Central banks are running out of wiggle room, having lowered interest rates, in some cases to zero or negative, and are losing influence over markets becoming accustomed to a low-rate regime. “Forward guidance” is losing traction. Narayana Kocherlakota, former president of the Minneapolis Federal Reserve Bank, says central banks can try to guide public perception by hinting at their intentions, a practice known as forward guidance in banking circles, and he used to think that once interest rates were at the lowest they could go—a position called the lower bound—forward guidance was a good tool to use. But Kocherlakota, now professor of economics at the University of Rochester, told the annual conference of the Asian Development Bank Institute he has changed his mind. Narayana Kocherlakota took office as president and chief executive officer of the Federal Reserve Bank of Minneapolis on Oct. 8, 2009. In that capacity, Kocherlakota serves on the Federal Open Market Committee, the policymaking arm of the Federal Reserve System. In addition to his responsibilities as a monetary policymaker, Kocherlakota oversees all operations of the bank, including supervision and regulation, and payments services. Before his appointment as president, Kocherlakota served as a member of the Minneapolis Fed's Research staff, as well as a Research consultant for the Bank. His prior experience also includes professorships at the University of Minnesota, where he was chair of the Economics Department, and at Stanford University. Kocherlakota has published more than 30 articles in academic journals on a variety of topics, including monetary and financial economics. His work includes theoretical and empirical contributions to monetary economics and financial economics.. Kocherlakota was named one of the top 100 Global Thinkers by Foreign Policy magazine in 2012. Narayana Kocherlakota became president and chief executive officer of the Federal Reserve Bank of Minneapolis on October 8, 2009. Kocherlakota has served as a professor of economics at the University of Minnesota since 2005, where he chaired the department from 2006-2008. Since 1999 he has also served as a consultant to the Federal Reserve Bank of Minneapolis. From 1996-98, he was a research staff member at the Bank. He is also a research associate at the National Bureau of Economic Research. Kocherlakota has published more than 30 articles in academic journals, including Econometrica, Journal of Political Economy, Journal of Economic Theory, Journal of Monetary Economics and Journal of Money, Credit and Banking. His work includes theoretical and empirical contributions to macroeconomics, monetary economics, financial economics and public finance. Kocherlakota has authored a forthcoming book from Princeton University Press titled The New Dynamic Public Finance, which describes an approach to tax design pioneered by him and others over the past decade. Kocherlakota earned a Ph.D. in economics from the University of Chicago in 1987 and an A.B. in mathematics from Princeton in 1983.
