Paul Harvey - Henry Plummer
Bannack State Park is a ghost town, once a booming mining tow in the later part of the 1800s. Rich in history, and not all is good like gold. There is a dark history that has to do with a corrupt sheriff named Henry Plummer. He had killed many folks in his day but always seem to get away from his bad doings. That is until he found himself face to face with a noose!
After Tuesday's episode of gross nightmares, we figured we'd bring you something a bit tamer today. Don't get us wrong, Henry Plummer got into some shit for sure, and he actually killed more people, but it was good old wholesome wild west violence, you know? No trophies. And some of it was even done legitimately kind of. Because ol' Plummer decided to play both sides of the law throughout his life. All while chasing gold in them there hills. For nearly three years Henry Plummer and his gang terrorized gold and silver miners in Montana and Oregon, killing over 100 innocent men. Plummer became a sheriff, his deputies were his hired killers, and Plummer wasn't suspected when he joined the vigilante committees, where he got the names of the men who were trying to bring law and order to that area. Henry Plummer was an erstwhile Baker/Sheriff/Outlaw/US Marshall that ranged throughout the western US in the 1860s committing felonies or preventing them (depending on who's account you listen to). His treasure trove of ill-gotten gains is said to still be hidden somewhere in the American west with people still searching for it today.
Bannack, Montana was a wild gold mining town with no sheriff to keep the peace until Henry Plummer came along and he turned out to be the worst criminal of them all. Brothels dotted the streets, as did saloons and within its first fourteen months of existence, seven people had been executed. The life of the town was short lived and unlike its sister cities of Helena and Virginia City, Bannack became a ghost town. The state government maintains the property and they have chosen to keep it in its dilapidated state. And perhaps that is why it seems that some ghosts are frozen in time here. This week we begin a quality journey with Mayo Clinic discussing a case study posted by ASQ and written by Mary Beth and James Buckman. This introductory episode teaches us about Mayo clinic’s innovative mindset from their beginning in the 1880’s. Mayo Clinic decided from the beginning that they were going to be a physician led organization with a team approach. Early in the 1900s one of their pioneer physicians, Henry Plummer, pushed for “pooled resources,” wanting one place to keep all physicians’ analysis for a single patient. The clinic worked to develop procedures and advance consistency across the board. Engineers were used to help define the system and improve the flow. This was in place by 1948. In the 1980s, Mayo Clinic went through a huge growth period. They went from a single location in Rochester to additional locations in Florida and Arizona, launched the Mayo Health System in Wisconsin, Iowa, and Minnesota, as well as developing a medical school and a graduate school of medicine. As Mayo first explored an official quality program, they chose to go with Six Sigma. While they found that it brought some improvements, it wasn’t the best bang for their buck. Spurred by a report from the Institute of Medicine in 1999, May really began to look at what quality program would be best for them. Before assessing programs, under the leadership of the then CEO, Mayo recorded the steps they wanted to take toward quality. This gave them guidance in looking for a program to fit their needs. Mayo explored continuous improvement, Toyota’s total productive maintenance system, the Baldrige Criteria for Performance Excellence, Six Sigma, and lean, as well as looking at companies that had already been through a successful transformation. The Mayo Clinic really planned well for this and found that companies that used a blend of these programs to develop their own unique approach were most successful. The Clinic created its Value Creation System to blend the different theories they wanted to use and assessed where they stood in terms of systems alignment and readiness. They also identified strategic challenges. They knew they were going to have to improve their entire system across 50 locations. Mayo recognized they needed fundamental changes toward customers, workforce, operations and information and knowledge management. He would end up as sheriff of Ada County, Idaho after being installed to that office by agents of Henry Plummer, the infamous outlaw and sheriff of Bannack, Montana. Updyke used his position to allow his gang of outlaws to terrorize the countryside. The case of Henry Plummer represents the gray area between due process and necessary action, depending on whether you view a rise in criminal activity as a matter for the justice system no matter how lacking, or local imperium no matter how brutal. The dual nature of Henry Plummer's character would leave us questioning his legacy and the legitimacy of his ending. Was he simply an honest lawman reluctantly entangled in the rougher aspects of frontier justice or a downright robber and murderer with a badge? There are authors who believe he was solely one or the other but there also seems to be ample circumstantial evidence that he was likely some combination of both. The problem of determining his guilt or innocence, set against the backdrop of a nascent legal structure for the American West, would stir a debate that we continue to struggle with today. When it comes to the protection of our families and communities, what measures are we willing to accept to ensure our safety? When does crime prevention and the ad hoc adjudication of those in authority become a miscarriage of justice? Where is the line between the precepts of our more mature legal system and common sense and what measurement should guide our conscience to determine when a line has been crossed? We all want what's fair in light of our personal convictions, but like every condemned man, all Sheriff Henry Plummer wanted was a little more time. Henry Plummer was like so many young men who ventured into the frontier of mid-nineteenth century America; full of a spirit of adventure and eager to make their fortunes in the gold fields of the Old West. Handsome, charismatic and ambitious, Plummer soon went from trying his hand at prospecting to a career in law enforcement and was even encouraged to enter California politics by his supporters. Plummer's successes, however, were tainted by his foibles as it was noted that his evening activities sometimes put the wild in "Wild West." A move to Bannack, Montana, and election as sheriff of the area promised to restore his career and reputation. This fresh start at the bottom of Plummer's pan would prove to be just a flash, as the townsfolk would soon suspect his connection to the robberies and murders allegedly committed by a gang of Road Agents who came to be known as "The Innocents" and many speculated he might even have been the mastermind behind the purported crime wave. But was Plummer actually guilty, or just guilty by association and a victim of circumstance and mob mentality? Whatever the truth of the matter, Sheriff Henry Plummer eventually found himself at the end of his rope. This clever character got away with murder, until he didn't.
Henry Plummer left Addison, Maine, in 1852, and traveled west to make his fortune in the gold mines... To some, he was thought of as a murderous, villainous, outlaw; yet to many, he was a trustworthy lawman, the marshal of Nevada City, California, and sheriff of Bannack, Montana. In 1863, with the rise in murders and robberies in the gold fields of Montana, came a rise in Montana Vigilante justice, of which Henry Plummer and his supposed band of outlaws, aptly named "The Innocents", would experience first-hand on the very gallows that Plummer himself had built as Sheriff of Bannack Montana.
