For those following the regulation of artificial intelligence, there is no doubt passage of the AI Act in the EU is likely top of mind. But proposed policies, laws and regulatory developments are taking shape in many corners of the world, including in Australia, Brazil, Canada, China, India, Singapore and the U.S. Not to be left behind, the U.K. held a highly touted AI Safety Summit late last year, producing the Bletchley Declaration, and the government has been quite active in what the IAPP Research and Insights team describes as a “context-based, proportionate approach to regulation.” In the upper chamber of the U.K. Parliament, Lord Holmes, a member of the influential House of Lords Select Committee on Science and Technology, introduced a private members' bill late in 2023 that proposes the regulation of AI. The bill also just received a second reading in the House of Lords 22 March. Lord Holmes spoke of AI's power at a recent IAPP conference in London. While there, I had the opportunity to catch up with him to learn more about his Artificial Intelligence (Regulation) Bill and what he sees as the right approach to guiding the powers of this burgeoning technology.

Research from leading charity, Made by Dyslexia and ManPower Group found that by 2025 humans & machines will split work 50:50. The 50% that are ‘human' skills are also Dyslexic Thinking Skills. This means that if at school and work we're not all able to succeed, that's a problem for everyone. We need to redefine dyslexia for the 21st century by educating workplaces and education systems to understand dyslexia as a strength. The Elections Bill passed the final reading stages in the House of Lords and will soon receive Royal Assent to be passed into law. We discuss the amendments which were approved in the House of Lords and were proposed by visually impaired Life Peer, Lord Holmes of Richmond. The amendments aim to provide blind and partially sighted people the right to vote at polling stations independently and in secret. We speak to Lord Holmes about what these amendments mean for you in future elections. The Graeae Theatre Company are currently touring the UK with an opera about an 18th Century blind woman composer called Maria Theresia von Paradis. The opera is called The Paradis files and it has disability access at its core; with integrated audio description, signing and an all disabled cast and artistic team. Education - Proposed Improvements

Vision impairment organisations have launched a new education framework called The Curriculum Framework for Children and Young People with Vision Impairment (CFVI). Its main aim is to define and clarify how those between the ages of 0-25 are to receive specialist skill development, by whom and to recommend best practices across the board so that all visually impaired children have equal access to education. We speak to the RNIB's Head of Education, Caireen Sutherland about what this all really means. The Disabled Student Allowance (or DSA), is a scheme that visually impaired students at university can apply for to help fund specialist equipment, apply for mobility support around campus and get help with services like note takers. But, in a report assembled by Life Peer Lord Chris Holmes, it was found that just 29% of the number of students with a known disability were actually receiving DSA support. Moreover, those students who have accessed it have reported that the process is extremely slow and convoluted. We speak two of those students, Ramneek Ahluwalia and Paul Goddard and to Lord Holmes about the recommendations he has put to Government to improve the scheme. The DSA is administered by The Student Loans company who are soon to be releasing the final details of a procurement plan, set to also improve the overall service of the DSA. We ask David Wallace, the SLC's deputy CEO, about what this will entail. Well, if “data is the new oil”, in this webinar Lord Holmes takes the concept of a digital services bill for the new economics seriously. A financial services bill contains provisions on regulated entities, regulated activities, passporting, competition, mutualisation, reporting, investigations, enforcement, and sanctions. There are strong analogues for a Digital Services Bill, well beyond those of any Data Protection Act. Lord Holmes would like to explore with the FS Club community what should such a hypothetical bill cover, what should it exclude, where is it obvious, where is it dangerous to tread. This discussion takes place against a complex changing background of superpower standards, international norms, trade relationships, and, of course, Brexit. The decisions the UK makes could dictate success or failure in financial services, but also health, consumer sales, information processing, and all the technology wrapped up in the “4th Industrial Revolution” hype. Poor ticket sales, finance issues, Russian athletes banned. The Paralympic movement is facing a testing time ahead of the Rio Games. We hear from Tatanya McFadden, the American parathlete who has reportedly pledged $1000 out of her own pocket to buy tickets for Brazilian children. And, we hear from disappointed Russian Paralympian Irina Vertinskaya, and Lord Holmes who was the director of Paralympic Integration at the London Games in 2012. Struggling to Cope: Life After Football Regi Blinker, the former Dutch international who played in the English Premier League for Sheffield Wednesday and in Scotland for Celtic, retired 13 years ago. Since then he founded and continues to run the successful Life After Football magazine. The publication is dedicated to the professional game in which the worlds of fashion, art and football collide. The Problematic State of Aussie Sport: A record rugby union defeat to the All Blacks, swept by Sri Lanka in the cricket and an Olympic medal haul lower than London 2012, an Olympiad recognised as a low point for Australian sport.
