He was the fourth longest-serving prime minister after Jawaharlal Nehru, Indira Gandhi and Narendra Modi. A member of the Indian National Congress, Singh was the first Sikh prime minister of India. He was also the first prime minister since Jawaharlal Nehru to be re-elected after completing a full five-year term.Born in Gah in what is today Pakistan, Singh's family migrated to India during its partition in 1947. After obtaining his doctorate in economics from Oxford, Singh worked for the United Nations during 1966–1969. He subsequently began his bureaucratic career when Lalit Narayan Mishra hired him as an advisor in the Ministry of Commerce and Industry. During the 1970s and 1980s, Singh held several key posts in the Government of India, such as Chief Economic Advisor (1972–1976), governor of the Reserve Bank (1982–1985) and head of the Planning Commission (1985–1987).In 1991, as India faced a severe economic crisis, the newly elected prime minister, P. V. Narasimha Rao, inducted the apolitical Singh into his cabinet as finance minister. Over the next few years, despite strong opposition, he carried out several structural reforms that liberalised India's economy. Although these measures proved successful in averting the crisis, and enhanced Singh's reputation globally as a leading reform-minded economist, the incumbent Congress Party fared poorly in the 1996 general election. Subsequently, Singh was leader of the opposition in the Rajya Sabha (the upper house of the Parliament of India) during the Atal Bihari Vajpayee government of 1998–2004.In 2004, when the Congress-led United Progressive Alliance came to power, its chairperson Sonia Gandhi unexpectedly relinquished the prime ministership to Singh. His first ministry executed several key legislations and projects, including the National Rural Health Mission, Unique Identification Authority, Rural Employment Guarantee scheme and Right to Information Act. In 2008, opposition to a historic civil nuclear agreement with the United States nearly caused Singh's government to fall after Left Front parties withdrew their support. India's economy grew rapidly during his term.The 2009 general election saw the UPA return with an increased mandate, with Singh retaining the office of prime minister. Over the next few years, Singh's second ministry government faced a number of corruption charges over the organisation of the 2010 Commonwealth Games, the 2G spectrum allocation case and the allocation of coal blocks. After his term ended, he opted out from the race for the office of prime minister during the 2014 Indian general election. As the West Bengal elections come to a close, we look back at one of the most remarkable events in the past few months, the birth of the Indian Secular Front. Led by a Furfura Sharif cleric Abbas Siddiqui, it protests the lack of development of oppressed castes and tribes and minority religions in the state. It represents these varied backgrounds among its party leadership and the candidates fielded this election.  But is there a need for Muslim, Dalit, Adivasi unity in West Bengal? In this episode, our reporter Suryatapa Mukherjee speaks to Abdul Matin, an Assistant Professor at the Department of International Relations and Political Science in Jadavpur University of Kolkata.  Matin explains how since Independence, West Bengal has increasingly moved away from a political discourse based on caste to one based on religion. He says this brand of “communal politics” benefits both the Trinamool and the BJP. West Bengal ministers holding important portfolios across Congress, Left Front and Trinamool rule have been exclusively upper caste despite upper castes making up only 13% of the population in the state.  We also discuss the prospects of the Indian Secular Front in this election before results are announced on May 2. West Bengal's unemployment rate was 17.4% in 2020, less than the national 23.5%. However, for many in Nandigram, employment is a distant dream. To outsiders, it may seem like this is their own doing for protesting so vehemently against industrialisation in 2007. It was their movement against the setting up of a SEZ across 10,000 acres by Indonesia-based Salim group, that changed the political history of West Bengal. It ended 34 years of Left Front rule and led to the victory of Mamata Banerjee's Trinamool Congress. But for people who have raised and slayed governments, they struggle to make ends meet even after all these years. They say they want industrialisation that will provide them jobs, not upend their lives. In fact, there are acres of government land lying empty—reminders of unfulfilled promises of factories by successive governments. In 2011, when Mamata Banerjee’s Trinamool Congress (TMC) knocked over a 34-year-old Left Front government in West Bengal, the key slogan was ‘poriborton’ – positive change. Eight years later, in the Lok Sabha elections, the people of Bengal (crucially, not just Bengalis) are making choices that will mould, in all probability, a new version of Bengal. Mamata may have coined ‘poriborton’ for 2011, but the term will probably apply far better to 2019, when the elections are done and dusted. The bald fact is this: the BJP is going to emerge as the second-largest party in the state in terms of vote share, which suggests considerable support for its ideology.
