Hal is an expert on bank and capital markets regulation, and testified on Feb 15, 2024 before the House Committee on Financial Services on the "lender of last resort" function. We discussed the recent US regional bank failures and their lessons; whether they can happen again; and how the Fed's monetary policy could possibly be affected by financial system issues.

He was the managing director of Morgan Stanley's mergers and acquisitions department in London, as well as the group finance director at Société Générale de Belgique, the leading Belgian diversified industrial and financial conglomerate. In addition, Ugeux was the president and managing director of Kidder, Peabody Europe while serving as a member of the management committee and the board of directors of Kidder, Peabody, Inc. He was in charge of the firm's global origination efforts, and was also a member of the European Corporate Executive Council of General Electric Inc. He served as a special advisor of the Program on International Financial Systems of Harvard Law School. He is a U.S. FINRA registered representative with Series 24 and Series 62 licenses. Ugeux is honorary chairman of the Belgian American Chamber of Commerce and of the Catholic University of Louvain Foundation. He is a director of Amoeba Capital, British American Business, Inc., and the French-American Chamber of Commerce. Ugeux sits on the international advisory board of the Vlerick Leuven Gent Management School and Oxford Analytica. He is officer of the Order of Leopold. He is regularly called to speak or comment on international financial matters and recently published a book The Betrayal of Finance: Twelve Reforms to Restore Confidence, Odile Jacob, 2011. Ugeux holds a doctorate in law and is licentiate in economics from the Catholic University of Louvain. He has lectured there and at the College of Europe in Bruges.Named as one of the "100 most connected men" by GQ magazine, Andrew Keen is amongst the world's best known broadcasters and commentators. He has published widely in the fields of comparative corporate law, securities regulation and banking law. He has held visiting positions, among others, at Harvard Law School (as Nomura Professor of International Financial Systems in 2012-13), IDC Herzliya, the University of Cambridge Faculty of Law and Sydney Law School. Between 2007 and 2012 he was a commissioner at Consob, the Italian securities market authority. Concern with “the regulatory state" often focuses on reforms to formal institutional structures and legal doctrines such as Chevron deference. But arguably these formal constraints only touch the tip of the iceberg regarding the issues of individual liberty and the rule of law raised by concerns about the regulatory state, because they fail to appreciate the myriad ways in which regulators exercise informal influence to accomplish ends that they might not be able or willing to achieve through more formal processes. In particular, the deep entanglement between the government and the banking system involves regulatory activity that is outside of the public eye. Commentators and practitioners who raise such concerns point to unwilling banks that felt pressured to take TARP money, implementation of Operation Choke Point, and some enforcement theories applied in the name of lending discrimination. Commentators on the other side of the argument point out the extent to which financial services affect not only individual lives but the welfare of the community and the nation, including the danger of financial crises.
