The Washington Post reports that US President Biden will prevent Japan's Nippon Steel from acquiring US Steel, citing national security grounds. There will probably be a legal challenge to this, as national security might be hard to justify. Economic nationalism, however, is not just about trade in goods—it also often covers capital flows. Interestingly, economic nationalism goes both ways on capital flows: “how dare foreigners buy our assets?” for inflows; and “why are you not investing at home?” for outflows.

On top of which the claim is the findings from the initial report and ruling are factually incorrect too. Yet, new discoveries about the physiological role of ERVs suggest another interpretation for why they appear in the human genome. However, a planet's ability to have land relies on having just the right amount of water. Too little and there are no oceans at all but too much and the continents never rise above the ocean's surface. One factor that influences the amount of surface water is the planet's capacity to store water in its interior. Recent studies indicate that the ancient earth could store much less water than today. Mong-Han Huang, University of Maryland The Ross Ice Shelf (RIS) in Antarctica is the largest ice shelf in the world. As the RIS flows toward the Ross Sea, a buildup of tensile stress due to increasing ice flow velocity develops a series of flow-perpendicular rift zones. Although these rifts are essential in contributing to future calving and reduction in size of the ice shelf, their material properties and mechanical response to external stress in the rift zone scale (~10-100 km) are poorly understood, partly due to a lack of high spatial-temporal scale in-situ observations to characterize key rift processes. Using a deployment of seismometers and GPS stations from the NSF DRRIS project and recently by our team, we further explore the link between seismicity, tidal cycles, and air temperature at two rifts of different ages. We found that icequakes along the major rift zones on RIS are modulated with the oscillating tidal stressing rate, and icequakes have a stronger modulation with stress rate in older rifts. We adopted the theory proposed by Heimisson and Avouac (2020) about seismicity rate due to oscillating stresses for icequakes. On RIS, the characteristic time scale from elevated icequake seismicity rate to background rate is much shorter than the periodicity of the tidal stresses, and therefore the seismicity rate is proportional to the stressing rate. This also suggests that how stress varies in time, rather than the total quantity of stress, has a higher contribution to brittle fractures in ice shelves. Constraining the current behavior of ice shelf rifts and their modulation by oscillating stresses will help inform their future stability in a changing climate.

