Rassemblement de cotonculteurs d'une coopérative à Pitoa, localité située à une quinzaine de kilomètres de Garoua, au nord du Cameroun. Babil Amadi a répondu présent. À 25 ans, il possède une petite parcelle qu'il cultive lui-même. Une activité transmise de génération en génération. « Ce sont mes parents qui m'ont appris à cultiver le coton, explique-t-il. Cela fait environ six ans que je m'y suis mis. J'ai mon propre champ au pied de la montagne. » Le jeune homme est très timide. Il n'ose pas s'exprimer en français et préfère l'aide de quelqu'un pour traduire ses propos. Un professeur est présent et offre ses services. Amadi Babil a quitté l'école de manière précoce, comme beaucoup dans cette région rurale et chez les cultivateurs. « Je suis allée à l'école, mais j'ai dû arrêter, car ma famille n'avait plus les moyens », regrette-t-il. En plus du coton, il cultive des oignons, du maïs ou encore des arachides. « Mais la base, c'est le coton », insiste-t-il. Des rêves d'évolution Des passe-temps, il n'en a pas vraiment. « En dehors du champ, je fais aussi de la maçonnerie et d'autres petites activités pour subvenir aux besoins de ma famille », détaille Amadi Babil. Le jeune homme s'est marié il y a peu et a deux enfants. Il a construit sa maison lui-même et en est très fier. Malgré les difficultés qui entourent la culture du coton, Amadi Babil y trouve des avantages. « Ce qui me plaît avec cette culture, lors de la récolte, tu es payé cash et en une fois pour toute ta récolte », met-il en avant. À 25 ans, quand certains jeunes rêvent de notoriété, de carrière sportive ou de voyages, Babil Amadi a lui pour horizon le coton et sa société cotonnière, la Sodecoton : « Je rêve de devenir cadre à la Sodecoton, avoir un grand poste. Parce que je vois que les gens de la Sodecoton s'épanouissent et ça me fait envie ». Une activité qu'il espère transmettre à ses enfants. « Je veux que tous mes enfants apprennent et grandissent dans la culture du coton, puisque c'est très bénéfique. » Dans cette zone de l'extrême nord du pays, enclavée entre le Nigeria et le Tchad, fortement touchée par le chômage, il est difficile de rêver d'autre chose que de coton. Comisia Europeană propune schimbarea bugetului pentru viitoarea perioadă, 2028-2034. Viitorul buget ar trebui să fie construit pe trei piloni și să fie condiționat de respectarea regulilor statului de drept. Îi va deranja pe mulți europeni, dar totuși un lucru este clar: Europa și bugetul au nevoie de o schimbare. Se spune că este o nebunie să faci același lucru în mod repetat și să te aștepți să obții alt rezultat. Și atunci, este nevoie de o schimbare. Acesta pare a fi motto-ul sub care Comisia Europeană a prezentat ieri o primă propunere de buget multianual pentru perioada 2028-2034. Partea protocolară este mai puțin importantă, deși ieri parlamentarii europeni au considerat aproape un afront faptul că Piotr Serafin, comisarul pentru buget, a anunțat că va prezenta proiectul la ora 12:30, a amânat sosirea pentru ora 14:00 și în final a ajuns în Parlament la ora 16:00. Poate credeți că sunt amănunte, dar europarlamentarii au considerat, pe de o parte, că propunerea de buget a fost rectificată până în ultima clipă și, pe de altă parte, că a fost un gest nepoliticos față de Parlament. Să trecem însă la problemele de fond. Comisia Europeană a vrut să schimbe ceva în cel mai important instrument de politică publică și anume bugetul. Este justificată nevoia de schimbare doar dacă citim raportul Draghi despre starea Europei. Vom găsi acolo faptul că Uniunea Europeană are nevoie de competitivitate, de reducerea decalajelor față de SUA în materie de tehnologie, cercetare-dezvoltare sau digitalizare. Cum poți dezvolta progresul tehnic altfel decât alocând fonduri în acea direcție? Iar, noile provocări ale societății europene sunt asigurarea securității, diferența