We then explore critical issues related to digital literacy and the higher education environment such as benchmarks, personal interest, and legal/ethical use of technology. In closing, we deliberate on a letter submitted by an IBD listener who is curious about how educators with minimal instructional design support/resources might successfully navigate their own professional development paths. This publication, Scaling Solutions to Higher Education’s Biggest Challenges, aims to identify the challenges obstructing student success and provide exemplars that, if adequately cultivated, can support the widespread adoption of real solutions. By better defining the challenges impeding innovation in US postsecondary education and illuminating high-quality programs and initiatives, it is the NMC’s hope that this report will catalyze critical discussions, projects, and products that bolster student success, making high-quality learning opportunities more accessible to all. The challenges addressed in this publication, summarized in the infographic that follows, can be categorized as largely relating to faculty needs, institutional culture, and technology-enabled practices and programs — all with an eye toward students as the ultimate beneficiaries of the potential solutions. Digital Literacy: An NMC Horizon Project Strategic Brief was commissioned by Adobe Systems to explore an increasingly pressing challenge for United States higher education institutions: advancing digital literacy among students and faculty. Unfortunately, lack of agreement on what comprises digital literacy is impeding many colleges and universities from formulating adequate policies and programs. The aim of this publication is to establish a shared vision of digital literacy for higher education leaders by illuminating key definitions and models along with best practices and recommendations for implementing successful digital literacy initiatives. Findings from our digital literacy survey as well as from the NMC Horizon Project environmental scanning process will depict the benefits of digital tools and approaches, providing positive exemplars in higher education.

The report Measuring Learning > An NMC Horizon Project Strategic Brief was commissioned by HP to inform educators, policymakers, and economists. A new vision of assessment is emerging around the concept of national learning “data ecosystems” that push information up from individual learning activities, classrooms, and schools, and merge it at key points with local and national economic, social, and technical data. The goal of this special report is to understand the promise that vision holds, to examine the challenges that must be solved and the systemic gaps that must be bridged, and to offer a set of guidelines and practical, nationally focused recommendations to senior educational leaders and policymakers. The recommendations in this brief include building national policy frameworks that identify areas in which legislation, policy, or regulations are needed — and ensure they align with key national goals and priorities. Ultimately, the most important recommendation is for school policymakers and leaders to begin to think about education and the potential of technology-enhanced learning from a systemic level. Authentic learning is seen as an important pedagogical strategy, with great potential to increase the engagement of students who are seeking some connection between the world as they know it exists outside of school, and their experiences in school that are meant to prepare them for that world. In this NMC On the Horizon virtual event, a panel of experts discusses the increasing focus on open content. The movement toward open content reflects a change in the way educators and scholars are conceptualizing education. Information is everywhere now; the challenge is to make effective use of it. Often mistaken to simply mean “free of charge,” advocates of openness have worked toward defining “open” more broadly — not just free in economic terms, but also in terms of ownership and usage rights. Alternative licensing schemes such as Creative Commons have advanced this vision by providing a legal framework for people to share content freely. The goal of openness is to ensure the unimpeded distribution of valuable, scientific knowledge and to guarantee that educational materials are freely copiable, freely remixable, and free of barriers to access. Using open content also has pragmatic appeal; it offers solutions to the rising cost of education and addresses the scarcity of quality resources in remote or developing regions of the world. As more schools, universities, and other academic institutions integrate open content into curricula, there will be increased focus on processes to evaluate and validate these resources on a wide scale. Issues of intellectual property and digital citizenship are equally important to understanding the impact of this trend on teaching and learning. Natural user interfaces (NUIs) allow people to engage in virtual activities through movements, manipulating content intuitively. The idea of being able to have a completely natural interaction with devices is not new, but neither has its full potential been realized. What makes NUIs especially interesting is the burgeoning high fidelity of systems that understand gestures, facial expressions, and their nuances, as well as the convergence of gesture-sensing technology with voice recognition, which allows users to interact in an almost natural fashion, with gesture, expression, and voice communicating their intentions to devices. On January 24-26, 2012, one hundred distinguished thought leaders from all over the world were invited to come together in Austin to mark the tenth anniversary of the NMC Horizon Project with a very special convocation and retreat. Nine engaging speakers were interspersed between working sessions as David Sibbet, CEO of the Grove and the world’s leading visual facilitator, led the group over the two days through discussions that started very broad, then funneled quickly to focus, and fostered strong consensus by the last day. That strong consensus was especially evident on the last day of the retreat, when the 28 metratrends emerged from the discussions.
