Michigan increases housing goal and announces programs to lower home energy costs for 28,000 families, helping more Michiganders reach their dreams of owning a home LANSING, Mich.– At the Mackinac Policy Conference Wednesday, Governor Gretchen Whitmer announced significant strides in housing and energy initiatives, continuing Michigan's national leadership in leveraging climate and clean energy-related federal funding. This includes raising the state's five-year housing production goal by over 50% and investing federal funds to lower energy costs for 28,000 low-income households through the Solar for All and Home Energy Rebate Programs. The initiatives will lower housing and utility costs for Michiganders and will put the state closer to achieving the goals of the MI Healthy Climate Plan. Thanks to our partners in the Biden-Harris administration, we have federal resources headed our way to lower energy costs for Michigan families by helping them upgrade to more energy efficient home appliances and install solar panels on their homes or in their community to save them money on their utilities. These upgrades will keep families cool in the summer, warm in the winter, and improve their quality of life. Let's keep taking action to lower costs on housing and energy, two fundamental issues that make a real difference in people's lives.” Governor Raises State's Five-Year Housing Production Goal by Over 50%  Since Governor Whitmer office, the Michigan State Housing Development Authority (MSHDA) has invested twice as much compared to the last administration to build, rehab, or finance 34,000 homes, supporting 20,000 jobs. At the 2021 Mackinac Policy Conference, the governor set a goal of permitting, building, or rehabbing 75,000 additional units in five years—by September 2026. Currently, Michigan is ahead of schedule with nearly 50,000 units built, rehabbed, or permitted. Today, the governor raised Michigan's five-year statewide housing target to 115,000—a 53% increase. This pushes Michigan closer to the goal of ensuring everyone has access to the middle class, starting with homes and utilities they can afford. "We are celebrating our hard work in funding $1.23 billion to finance, build, and rehab thousands of homes in the last year while recognizing that we need to raise the bar higher to end the housing crisis for Michigan families," said Amy Hovey, CEO and Executive Director of MSHDA. "We're committed to listening to our local and regional partners, moving quickly with creative solutions, and working hard to make communities and neighborhoods better."  In addition to investing unprecedented new resources, MSHDA has been implementing the Statewide Housing Plan in partnership with the members of the Statewide Housing Partnership and the local and regional leaders of each of the Regional Housing Partnerships. This seems like one of several positive stories concerning living space in the capital, what does your commission see for the future? Up to speed: Lansing Housing Commission awarded $1.5M tax credit to expand affordable housing Paves way for 1st downtown mixed-use family units LANSING, MI – More affordable housing units are planned for downtown thanks to tax credits that support a $22.5 million project spearheaded by the Lansing Housing Commission (LHC). The tax credits are earmarked for LHC's $22.5 million Riverview 220 project. The property is situated on the south side of East Kalamazoo Street between South Grand Avenue and Cherry Street. “Everyone deserves safe, clean, and affordable housing,” said Doug Fleming, LHC executive director. “We have invested to expand and improve affordable housing options throughout the region. These tax credits will continue our mission as the leader in affordable housing throughout the capital region.” The project, downtown Lansing's first mixed-used housing building with affordable units, market-rate units, and commercial/retail space, will feature: 56 affordable units 7 market-rate units 2- and 3-bedroom units to meet the needs of larger families Retail and commercial space The $1.5 million tax credit is part of $13 million in federal Low-Income Housing Tax Credits recently announced by Governor Whitmer and the Michigan State Housing Development Authority (MSHDA). The funds will support the development or rehabilitation of 500 future homes across 10 affordable housing projects throughout Michigan. “Located in the heart of downtown Lansing, Riverview 220 will provide easy access to public transportation, local resources, and the best of city living. Most important, it expands affordable housing options and makes Lansing a more welcoming city,” said Fleming. Construction on Riverview 220 is expected to begin the second quarter of 2024 after completion of MSHDA closing requirements with leasing in early 2026. The City of Detroit has secured $12.1 million to continue building nearly 500 units of affordable housing. The 486 units were jeopardized due to rising construction costs and labor shortages. The additional funding comes from the Michigan State Housing Development Authority (MSHDA), according to Mayor Mike Duggan and state officials. Six major housing developments in the city were at risk. To cover those surging construction costs, the city and the developers requested additional Low Income Housing Tax Credits from MSHDA.

What function is it serving here in Michigan? Kevin: MSHDA is the state’s housing bank basically we are part of state government but we’re a little bit different because we can provide loans to individuals. The Constitution says the state of Michigan can’t do that. We have a particular charter that allows us to act as the state’s bank and we do several different things for example; we do multifamily development and lending for low-income housing projects around the state but we also have a very robust single-family loan program where we’ll go out and buy mortgages from banks credit unions around the state that we have clients that will be interested in our products.

From my presentation from the Building Michigan Communities Conference. I am talking about how you should never pay your bills on time for a great credit score and When to pay your credit cards early for the best credit score. The date when the creditor sends the information to the repository that is the reporting date. When the consumer looks at their credit statement online they will have all the current charges listed in date order for the month. Then one day the consumer logins and the current charges are all gone. There will be no current charges. That is the reporting date. It is the date consumer’s credit information goes from the credit card company to the repositories (TransUnion, Equifax, Experian), consumers should strive to have their credit card balances at a five to nine percent balance on the reporting date. If they do that they will get the most possible points from that credit card account. If you want to then pay the reporting date in full that is the time to do it. That is why I say “never pay your credit card balances on the due date for the best credit score.” Consumers should always pay before the reporting date. If your credit card balance is due on the thirteenth of the month and you charge purchases just prior to that your reported balance will be higher than normal and your credit score will suffer. Let’s say you pay off your credit cards every month and you charge purchases right up to your high balance every month. If consumers wait to make the payment until the due date their score will be lower because of the higher reported balance. If consumers make their payment before their reporting/statement date they will have higher scores for the entire month because that information is only reported once a month. This is how you take advantage of that, consumers should pay their balances before the reporting/statement date. How do you know what the reporting date is? Have consumers log into their account every day for a month and go to current activity. They will watch the current activity, as the month goes by, the transaction list will get longer and longer. Then the one day it will be zero. The day before that date is the reporting day or statement date.   The three major repositories in the olden days collected the data from the credit card companies using large magnetic tapes. the credit card companies would put all the consumers’ information for the month on the tapes. The tapes would be sent pony express to the repositories. The repository took that information and added it into the main repository database. The date when they took the consumers account history and added it to the main repository database that is the reporting date. That is the date when the information goes from Visa to Equifax. So if consumers can get their balances down to five to nine percent the day before the reporting date they will get the most point from the FICO® scoring model. If consumers pay on the due date let’s say July 13th and the reporting date is July 4th. If consumers get their balance down on the third and the balance is reported on the fourth. They could then pay the rest off on the due date, if that is important to them. Thank you everyone for coming out and I would like to thank MSHDA for asking me to present today.
