a tomar decisões informadas sobre a mineração em água profunda. É visível uma grande assimetria de conhecimento entre todos os tomadores de decisão, e uma baixa participação na ISA.Há pressa para a maior regulação da exploração do fundo do mar. Ainda é possível entregar o código da mineração em 2025?Primeiro, deixe ressaltar a relevância do que você falou: a construção, o desenvolvimento e a finalização do código de mineração. A meu ver, é o ponto de consenso entre todos. Não há rejeição a esse aspecto.Me parece que toda a questão de haver uma base regulatória sólida que permita a estabilidade regulatória, que dê segurança a todos no sentido da exploração, da explotação e da proteção ambiental, é o ponto de consenso no qual residem as esperanças de que o trabalho da ISA possa acontecer a contento e como previsto na lei. Os Estados envolvidos na questão, inclusive por meio da autoridade, no que diz respeito a essas áreas além da jurisdição nacional, eu queria ressaltar que é responsabilidade primária desses Estados decidir coletivamente a melhor forma de equilibrar necessidades de proteção e preservação do meio ambiente marinho e o interesse da explotação comercial dos recursos do leito marinho, o uso comercial deles além da jurisdição nacional.Em resumo, o cronograma para finalização do código, o como e quando, está nas mãos dos Estados-membros daqueles que compõem o Conselho e a Assembleia. Eu, como secretária-executiva da ISA, vou trabalhar de acordo com a vontade e o entendimento dos Estados partes. É preciso ressaltar que não houve mudança no cronograma até agora, então estamos todos observando e trabalhando no sentido da conclusão em 2025, conforme o atual programa de trabalho.Entre a posição do seu antecessor, que defendia acelerar a exploração comercial da mineração no fundo do mar, e a de países que querem uma moratória para garantir a sua proteção, como você pretende se posicionar?Deixa eu fazer uma distinção, porque às vezes a gente mistura exploração e explotação. A exploração é no sentido da pesquisa e a explotação, no sentido do uso comercial.A questão da exploração é uma pauta absolutamente consensuada nos 30 anos de existência da ISA, e em pleno desenvolvimento. Quanto à exploração comercial e ao debate de quando e como esse uso comercial deve acontecer, a minha posição é a da devida neutralidade que se espera da secretária-geral.Como eu disse, cabe aos Estados envolvidos nessa questão, inclusive por meio da autoridade, que os reúne no que diz respeito às áreas fora de jurisdição nacional, decidir coletivamente a melhor forma de equilibrar proteção em meio ambiente, e explotação, uso, benefício, divisão e distribuição de benefícios em águas além da jurisdição nacional. Mantenho a minha posição de neutralidade, de servidora, estando a serviço das decisões dos Estados-membros.A transição energética visada sobre a Terra será possível sem os recursos escondidos no fundo do mar? Como você espera chegar a uma resposta que seja coerente com o que a ciência diz sobre os limites do planeta? É um debate absolutamente fascinante e também muito, muito desafiador. Essa é uma questão, a meu ver, portadora de futuro. A resposta ainda não está em nossas mãos, em nossa geração, pelo menos não neste momento. Ainda espero ver e fazer parte da construção da resposta como secretária-geral da Autoridade Internacional dos Fundos Marinhos.Os minerais e metais encontrados no fundo do leito oceânico são, com certeza absoluta – a ciência já provou – uma das fontes energéticas promissoras. No meu entender, eles fazem parte das soluções para substituição de combustíveis fósseis. Mas a sua real relevância na transição energética e o seu lugar no desenvolvimento de tecnologias alternativas ao uso de óleo e gás ainda está para ser verificado.Essas questões não dependem só da ISA. A ISA é um elemento, certamente o elemento regulatório que vai balancear as regras do jogo, que vai estabelecer, fazer cumprir as regras do jogo. Há um ator fundamental que é o próprio mercado e a inovação tecnológica. Esses dois elementos também serão fundamentais no sentido de estabelecer o real papel desses minerais encontrados no leito oceânico e da relevância que terão na transição energética.Vamos lembrar que o uso comercial desses minerais ainda não está autorizado, de modo que ainda é uma perspectiva de futuro, ainda que de futuro próximo, conforme o cronograma da Isa – esperando que o código seja finalizado ao final de 2025 e que requerimentos de mineração possam, eventualmente, ser tabulados a partir de 2026, com a devida conclusão do código.De que forma esse código vai se transportar para os países? Deverão adotar leis consequentes, em nível nacional? Como garantir que o farão? O regramento internacional certamente terá um reflexo nas legislações nacionais, sobretudo dos países interessados na exploração em águas profundas fora de jurisdição nacional. Nós sabemos que esses países reúnem um grande número de diferentes, inclusive países sem acesso ao oceano, países não costeiros. Como o fundo marinho é patrimônio comum da humanidade, eles também terão interesse em um papel