It is often argued that any alignment technique that works primarily by constraining the capabilities of an AI system to be within some bounds cannot work because it imposes too high an 'alignment tax' on the ML system. The argument is that people will either refuse to apply any method that has an alignment tax, or else they will be outcompeted by those who do. I think that this argument is applied too liberally and often without consideration for several key points: 1.) 'Capabilities' is not always a dial with two settings 'more' and 'less'. Capabilities are highly multifaceted and certain aspects of capabilities can be taxed or constrained without affecting others. Often, it is precisely these constraints that make the AI system economically valuable in the first place. We have seen this story play out very recently with language models where techniques that strongly constrain capabilities such as instruct finetuning and RLHF are, in fact, what create the economic value. Base LLMs are pretty much useless in practice for most economic tasks, and RLHFd and finetuned LLMs are much more useful even though the universe of text that they can generate has been massively constrained. It just so happens that the constrained universe has a mnuch greater proportion of useful text than the unconstrained universe of the base LLM. People are often, rationally, very willing to trade off capability and generalizability for reliability in practice. 2.) 'Capabilities' are not always good from our perspective economically. Many AGI doom scenarios require behaviour and planning that would be extremely far from what there would be essentially any economic value to any current actors for doing. As an extreme case, the classic paperclipper scenario typically arises because the model calculates that if it kills all humans it gets to tile the universe with paperclips in billions of years. Effectively, it Pascal's mugs itself over the dream of universal paperclips. Having an AGI that can plan billions of years in the future is valuable to nobody today compared to one with a much, much, shorter planning horizon. Constraining this 'capability' has an essentially negligible alignment tax. 3.) Small alignment taxes being intolerable is an efficient market argument and the near-term AGI market is likely to be extremely inefficient. Specifically, it appears likely to be dominated by a few relatively conservative tech behemoths. The current brewing arms race between Google and Microsoft/OpenAI is bad for this but notably this is the transition from there being literally no competition to any competition at all. Economic history also shows us that the typical results of setups like this is that the arms race will quickly defuse into a cosy and slow oligopoly. Even now there is still apparently huge slack. OpenAI have almost certaintly been sitting on GPT4 for many months before partially releasing it as Bing. Google have many many unreleased large language models including almost certainly SOTA ones. 4.) Alignment taxes can (and should) be mandated by governments. Having regulations slow development and force safety protocols to be implemented is not a radical proposal and is in fact the case in many other industries where it can completely throttle progress (i.e. nuclear with much less reason for concern). So I'm torn but leaning in. God made it evidence and confirmed multiple times my word for the year 2023.  But then I read the book the “12 Week Year” and it rocked my world and how I now set goals, which I taught all about inside Leading Ladies this month including a goal-setting sheet like I've never before seen to help you plan and dream and execute from a place of love and PURPOSE and powerful, meaningful decisions instead of fear and past failure and self-hatred. (Oh how I wish I could condense that hour-long training into a 3-minute email!!)  So in light of all that I now view my life in quarters instead of years, but I digress, back to my word of the year, or should I say quarter. I'll reevaluate at the end of March ;)  Right now it's my guiding light.  Do you have a word for 2023?  Hit reply and let me know!     Mine is PRESENCE What does that mean?   Being fully present.  All in where I am and what I'm doing and who I'm with. Also, present to FEEL every single emotion that comes up without stuff or avoiding or dismissing.  Constraining to focus on work when it's work time and rest when it's rest time and play when it's playtime and…getting the point here?   Did you know that most people feel “burn out” or struggle with anxiety because they are not in the PRESENT?  They are thinking about what needs to get done, or what didn't get done. How they wish they could change something from the past or worry about what is to come in the future. Neither of these scenarios is PRESENT.  Once again sneaky sneaky satan wants you to focus on what you literally CANNOT change (your past) and worry about every negative possible outcome (in your future) so you will be so distracted and not fully PRESENT in the right now, today. THE ONLY THING YOU HAVE CONTROL OVER IS TODAY.  The only way you can bring heaven to earth and partner with God is through the work he is calling you to is TODAY.     Do you know another sneaky sneaky time and energy sucker? Thinking about work when you are off and thinking about being off when you should be working.  Or thinking about this notification and that text and this voice message and that email and this and that and this and that and this and that.     The skill and muscle I'll need to develop to make PRESENCE possible in 2023 are very very important. Are you ready for it?  Are you ready to hear HOW the only way presence is possible for me and for you if you choose?  CONSTRAINT.     CONSTRAINING myself to FOCUS.  Focus on the task or non-task at hand. Being FULLY present requires constraint to decide ahead of time to not let anything that is distracting you from being ALL IN and finishing what you set out to do in that specific time period.  It will change everything! It will bring peace. You will get more done in less time. You will enjoy life more.  You will have less anxiety and more enjoyment.    It's a great place to start.   Interested in hearing AND implementing the teachings mentioned above? In this episode, we share 3 mental skills you can develop to be more resilient and mentally strong at competitions. 1. Attentional Control-- You are responsible for directing your attention and then holding it. Whatever you give your attention, you give power. Additionally, whatever you allow into your attention, you will have to manage your mind around. Constraining your attention, then, is probably the greatest factor in how you feel at competitions. Know what helps you and what doesn't. You might decide to not even look at heatlists ahead of time. If knowing who is dancing, how many people you are dancing against, or other details, will throw you off or stress you out, don't look at them. On the other hand, if surprises throw you off, you may choose to have all the information so that you feel prepared and know what to expect. In the long run, you can learn to let more input in and be more resilient no matter the circumstances. But if something is a problem, try giving it less attention and importance. 2. Focusing on the present--One place to practice directing your attention is to the present moment. When you bring the past into the future, you may be bringing negative emotion into the present. Past competitions, even previous heats that didn't go well, don't need to come with you into the future. You can practice resetting quickly after setbacks. The past isn't often relevent to the now. We just keep bringing it forward. This can bring guilt, fear and worry into the present. You gotta have a short memory. Focusing on the future creates anxiety when you think about how you are going to do, what your results are going to be, what judges are going to decide about you, etc. Because the future is unpredictable and uncontrollable, it feels unstable and our brain can't grasp on to anything. This generates anxiety and fear. Keep your mind in the present moment--what you need to be doing NOW. Focus on skills, partnering, making decisions about the now, making adjustments to the now. Practice keeping your attention in the present. 3. Emotional Regulation--It's your responsibility to attend to your emotions. When you need soothing or settling down, you have the ability to do that. You might just not be very practiced at it. When you need to be amped up, or cheerlead yourself, you can do that too. It's important you address stress early on, because if you wait until you are having a breakdown, it will be much harder to turn it around very quickly. We all have a threshold where we "go over the edge" with stress and we want to keep ourselves away from the edge. This means noticing our emotional state and addressing it earlier on with stress reducing techniques, self-talk, and attentional control. Put these three things into practice in your every day life. Applying it to your everyday as well as your dancing will make it a part of you and you will start to feel more in control of yourself in higher pressure situations.

“For the love of Christ constrains us,” was the Apostle Paul's testimony of the powerful mighty tide that energized and motivated him to live to Christ (2 Cor. 5:14). It is this same positive love that must be activated in us in order for us to overcome all the negative loves in the present age and live for the Lord's appearing (2 Tim. 4:8).
