Homeless services in Clare are under increasing pressure, with new figures showing more people than ever entering emergency accommodation. Alan Morrissey was joined by Shane Doody, Shannon Sinn Féin Local Area Representative and a frontline worker in homeless services, who has been strongly critical of how the system is operating in Clare. Shane believes the Homeless Action Team is not fit for purpose in its current form. “Clare County Council's Homeless Action team can be contacted between 9am and 5pm, Monday to Friday. For any emergencies outside of these hours contact can be made with the Council's emergency number (0872599568) and advice and guidance regarding available supports will be offered. Clare County Council and Limerick City and County Council work together as part of the Mid West Region Homeless Team and currently are jointly finalising a new Homeless Action Plan for 2026 – 2030. This plan is strongly informed by projected needs for the next five years, both in terms of numbers, and services, including new and/or extended services as required. Clare County Council is working to identify viable sites for social housing projects across the county into 2027 and beyond. The local authority is set to exceed it's target for the delivery of social and affordable housing this year, with 232 units set to be brought on stream this year. Optimism has been expressed that the Council will be able to achieve further delivery in 2027, with targets set to be issued by Government later this year. Clare County Council is calling on the Central Bank of Ireland to clarify if they're still playing a role in the sale of Israeli war bonds. In response to public and political pressure, the Central Bank confirmed last September that it would no longer be approving the prospectus for the sale of the bonds. While this responsibility has since moved to Luxembourg, Westbury Sinn Féin Councillor James Ryan has said at this week's meeting of the local authority that he has reason to believe that the Central Bank is still involved in facilitating the sales. He says people deserve to know the truth.

Clare County Council collected more than €120,000 in parking fines last year. 2025 also saw a fourfold increase in the number of parking fines issued at the Cliffs of Moher. According to new figures, the total sum collected in parking fines in Clare across last year was €126,295 which was 15% above the figure for 2024. 61% of fines were issued in Ennis but the county town saw a 3% drop in fines compared to the previous year. Clare County Council is urging people to be mindful of the environmental impact of incorrectly disposing their waste over Christmas. The EPA has estimated that approximately €32 million worth of food has been wasted in Clare this year. People are reminded to ensure items such as dry plastic and batteries are placed in the correct bins, with advice as to which items can be recycled is available online at mywaste.ie. Environmental Awareness Officer, Karen Foley, says there's plenty of options around the county to correctly discard electrical waste.

Clare County Council is inviting landowners across the county to put forward lands that could be suitable for new housing, as part of efforts to accelerate housing delivery and plan for future growth. A non-statutory public consultation, now open until this Friday, the 19th of December, is seeking proposals for residentially suitable lands in towns and villages — including greenfield, brownfield and regeneration sites — in line with national housing targets. HSE Mid West has held a behind closed doors meeting with Clare County Council. Regional Executive Officer Sandra Broderick briefed elected representatives yesterday on the steps being taken following the HIQA review, including the construction of a second new 96-bed block and proposals to expand the University Hospital Limerick campus to a second site. Health Minister Jennifer Carrol MacNeill, meanwhile is due to make a decision on the delivery of a new hospital for the region in the new year. Ennis Fianna Fáil Councillor and HSE Regional Health Forum West Member Antoinette Baker Bashua says they were told a new hospital for Clare wouldn't be feasible in the short term.

Elected members of Clare County Council are defending their decision to hike commercial rates. As part of the €204 million Revenue Budget agreed on Wednesday evening, the property tax on commercial premises has been increased by 8%. It's the third time the local authority has taken such a measure, and has been backed by its Director of Finance, Investment and Enterprise Noeleen Fitzgerald, who's explained that over 75% of businesses will see an increase of under €6 in their weekly amount owed. The authority responsible for the Limerick to Scariff Greenway has pledged to bring all East Clare residents with it as it progresses the project. The 43-kilometre greenway, which will be carried out in five stages, is being delivered by Waterways Ireland in partnership with Clare County Council and Limerick City and County Council. Public consultation on the first section, which spans from Blackbridge to Errina Bridge, is set to take place in the first half of next year. Speaking after a presentation to Killaloe Municipal District, Waterways Ireland Western Regional Manager Brian Treacy says locals will have the opportunity to make contributions before any section goes to planning.
