À quelques jours du premier tour des élections municipales, la crise du logement s'impose comme l'un des thèmes majeurs de la campagne en France. Prix de l'immobilier en forte hausse, accès au crédit plus difficile, manque de logements dans les zones tendues. De plus en plus de Français rencontrent des difficultés pour se loger, qu'ils souhaitent acheter ou louer. À l'approche du scrutin municipal français, un sujet s'est imposé dans les débats locaux partout en France: la crise du logement. Aujourd'hui, se loger est devenu plus difficile et plus cher, qu'il s'agisse d'acheter un bien immobilier ou simplement de louer un appartement. Et cette situation ne concerne plus seulement les ménages les plus modestes. Désormais, toutes les catégories sociales sont touchées. La raison est relativement simple. Le logement est pris en étau entre des prix élevés, des revenus qui progressent moins vite et un accès au crédit devenu plus compliqué. En vingt ans, si l'on ne prend pas en compte l'inflation, les prix de l'immobilier ont augmenté de près de 90%, contre environ 10% pour les salaires. Une tension qui s'est encore accentuée ces cinq dernières années. Après la crise du Covid-19 puis la guerre en Ukraine, la Banque centrale européenne a relevé ses taux d'intérêt pour freiner l'inflation. Résultat : les crédits immobiliers sont devenus plus chers et donc plus difficiles à obtenir. Pour de nombreux ménages français, la capacité d'emprunt a fondu. Les professionnels de l'immobilier ont également été touchés. Un mécanisme très simple s'est alors mis en place. Quand on ne peut plus acheter, on reste locataire. Et quand on reste locataire, on ne libère pas son logement. Les premières victimes de cette situation sont souvent les jeunes actifs. L'effet domino est en marche: le marché immobilier se bloque progressivement. Manque de logements : pourquoi le marché immobilier se bloque Durant cette campagne des municipales, une idée revient régulièrement. Il faudrait construire davantage de logements. Car il faut dire que le parc immobilier augmente moins vite que la demande. Mécaniquement, cela crée des tensions. Dans certaines zones dites « tendues », notamment dans les grandes villes, les loyers et les prix de l'immobilier continuent d'augmenter fortement. Cette situation limite l'accès à la location ou à l'achat pour de nombreux ménages. Mais les conséquences dépassent le seul marché immobilier. Elles se répercutent aussi sur l'activité économique. Lorsqu'une entreprise est implantée dans un territoire où l'offre de logement est insuffisante, elle peut rencontrer des difficultés pour recruter. Selon le groupe Action logement, un actif sur cinq a déjà renoncé à un emploi faute de logement. La crise du logement peut également avoir un impact sur les choix de vie. Un couple qui ne parvient pas à se loger peut retarder ou renoncer à un projet familial. À terme, ces situations peuvent peser sur la dynamique démographique et sur la croissance économique. Quelles solutions pour sortir de la crise du logement ? Face à cette situation, plusieurs pistes sont régulièrement évoquées dans le débat public. Parmi elles, la prolongation ou le renforcement du prêt à taux zéro pour faciliter l'accès à la propriété. Autre levier : mobiliser davantage de foncier disponible afin de construire des logements à moindre coût. L'encadrement des loyers est également souvent cité, accompagné d'incitations fiscales pour encourager les propriétaires à louer leurs biens. Le développement du logement social constitue aussi une piste importante, tout comme celui du logement intermédiaire, destiné aux classes moyennes. Ces logements proposent des loyers maîtrisés, généralement inférieurs à ceux du marché privé. Certains bailleurs, comme in'li (filiale du groupe Action logement), proposent par exemple des loyers environ 10 à 15% moins chers. Les besoins à long terme restent considérables. Selon le ministère de la Transition écologique, la France aura besoin de 7,8 millions de logements supplémentaires d'ici à 2050. Dans ce contexte, l'enjeu est clair : construire davantage de logements, mais aussi construire mieux, afin de répondre aux besoins des ménages et aux défis économiques et sociaux du pays. 1. Purpose of Trey’s Law Federal legislation introduced to prohibit Non‑Disclosure Agreements (NDAs) from silencing child victims of sexual abuse. Ensures victims cannot be legally barred from speaking about their own abuse. Victims may choose confidentiality, but it cannot be forced on them. 2. The Story Behind the Law Trey was abused for years at a Missouri summer camp. As an adult, during civil litigation, he was pressured to sign an NDA, which deeply harmed his ability to heal. Trey died by suicide at age 28. His sister, Elizabeth Phillips, has become a leading national advocate, pushing to change the law so no child experiences this again. 3. Widespread Problem of NDAs in Child Abuse Cases Across the country, predators and institutions use NDAs to: Silence victims. Protect institutions from reputational damage. Delay exposure long enough for statutes of limitations to expire. Children often do not disclose abuse until decades later due to delayed disclosure, grooming, and shame. 4. Systemic Issues at Certain Institutions Kanakuk Kamps (Missouri) highlighted as a major example: Numerous allegations and confirmed cases of abuse over decades. Accusations of institutional cover‑ups, pressure on victims, and secrecy agreements. Advocacy groups maintain public databases of known or alleged abusers. Some perpetrators remained in leadership roles or were moved to other ministries. 5. Survivor Testimony Impact A 19‑year‑old survivor, Jayden Harris, spoke publicly for the first time after being protected by Missouri’s version of Trey’s Law. She described being pressured by both her abuser and her own attorney to sign an NDA. Her testimony emphasized the power shift that occurs when victims know they cannot be silenced by law. 6. Bipartisan Support Trey’s Law has broad, bipartisan backing in the U.S. Senate: Lead sponsors: Sen. Ted Cruz (R) & Sen. Kirsten Gillibrand (D) Additional bipartisan co‑sponsors from both parties. Strong expectation the bill will pass. 7. The Harm of Shame & Silence Shame is a powerful reason victims—especially children—do not come forward. Survivors speaking out helps: Their own healing, Other victims feel less alone, Expose predators still active. 8.