e uma possibilidade de atuar como explotadores desses recursos.O que é mesmo desejável, e que eu espero poder atuar como facilitadora, é que haja complementaridade, sinergia entre essas diferentes legislações e agências dos países. Alguns países já dispõem de legislação para exploração e explotação de minerais metais dentro de suas águas jurisdicionais. Muitas vezes esse tema da mineração em água profunda já está contemplado no Código de Mineração Nacional ou não está excluído do Código de Mineração Nacional. Então, já existem referências por aí em códigos vigentes dentro da jurisdição nacional.Muito importante sobre o Código de Mineração que está sendo desenvolvido pela Autoridade Internacional dos Fundos Marinhos é que ele alcança as águas fora das jurisdições nacionais, ou seja, as águas que são patrimônio comum da humanidade. Ele terá os seus próprios mecanismos de implementação de monitoramento via avaliação.E aí eu trago uma palavra muito importante, que em português eu digo como responsabilização, accountability em inglês, no sentido de que cabe à ISA, como autoridade reguladora, fazer valer a implementação dessas regras de forma harmônica com as regras nacionais, sobretudo nas águas profundas fora da jurisdição nacional que, como você mencionou no início da nossa conversa, talvez ainda tenha uma impressão de ser uma terra de ninguém, uma área pouco governada.Eu diria que isso talvez seja mais no âmbito da implementação do que no âmbito da regulação ou da própria legislação. Talvez as áreas oceânicas fora de jurisdição nacional sejam uma das mais reguladas no direito internacional. A questão está como essa múltipla governança, com tantas regras distintas e tantos setores, até o setor de transporte na navegação, pesca e proteção mineração, como tudo isso se coaduna de forma mais harmônica é talvez o grande desafio da nossa geração.Esse é um desafio imenso, em um mundo que, infelizmente, no momento atual, não está tão interligado assim nas suas decisões. Sem dúvida, a fragmentação atual do mundo não ajuda. É por isso que instituições que preveem a integração, a integridade, a gestão íntegra, completa e, sobretudo, no arcabouço jurídico internacional, precisam da mais absoluta e ampla defesa, porque senão estaremos todos entregues a nacionalismos e à fragmentação, e talvez ao imperativo negativo de não suceder na gestão integrada holística dos fundos marinhos, das águas fora de jurisdição.Você assume uma entidade internacional cujas fraturas internas foram expostas durante a última assembleia e o processo de sucessão na direção, inclusive com denúncias de conflito de interesses de seus integrantes e tentativa de suborno. Como pretende restaurar essa confiança na ISA? Haverá algum tipo de procedimento disciplinar interno a Michael Lodge, seu antecessor? Uma pergunta importantíssima. Sem dúvida uma das principais, senão a principal prioridade minha neste momento, ao assumir 1° de janeiro, é o desafio de reconstruir a confiança entre os Estados partes, o secretariado da ISA e a comunidade global, que faz parte da ISA.Isso inclui representação das comunidades locais, dos países costeiros e dos interessados dos países que não têm acesso ao mar, como também uma comunidade muito importante nesse processo.A questão da repartição de benefícios deve ser a mais ampla possível, ou seja, todos nós teremos direito a um pedaço do mar e todos nós temos uma obrigação, todos os seres humanos neste planeta, uma obrigação de cuidar desse espaço como nosso.O meu grande comprometimento é o aumento da transparência, inclusive buscando a imprensa e uma melhor gestão da informação – lembrando que dados gerados pelos contratantes não são não se transformam automaticamente em conhecimento acessível para tomada de decisão e tampouco para o público. Dados gerados pelos contratantes podem ser excepcionalmente bons do ponto de vista científico e interessantes do ponto de vista da descoberta, mas, sem dúvida, são orientados a partir de alguns interesses. Aumentar a congruência entre esses dados e dados independentes é fundamental.Também faz parte das minhas prioridades buscar com que a Autoridade Internacional dos Fundos Marinhos tenha uma equipe mais responsiva, coesiva, que fale como um e que tenha coerência nos seus propósitos. Mas, sobretudo, o meu objetivo é que operemos com excelência regulatória, entregando a mineração sustentável dos recursos minerais, metais, se demandados pelo mercado e pela sociedade, e, ao mesmo tempo que atue de braços dados com as demais entidades que têm responsabilidade na proteção ampliada dos ecossistemas marinhos. E que a comunicação sobre essas decisões seja ampla, com acesso a todos, traduzida para os diferentes públicos e que, sobretudo, as regras do jogo sejam implementadas, respeitadas. Também que existam mecanismos muito eficientes de correção de curso ou de, como se diz, exclusão do jogo daqueles que eventualmente se desviarem desse caminho.Eu acho que a parte de implementação dessa regulação é crucial. Olhando para o futuro, eu quero deixar a mensagem de que farei o que for necessário para assegurar o bom funcionamento da Isa.

