Newly approved plans for a wastewater treatment plan in West Clare are expected to be challenged in the High Court. It comes as Uisce Éireann has been given the green light to build a new sewerage plant, along with foul pumping station on a site just 620m away from Kilkee Cliff Walk. An Bord Pleanála granted permission for the project last week, following a successful appeal from Uisce Eireann which maintains the plant is essential to end the discharge of raw sewerage into Intrinsic Bay. Tree sculptures commissioned to replace the remains of old trees in Shannon Town Park have been identified as the latest initiative to drive footfall to Shannon Town. The park has been adorned with detailed wooden carvings of owls, foxes, rabbits, a bumblebee, and a fairy house made by Limerick sculptor Will Fogarty. The idea was floated as an environmentally sustainable solution to the removal of rotten trees which began to pose a health and safety risk. Cathaoirleach of Shannon MD, Pat O'Gorman, is hopeful the sculptures will attract larger crowds of visitors to the town.

Galway County Council has announced details of a new funding scheme for organisations, businesses and communities of Oileáin Árann (The Aran Islands) that are interested in developing projects and initiatives focusing on addressing climate change. €60,000 is being made available through this new pilot Climate Action Fund. Oileáin Árann, consisting of the three islands of Árainn (Inis Mór), Inis Meáin and Inis Oírr, was designated as the Galway County Decarbonisation Zone in the Galway County Council Climate Action Plan 2024-2029. A Decarbonising Zone (DZ) is a chosen area where local authorities and communities work together to reduce the amount of carbon produced by their everyday activities. By looking within the community for ways to live and work more sustainably, these zones can find local solutions to global problems. The main objective of a Decarbonising Zone is to find innovative but achievable ways to reduce greenhouse gas emissions. The fund will support climate action projects in four key theme areas, namely Energy, Travel, Food and Waste, and Local Environmental Action. The fund is now open to applications. Councillor Martina Kinane, Cathaoirleach of Galway County Council, celebrated the launch of this Pilot Fund, which she says, "builds upon the remarkable dedication of the communities of Oileáin Árann in the areas of climate action and sustainability". Welcoming the opening of the funding scheme, Liam Conneally, Chief Executive of Galway County Council noted that, "This new fund will hopefully be the start of financial assistance to help our island communities to reduce the use of carbon in their day to day lives. The Fund should also help to empower the communities of Oileáin Árann, cultivating stronger, more sustainable and resilient islands". He added, "The fund will create learnings that can be shared with communities across the County". Uinsinn Finn, Director of Services at Galway County Council acknowledged the existing commitment and strength of community involvement on the islands, who have established a local Comharchumann Fuinneamh to support their goal of increasing the sustainability of their homes and transport while protecting their unique ecosystem. The closing date for applications to the Oileáin Árann Climate Action Fund is Friday 30th May. Further information is available on https://www.galway.ie/en/services/environment/climate/ or from Rebecca Mooney, Climate Action Officer at climateaction@galwaycoco.ie / 091 509302.

Shannon's elected representatives have vowed to block any future proposals that would decrease staffing and resources at the town's fire station. Clare County Council will submit the 2025 to 2030 Fire and Emergency Operations Plan to councillors for consideration later this year and it's believed this will recommend manning Shannon with 12 personnel rather than 15. This is based on a recent risk assessment, and a petition to prevent such a move has so far gathered over 1,600 signatures. Cathaoirleach of the Shannon Municipal District Fianna Fáil Councillor Pat O'Gorman, says services are already overstretched.
The East Clare Memorial Committee, the county's oldest memorial group, will host its annual Easter Commemorations this Sunday in Tuamgraney and Scariff. This is continuing a tradition that spans over a century of honouring local heroes who fought for Irish freedom. The Government has been accused of tying Clare councillors' hands behind their backs. Shannon Municipal District councillors have expressed their disappointment following the revelation that the area's roads maintenance budget has been slashed by 7% this year. Of the €27 million countywide budget, over €3 million is from the local authority's own resources, and Clare County Council Senior Engineer Cyril Feeney has claimed this should be closer to €6 million due to construction inflation. Cathaoirleach of Shannon Municipal District, Cratloe Fianna Fáil Councillor Pat O'Gorman, believes councillors should have a greater role in deciding budgets for their areas.
Kerry County Council has reported the apparent theft of historic road signs near Kenmare to An Garda Síochána. It's claimed West Clare has been left in a spiral of playing catch up when it comes to its roads network. Although the Kilrush Electoral Area's schedule of works budget has been increased by 40% this year to €8.5m, the majority of this will go towards local and regional roads. Transport Infrastructure Ireland, meanwhile, has recently allocated Clare just over €2m for works on national roads, but none of this has been ringfenced for the west of the county. Cathaoirleach of the West Clare Municipal District Councillor Rita McInerney says the most important roads are being ignored.

A meeting of South Clare councillors has heard that new speed limit signs may as well say "160KM/H" due to a lack of gardaí. In the first phase of speed limit reforms commenced this year, most rural and local roads were reduced from 80 to 60KM/H. Despite this, major concerns have been raised over excessive speeding on approach to traffic lights at Cratloe Cross, which is often traversed by children going to and from school or the GAA pitch. Cathaoirleach of the Shannon Municipal District, Cratloe Fianna Fáil Councillor Pat O'Gorman believes the area should be subject to housing estate limits.

The Mayor of Ennis claims the ongoing debate around parking in the county town is "harmful" to its public image and will deter visitors. Sparks flew at this weeks meeting of Ennis Muncipal District as parking once again dominated early discussions. Following a motion tabled by Clarecastle Fianna Fáil Councillor Tom O'Callaghan at a November 2023 meeting of Ennis MD, it was revealed that there had been a 9% reduction in the number of car parking spaces in Ennis over a 15-year period. In light of recent public realm works as well as developments such as the new Ennis library, Councillor O'Callaghan has this week requested an update on any further losses since November 2023. The response from Ennis MD states that the town has almost 3000 spaces and has one space for every 13 people living in it compared to one space for every 29 people in Waterford and one space for every 24 people in Navan. It also says that while some spaces have been lost due to recent developments in the town, almost 350 spaces will soon be added resulting from the Cloister Car Park proposal and the upcoming Lidl store on the Clare Road. Cathaoirleach of Ennis Municipal District, Fianna Fáil Councillor Clare Colleran-Molloy, says she's completely at odds with her party colleague's view on parking in Ennis. Councillors Mary Howard and Paul Murphy echoed the idea that Ennis doesn't have a parking problem while Councillors Tommy Guilfoyle and Pat Daly spoke in support of Councillor O'Callaghan's motion. During the meeting, Councillor O'Callaghan referenced two reports published in 2008 and 2012 which identified a parking shortfall in the county town. He claims some local representatives are trying to ignore this problem and says "if there was a deficit then, there's a deficit now".

It's claimed Clare's roads have been left in a "ridiculous" state due to consistent shortfalls in capital funding. The recent €39.3m allocation announced for local and regional roads here is an annual drop of 10%, while more than a third of the funds have been ringfenced for the Shannon Bridge Crossing. The Department of Transport aims to re-strengthen 10% of all roads within a county annually, but this target has been consistently missed in Clare. Cathaoirleach of the West Clare Municipal District, Fianna Fáil Councillor Rita McInerney claims some roads haven't been repaired for over 20 years.
