Across the nation, states and municipalities are reassessing often punitive laws governing the use of illicit substances. What has been the human cost of the “war on drugs?” How has it impacted disadvantaged communities? What has been the effect of the Covid-19 pandemic on drug use? And what steps should the new Biden Administration do to help foster a more humane and just approach to drug use? This episode has two guests. The first is Dr. Katharine Neill Harris, the Alfred C. Glassell, III, Fellow in Drug Policy here at the Institute. On March 11, Dr. Neill Harris testified about federal drug policy before the U.S. House Judiciary Committee. The second guest is Dr. William Martin, the Harry and Hazel Chavanne Senior Fellow in Religion and Public Policy and Director of the Institute’s Drug Policy Program. Dr. Harris and Dr. Martin have recently co-authored a policy brief titled “Drug Policy Priority Issues for the Biden Administration.” It is available on the Baker Institute website.

A Garden Bouquet is a full-service florist that just opened a flower stand on Glassell and Maple right outside of The Filling Station. Marni's joy for flowers came from her college job at Fashion Island, and she continued to dabble in her passion as a hobby by creating floral arrangements for family and friends. After pursuing a career in interior design for 20 years, Marni decided to go back to her first love and open a flower shop in Newport Beach. After her business became a wild success in Newport, Marni decided she needed a change of scenery. She sold the flower stand and moved her family to Hawaii!  After almost a year of soaking up the Hawaiin sun rays, Marni felt homesick and decided to move back to her hometown of Orange. When she visited the Plaza, she loved the feel and sense of community in Old Town Orange but noticed there was a need for a flower stand. Joseph Havel is a world-renowned artist who lives and works in Houston, Texas. In addition to his studio practice, Joseph is Director of the Glassell School of Art and its acclaimed Core Residency Program. Originally from Minnesota, he obtained his BFA from the University of Minnesota and his MFA from Penn State. Joseph is best known for his ever-changing body of work which consists mostly of sculptures, but also drawings. His artwork has been exhibited extensively worldwide and he is part of the permanent collections of many of the world’s top art institutions, including The Whitney Museum of American Art, The Modern Art Museum of Fort Worth, Le Centre Pompidou, The Ministry of Culture – Paris, The Menil Collection and The Museum of Fine Arts – Houston. He has received numerous awards, including a National Endowment for the Arts Fellowship, a Louis Comfort Tiffany Fellowship, the Dallas Contemporary’s Texas Legend Award and Texas State Visual Artist of the Year. He is represented by a number of galleries, including Talley Dunn Gallery in Dallas and Hiram Butler Gallery in Houston.I recently sat down with Joseph in a private viewing room at Talley Dunn prior to a recent opening where we discussed growing up in Minnesota, conceptual art, white shirts, the Glassell School, the state of change in San Francisco and avoiding boxes.
