It was July 13, 1993. Just after 2 AM, a call came into 911 from a residence in the Somerset area of Bellevue, Washington asking for an ambulance. The caller said there'd been some type of break in, and that he thought his friend's parents were dead. The caller was 19 year old Sebastian Burns, and the friend he mentioned was 18 year old Atif Rafay. They'd been best friends since high school, and he and Sebastian were visiting his parents in Bellevue during the summer break. They'd been there for 5 days when this happened. They came home that night to find Atif's entire family murdered. At 2:01 a.m. on July 13th, 1994, a call came in to 911 from the upscale Somerset neighborhood area in Bellevue, Washington. The caller was 19-year-old Sebastian Burns, a Canadian native, who had been staying with his friend, Atif Rafay, as well as his parents, Dr. Tariq and Sultana, and his special needs sister, Basma Rafay for 5 days. Sebastian was calling to say that he and Atif had come home from a night out to find all three Rafay's had been brutally murdered; bludgeoned to death with a baseball bats.The boys were the likely suspects, but were not arrested. Soon after, they made their way back up to Canada, where the RCMP Canadian Police caught wind of the crime. They tapped their phones and bugged their houses, but still the boys would not confess. So the Canadian police resorted to a very non-traditional and controversial method called The Mr. Big Technique. This was a technique illegal in the United States, but legal in Canada, and, for the next six months, the police employed the strategy, going undercover as mob bosses who told Atif and Sebastian that they would secure their help, if they only confessed to the murders. On the night of July 12, 1994, friends Sebastian Burns and Atif Rafay left the Rafay family's Bellevue, WA home for some fun out on the town. When they returned hours later, however, what they discovered inside the house was nothing less than a massacre. Atif's parents, along with his sister, had been brutally murdered with a baseball bat by at least one unknown assailant during a break-in. As the investigation proceeded, police began to suspect the teens might have been involved, which is something they vehemently denied. Without sufficient evidence to press charges, the RCMP intervened with a controversial tactic called Mr. Big to extract a confession. It's illegal in the US where the crime occurred, but the suspects were both Canadian citizens who fled to their home country in the aftermath of the crime. Soon enough, the pair found themselves convicted of the crime. But in the years since, other motives and facts, combined with insufficient physical evidence, have cast doubt upon the result in this case. It seems there might have been others who wanted the family dead. So, is it possible the wrong men are in prison? Did the authorities force a false confession? July 13th, 1994. Bellevue, Washington. Sebastian Burns (19) and Atif Rafay (18), who had been in Bellevue for a number of days to visit Atif's parents, arrive at the home around 2am to find a terrible scene. Burns calls the police to tell them of a break-in and the deaths of his friend's father, mother, and sister. The authorities get the two close friends a hotel room to stay in while the investigation gets under way. But they decide to go back to Canada rather than remain in the USA. The pair became the main suspects but how could investigators get to them? The Royal Canadian Mounted Police began monitoring Burns and Rafay and after a short time launched a Mr. Big operation. Illegal in the United States, this operation placed undercover officers in a position to make suspects believe they were dealing with criminals who were in a position to help them get out of their 'impending arrests'. With confessions from the two given to the investigators in Washington, the case is set. Did the two close friends murder the Rafay family for the insurance payout? Or was this sting operation only successful in getting them to lie in order to protect themselves?

What Shocks the Conscience of the CourtA broken justice system is one in which interrogators pull confessions like rabbits out of hats, rather than seeking truth, yet it does not “shock the conscience of the court”. A broken justice system is one in which excessively confident interrogators believe they are experts on legitimate expressions of grief and conflate theatrics of sorrow with actual innocence. (Never mind that crocodile tears are the very thing an actually guilty criminal mastermind would perform for the public.) When suspects are reserved about showing emotions following a traumatic loss, “we call it a very flat affect,” says polygraph witch doctor John Palmatier in an interview with #theconfessiontapes director Kelly Loudenberg. By this assessment, innocent suspects ought to publicly broadcast remorse for what they DID NOT DO according to an accepted formula of expressing sorrow. There is no allowance for silent shock or attempts to distract oneself from profound emotional pain by engaging in some familiar mundane activity. The bookend episodes of The Confession Tapes feature innocent defendants who were condemned by the media and public for not performing formulaic theatrics of sorrow. Rafay, Burns, and DeLisle grieved over tragic losses in their own way, but the public did not view their form of grief as legitimate. This emboldened interrogators to pull rabbits out of hats and secure groundless convictions.