ROBERT (ROB) BOUNDY studied at the Adelaide College of Music in 1968 under the direction of John Arthur, with section leaders Steve and Larry Todd, in marching band and beginning drum set lessons. In 1970 he joined the Adelaide Highland Pipe Band under the tutelage of Lindsay Chuck and Daryl James until 1974. In 1979 he began rehearsing with past music students from Mawson High School, recording a demo with The Glenn Kristoffer Band, while also working for MGD Audio assisting with sound and lighting. In late 1982 he joined “The Modes” and starting heavy local gigging, and touring nationally in Melbourne, Sydney and Queensland. In 1985 he moved to Melbourne and managed the Brashs Drum Department in their City store, and with played with Melbourne players from “The Phantom Band” along with Guitar Virtuoso “Jimi Hocking in “The Astros”. In 1986 he joined the local band “The Virgin Soldiers”, and started teaching drums privately from home in 1987. “The Virgin Soldiers” released a self-titled 4 track EP in 1987 which they toured nationally and recorded several professional demos, engineered and produced by Bruce Johnson (Oasis). 1989 saw the release of a full-length album called “Watching the World” recorded at Festivals Grondman Studios Engineered by Colin Wort and remixed at Powerplant Studios with Adam Quaffe and Peter Blighton (Choir Boys), in Jan 1990 the album went #1 on Juke magazines Independent Metal Charts. Returning to Adelaide in 1993, he played with numerous cover bands, 1994 - Crossfire with John Morton and Harry Hernie, 1995 - Tour of Duty with Wendy Taylor-Smith, Phil Smith, Capt. Gordon Lambie, Sam Moody, John Mackay, John Morton. 2000 -Working in Folk/Irish scene in the "Range Rovers" with Quinton Dunne, Michael Hill, Bridgette McDowell, Stewart Day, and Phil Smith. He then moved onto Panic! with Michael Hill and Dennis Surmon which in 2005, became "The Grouse" with Stewart Day, James Meston, Michael Hill, Dennis Surmon, and Dave Rhodes. In 2012 he began playing with "Hollywood Gun Club" with Kev Keilor, Ward Purcell, and Peter Marsella. In 2014 he played with Pete Jenkins band, and subbed in bands with "Kilkenny", Trev Warner, Damien Steele Scott, and Jack Jones. In 2018 “Virgin Soldiers”, secured a distribution deal with Laneway Music, re-released Self-Titled EP and Album Watching the World. Recorded and released a new live album – “Virgin Soldiers Live at Musicland 2019”. The band performed in Melbourne regularly throughout 2019, and had dates booked through 2020, which of course ended up being postponed due to the Covid-19 Pandemic. In 2001 he became a Business owner, Rob's Drum Shed Teaching Studios, teaching private students in his fully equipped drum studio, specialising in Rudimental Drumming and Contemporary Rock Studies from 1960s to present. Rob is the Education Specialist in the Drum Shop at Derringers Music SA, Co-Director of Adelaide's only Professional Drumline “The Raiders Drum Corps”. Teaching private Undergraduate students at Tabor College Music Department since 2017. In 2020 he returned to study: Doctor of Philosophy - The Elder Conservatorium of Music, University of Adelaide, and is writing his thesis on Australian Rock Bands. Our world is rapidly changing. As we move away from fossil fuels and our use of electronics increases, demand is climbing for a handful of metals key to the manufacture of modern technology. Mining the deep sea may meet these demands but is probably the most contentious issue the community is facing right now. Is there a net benefit for the deep sea; funding research and understanding, addressing climate change, and encouraging developing nations? Or is the deep sea too fragile and too unknown to be responsibly exploited? We bite off far more than we can chew by taking on this issue in a deep-sea mining special episode. Luckily, we have some guests we can call on to help us understand the issue. Professor Jeffrey Drazen of University of Hawai`i at Manoa explains just what deep-sea mining is and its ecological impacts. We then speak with Michael Lodge, secretary-general of the International Seabed Authority (ISA). The ISA, comprised of 167 member states and the European Union, regulates and controls all mineral-related activities in the open ocean – that’s the majority of the planet! The Media have left their ethics of journalism and become a Mafia group of individuals pushing their own political agenda. The Society of Professional Journalists on their website have their code of ethics and it is a good set of codes. However, journalists no longer follow their own code. They feel their power as a journalist is their ability to push their own political views and agenda. Journalists have become corrupted by politics. That is a real problem because now so-called news is no longer trustworthy. It is no longer pure news, it is a political agenda. CNN, Fox, MSNBC and the major networks have stopped delivering the news. Bad unethical news gives you and me bad information. They do it to sway our views, to create fears, and in some cases to creat chaos. Ethics in the news is gone. So you and I have to hold them accountable, hold their advertisers accountable for promoting bad news based on political agenda's. Hold them accountable. They are driving this fear havoc into your life where fear has become a habit. Kick the habit. This is a virus, it knows how to infect, and no matter how safe you are it can get you. So you have to live with the fact that if you are practicing good hygiene you are doing something positive, but if you are sitting there like a scared rabbit, afraid to move because you think you are going to get sick, then you will not go on with life. Focus on life, find a way to fight your fears.
