Throughout her career, Cirne-Neves has demonstrated how to convert an organization's Mission, Vision, and Values into a leadership model that improves workforce engagement, organizational performance and results. As Norfolk Southern Vice President Transportation, Joe Gioe is responsible for leading a culture of safe, predictable and consistent service by empowering transportation team members to meet the needs of NS customers. He also leads the Performance Excellence (PE) group, which is responsible for establishing operating processes and measuring performance. The group partners closely with Operations leaders and their teams, including Transportation, Advanced Train Control, Engineering and Safety. PE's mission is standardizing NS's needs to achieve its performance mission. The PE team does this through standardizing process. At the ballast line, the PE team works to integrate processes, regardless of craft, from multiple disciplines so NS can provide the best service and grow. PE is housed in the Operations department but touches many different teams throughout NS. The team is focused on safety first, followed by supporting operational excellence. The team cascades best practices throughout the network to increase information delivery speed. PE also provides daily tactical support to departments throughout Operations. The team is working on standardizing best practices and getting standard operating procedures embedded throughout Operations, laying the bedrock for safety. The team is also focused on enhancing and refining technology to deliver reliable, resilient service. PE's long-term goal are to position Norfolk Southern as the leader in continuous improvement, to standardize and then optimize, to be a constant learning organization, and to be proactive with adapting. Appointed Vice President Transportation in 2023, Joe Gioe has 19 years of experience in the rail industry. He joined Norfolk Southern in 2021 as Assistant Vice President Network Optimization. Previously, he was at BNSF Railway, where he held roles of increasing responsibility in Transportation and Service Design. A third-generation railroader whose family roots go back to the Central Railroad of New Jersey and Conrail, Gioe began his career as a conductor and locomotive engineer. He earned a Bachelor of Applied Science from Colorado State University Global.

I'm excited to speak with Dr Mark Aoyagi this week. Mark is the Co-Director of the Master's programme in Sport and Performance Psychology and Professor in the Graduate School of Professional Psychology at the University of Denver. He is also the founder of the Center for Performance Excellence. Mark's areas of expertise include performance excellence, team effectiveness, and achieving meaning, satisfaction and fulfilment through sport, work, and life. He is a recognised sport psychology consultant and has worked with several professional and Olympic teams and athletes as well as NCAA athletic departments and developmental athletes. Mark is active in several professional organizations including the International Society for Sport Psychology, American Psychological Association (APA) and the Association for Applied Sport Psychology (AASP). Today, Jody and I are recording live in my home office. We just finished recording our newest course for the Cockerell Academy and want to share some thoughts about the topic: Performance Excellence. Simply put, performance excellence is implementing an environment and system that ensures the guest experience is amazing; which begins long before a guest arrives. It isn't complicated. It is intentional. It starts with hiring the right people and equipping them. When you have the right people, you can focus on training beyond the necessary hard skills. Train and equip to understand how to be a team and support one another. Cultivate an environment where they know they are valued and cared for. You can simplify the plan for achieving performance excellence to the following action points: Get the right people Get the right expectations Get the right plan Hire the right people, train them, and treat them right. This is how you develop a different culture and get different results. Don't get bored with the basics. Treat people right, train them, give them a future, and value them. And following the presentation as I walked her back to her car, we came across Nigel and his team from UAB…and I kid you not, they chatted my 83 year old grandmother up for every bit of 30 minutes just making her feel like the most important person in the world! After that, we went to lunch and all she did was talk about Nigel. Every so often when I call her, she'll ask about Nigel. And when I shared this episode with her, she was so excited because it was Nigel! Now Nigel, your contributions to our show and quality people are exceptional, but the impact that you and your team had on my grandmother in such a short period of time has been priceless and for that I salute you! On this episode of the FourBlock Podcast, we are honored to be joined by former Under Secretary for Benefits in the U.S. Department of Veterans Affairs and U.S. Army Veteran Dr. Paul R. Lawrence. In conversation with FourBlock Founder Mike Abrams, Lawrence generously shares details of his background and upbringing, his military career and transition, and his post-military career in the private sector before giving us a behind the scenes look at his time as the Under Secretary for Benefits at the U.S. Department of Veterans Affairs. Lawrence talks about the priorities that he focused on as Under Secretary, including getting veterans the benefits they earned in a manner that honors their service, fiscal stewardship, and collaboration -- working more with veterans' stakeholders like VSOs, nonprofits, and others who wanted to help. A businessman, author, and passionate veteran advocate with 35 years of experience solving management problems in large, complex organizations, Lawrence also shares what he continues to do to advocate for veterans today. As a private sector executive, Lawrence was a consulting Partner at two Big-Four accounting firms and a Vice President in two Fortune 500 companies. He is a government management thought leader, having written several books on the subject. For almost three years, Lawrence served as Under Secretary of Benefits at the U.S. Department of Veterans Affairs, unanimously confirmed by the Senate on April 26, 2018. As Under Secretary, he was in charge of the Veterans Benefits Administration (VBA) leading a team of 25,000 people with an operating budget of $4 billion, administering $120 billion in benefits annually. He implemented proven business practices, streamlined the bureaucracy, and created a public presence rebranding VBA as an organization successfully supporting Veterans. Prior to becoming a political appointee, Lawrence was a Vice President at Kaiser Associates, a Partner at Ernst & Young, a Vice President at Accenture, a Senior Director at the MITRE Corporation, a Vice President with IBM, and a Partner at PricewaterhouseCoopers. He has written extensively on management, government, and technology. He is the co-author of Succeeding as a Political Executive: 50 Insights from Experience, What Government Does: How Political Executives Manage, Paths to Making a Difference: Leading in Government and the co-editor of Transforming Organizations and Learning the Ropes: Insights for Political Appointees. He serves on the Board of Directors of Vets2Industry, a non-profit organization helping Veterans pursue a career in the private sector. He is also a Senior Advisor to Search & Acquire, a non-profit focused on helping Veterans become CEOs via Entrepreneurship through Acquisition. He was selected three times by Federal Computer Week as one of the top 100 public service leaders. In 2019 he was recognized as Government Executive of the Year by Service to the Citizen. He is a Fellow of the National Academy of Public Administration. Lawrence earned his Master of Arts and Ph.D. in economics from Virginia Tech. He earned his Bachelor of Arts degree in economics from the University of Massachusetts, Amherst, graduating Phi Beta Kappa. He is an Army Veteran.
