He was the fourth longest-serving prime minister after Jawaharlal Nehru, Indira Gandhi and Narendra Modi. A member of the Indian National Congress, Singh was the first Sikh prime minister of India. He was also the first prime minister since Jawaharlal Nehru to be re-elected after completing a full five-year term.Born in Gah in what is today Pakistan, Singh's family migrated to India during its partition in 1947. After obtaining his doctorate in economics from Oxford, Singh worked for the United Nations during 1966–1969. He subsequently began his bureaucratic career when Lalit Narayan Mishra hired him as an advisor in the Ministry of Commerce and Industry. During the 1970s and 1980s, Singh held several key posts in the Government of India, such as Chief Economic Advisor (1972–1976), governor of the Reserve Bank (1982–1985) and head of the Planning Commission (1985–1987).In 1991, as India faced a severe economic crisis, the newly elected prime minister, P. V. Narasimha Rao, inducted the apolitical Singh into his cabinet as finance minister. Over the next few years, despite strong opposition, he carried out several structural reforms that liberalised India's economy. Although these measures proved successful in averting the crisis, and enhanced Singh's reputation globally as a leading reform-minded economist, the incumbent Congress Party fared poorly in the 1996 general election. Subsequently, Singh was leader of the opposition in the Rajya Sabha (the upper house of the Parliament of India) during the Atal Bihari Vajpayee government of 1998–2004.In 2004, when the Congress-led United Progressive Alliance came to power, its chairperson Sonia Gandhi unexpectedly relinquished the prime ministership to Singh. His first ministry executed several key legislations and projects, including the National Rural Health Mission, Unique Identification Authority, Rural Employment Guarantee scheme and Right to Information Act. In 2008, opposition to a historic civil nuclear agreement with the United States nearly caused Singh's government to fall after Left Front parties withdrew their support. India's economy grew rapidly during his term.The 2009 general election saw the UPA return with an increased mandate, with Singh retaining the office of prime minister. Over the next few years, Singh's second ministry government faced a number of corruption charges over the organisation of the 2010 Commonwealth Games, the 2G spectrum allocation case and the allocation of coal blocks. After his term ended, he opted out from the race for the office of prime minister during the 2014 Indian general election. The BJP-led coalition government has lifted the ban on government employees taking part in activities of the Rashtriya Swayamsevak Sangh, or RSS, an organisation which has been banned three times since India attained independence. The RSS was banned days after Gandhiji's assassination by Nathuram Godse in 1948, during the Emergency by Prime Minister Indira Gandhi and under civil society pressure after the demolition of the Babri Masjid in December 1992. Interestingly, the restriction on central government employees associating with the RSS remained in force during the first two terms of Prime Minister Narendra Modi and under Atal Bihari Vajpayee during his 1998-2004 terms. So, the question that arises is: why now? Is Modi trying to appease the RSS after facing an electoral setback? Didn't RSS chief Mohan Bhagwat indirectly poke fun at Modi saying he wasn't biological during the recent election campaign? Does this decision have anything to do with what appear to be efforts to remove Adityanath as the Chief Minister of Uttar Pradesh? Let's get started:Indian benchmark indices closed higher for the second day running, buoyed by progress on the formation of a new government by Narendra Modi-led NDA alliance. Both Sensex and Nifty gained almost one per cent on Thursday. With the Bharatiya Janata Party led by Modi securing a fractured mandate, India's back to coalition politics. So, what does this mean for the big reforms we've been hearing about? Mint's Sumant Banerji explains in today's Primer. Well, green energy reforms like renewables and electric mobility are likely still on the menu. Modi himself has been big on green energy, talking it up in his post-election speech. We've already seen initiatives like the Production-Linked Incentive schemes boosting local manufacturing of EVs and lithium cell batteries. Expect more of these sector-specific perks to roll out, including the next phase of the Faster Adoption and Manufacturing of Electric vehicles (FAME) scheme. But what about the sticky issues of labor and land reforms? These have always been tough nuts to crack, and with a coalition, don't expect any sweeping changes soon.Speaking of reforms and policy decisions that could be put on hold as a result of a coalition government, the BJP might have to give up on its ambitions of introducing a nationwide Uniform Civil Code. Key coalition partners, including the Telugu Desam Party (TDP) and the Janata Dal (United) or JD(U), have expressed their opposition to the UCC, Mint's Dhirendra Kumar reports. The proposed UCC aims to standardize personal laws across all religions in India, addressing marriage, divorce, and inheritance with a single legal framework. However, the nuanced victory in the elections means the BJP must rely more heavily on its allies, making contentious legislation like the UCC difficult to advance.Soon, navigating from Google search results directly to a hotel's website or Google Maps might become a thing of the past. This change stems from the proposed digital competition bill aimed at putting a stop to anti-competitive behaviours. This proposed bill is about stopping companies from mixing personal or business user data across different services without clear user consent. It also talks about ending 'self-preferencing'—which means a platform can't push its own services in search results. Mint's senior editor Gireesh Chandra Prasad spoke to industry experts who believe the law intends to enhance market competitiveness and benefit consumers. However, there's concern that broad prohibitions could backfire, diminishing user experience and product effectiveness. For instance, due to these restrictions, users might soon find themselves taking multiple steps to transition from a Google Search result to Google Maps.Bollywood is hitting the pause button on new projects as the industry grapples with skyrocketing star fees and unpredictable audience tastes. Despite a 20% surge in actor fees post-pandemic, the returns aren't matching up, with several high-profile films flopping at the box office. Big names like Salman Khan and Ranveer Singh are seeing projects stall or fall