de dezvoltare tehnologică și continuarea programelor de reducere a emisiilor de carbon. Actualul buget multianual include 52 de programe de finanțare ceea ce îl face atât redundant, cât și prea complicat. În aceste condiții, Comisia Europeană a propus ieri structurarea bugetului viitor pe trei piloni: primul, care cuprinde finanțări pentru agricultură, pescuit, politica de coeziune și politici sociale; al doilea pilon este al competitivității, care include cercetarea și inovarea, iar al treilea pilon este format din acțiunile externe, inclusiv Ucraina. Sumele propuse pentru fiecare pilon sunt de 865 miliarde de euro pentru agricultură, coeziune și proiecte cu caracter social, 410 miliarde de euro pentru competitivitate și 200 de miliarde de euro pentru acțiunile externe. Programul pentru competitivitate are ambiția de a dezvolta tehnologiile viitorului. Pentru a atinge acest obiectiv, Ursula von der Leyen a anunțat dublarea fondurilor pentru programul de cercetare Horizon, o creștere de cinci ori a bugetului pentru tehnologia digitală și o creștere de șase ori a fondurilor pentru decarbonizare. Alte priorități sunt energia, spațiul și mobilitatea militară. Acțiunile externe au alocate 200 miliarde de euro, din care 100 miliarde de euro sunt destinate Facilității pentru Ucraina, un fond deschis de statele membre la sfârșitul anului 2023 pentru a oferi asistență financiară Ucrainei. Ulterior s-au mai adăugat 50 miliarde de euro pentru actualul exercițiu bugetar. De asemenea, trebuie spus că aceste sume se împart între cele 27 de state membre ale Uniunii Europene. Un capitol bugetar aparte va fi cel al rambursării împrumuturilor pe care Uniunea Europeană le-a contractat pentru a putea finanța planurile naționale de redresare și reziliență. Comisia Europeană solicită introducerea a două noi surse de venit, respectiv creșterea accizei la produsele cu tutun și o taxă pe deșeurile electronice nereciclate. Sunt multe obiecții la propunerea Comisiei Europene. Primele sunt legate de politica agricolă comună. Fermierii, care de altfel au și protestat ieri în fața Parlamentului European, doresc păstrarea politicii agricole comune în forma actuală și nu unirea cu fondurile de coeziune. Deocamdată, negocierile au dus la menținerea așa-numitului pilon I, cel al plăților directe. De asemenea, raportorii pentru buget ai Parlamentului European consideră că suma totală, 2.000 de miliarde de euro, este prea mică. Totuși, ieri au fost lansate dezbaterile publice pentru viitorul buget. Lupta pentru banii europeni este abia la început.

The kind of scene that doesn't just ask to be photographed—it demands it. So what did I do? I lined up my shot, textbook rule-of-thirds style. Sky in the top third, water in the bottom, everything “perfect.” But something felt… off. That's when I said screw it, let's break some rules. I shifted the frame. Horizon smack in the middle. My boat creeping in from the corner, becoming this perfect leading line. It looked weird… until it didn't. Until it looked just right. It was one of those rare, unrepeatable moments. In five minutes, the light would shift, the river would curve, and that magic scene? Gone forever. But because I trusted my eye over the rulebook, I got the shot—and every time I look at it, I feel that moment again. PRINCIPLE: Here's the thing—creative freedom doesn't mean ignoring the rules; it means understanding them well enough to know when to ditch them. Composition is a tool, not a cage. The rule of thirds, leading lines, all that jazz? It's there to guide your storytelling, not police it. Your camera is just the vehicle. You're the driver. TRANSITION: But so many of us get stuck. Not because we're not “creative enough,” but because we cling to the rules like a safety blanket. We're afraid to break out of the grid and trust our own visual instincts.