apart, indicating a deeper malaise in the industry. Cost concerns are forcing some ongoing projects to seek tax rebates by filming in specific locations, while others are slashing marketing budgets to keep expenses in check. A significant challenge lies in the reluctance of stars to accept revenue-sharing models, opting instead to wait out the storm with income from endorsements and social media, rather than lowering their fees. Mint's media and entertainment correspondent Lata Jha reports on the delay the Hindi film industry is facing with new releases. On June 4, the day election results were announced, investors showed evident fear of a coalition government forming at the centre. With the Bharatiya Janata Party's decade of dominance potentially giving way to coalition politics, market jitters have surfaced, but experts argue that investor panic might be exaggerated. The term ‘coalition' often triggers fears of fiscal irresponsibility due to the complex dynamics of coalition governance. However, it's worth noting that some of India's most significant economic reforms have emerged under coalition governments. These include the economic liberalization initiated by P.V. Narasimha Rao, the Fiscal Responsibility and Budget Management Act under Atal Bihari Vajpayee, and the Mahatma Gandhi National Rural Employment Guarantee Act during Manmohan Singh's administration. These historical precedents suggest that coalitions can indeed facilitate substantial economic reforms. This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 31st of May and here are the top stories of the week.After a three-month-long hectic campaign for the 2024 Lok Sabha elections, Prime Minister Narendra Modi arrived in Kanyakumari on Thursday, to begin a 45-hour meditation retreat. For his visit, the PM chose the historically significant Dhyana Mandapam inside the Swami Vivekananda Memorial, situated on a rocky islet. Modi started his meditation with prayers at the renowned Sri Bhagavathi Amman Temple before boarding a special boat to the mid-sea Vivekananda Memorial. The National Capital on Wednesday witnessed light rains and thunderstorms amidst record breaking temperatures and a severe heatwave. On the same day, Mungeshpur in Northwest Delhi had recorded the highest-ever temperature in the city at 52.3 degrees Celsius. Delhi water minister Atishi announced that a Rs 2000 fine would be imposed on anyone found to be wasting water. This included washing cars with a hose, letting their water tanks overflow or using private connections for commercial activity.With the BJP turning up the heat on the Naveen Patnaik-led BJD over the growing influence of his aide and former bureaucrat V K Pandian, Patnaik on Thursday sought to make it clear that Pandian is not his “successor”, and speculation suggesting this is “an exaggeration”. On whether his party has a succession plan, Patnaik reiterated that the successor “will be decided by the people of the state. That is the natural result in these things”.Days after former Pakistani prime minister Nawaz Sharif admitted that Islamabad had violated the Lahore pact, India on Thursday said an objective view is emerging on the issue in the neighbouring country. Sharif on Tuesday said Islamabad had “violated” an agreement with India signed by him and former prime minister Atal Bihari Vajpayee in 1999, in an apparent reference to the Kargil misadventure by General Pervez Musharraf. Ministry of External Affairs spokesperson Randhir Jaiswal said quote, “You are aware of our position on the issue. I need not have to reiterate that. We note that there is an objective view emerging in Pakistan as well on this matter,” Unquote.On Sunday night, an Israeli air strike on an area designated for displaced Palestinians in Rafah, located in the southern Gaza Strip, resulted in the deaths of 45 people and injured 249 others. A social media campaign titled 'All eyes on Rafah' emerged after the loss of at least 37 lives on May 28, gaining significant attention. In response, Israel launched the campaign “Where were eyes on October 7th?” referencing the October 7 Hamas-led attacks that killed at least 1,200 people.This was the Catch-Up on the 3 Things by The Indian Express.

This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 26th of December and here are the headlines.Defence Minister Rajnath Singh today said the Central government has taken the recent attacks on merchant navy ships very seriously and will take strict action against those responsible by pulling them out even from the "depths of seas". Singh said, quote,"The Indian government has taken the drone attack on MV Chem Pluto and attack on MV Saibaba in the Red Sea seriously. We will find those who executed the recent attacks on merchant navy ships even from the depths of the seas and take strict action against them." Unquote.Battling difficult terrains and dense forests, security forces continued to carry out cordon and search operations for the sixth consecutive day today to track down the terrorists behind the ambush that left four soldiers dead in Jammu and Kashmir's Poonch last week. Defence Minister Rajnath Singh is likely to visit ground zero on Wednesday with top Army and civilian officials monitoring the situation in Poonch.Meanwhile, criticising the Narendra Modi-led BJP government for not engaging in peace talks with Pakistan, Lok Sabha MP and National Conference leader Farooq Abdullah today warned that India could meet the same fate as Gaza if a solution is not found through dialogue. Invoking former prime minister Atal Bihari Vajpayee, Abdullah, stressed on how both India and Pakistan "will prosper if friendly relations are maintained."Stealth guided missile destroyer INS Imphal, which has an ability to fire extended range supersonic BrahMos missile, was commissioned into the Indian Navy in Mumbai today. Defence Minister Rajnath Singh, Maharashtra Chief Minister Eknath Shinde, Chief of Naval Staff Admiral R Hari Kumar were present at the event that marked the formal induction of the third of four ‘Visakhapatnam' class destroyers into the Navy. Designed by the navy's in-house organisation, Warship Design Bureau and constructed by defence PSU Mazagon Dock Limited, it will join the Western Naval Command.As per the health ministry, India recorded 412 fresh cases of Covid-19, while the number of active cases of the infection has gone up to 4,170. The death toll due to the viral disease was recorded at 5,33,337 with three new fatalities reported from Karnataka in a span of 24 hours. UNquote.Trinamool Congress MP Kalyan Banerjee, who had sparked a controversy last week for mimicking Vice-President Jagdeep Dhankhar, once again imitated Dhankar, saying mimicry is a right to expression and a fundamental right. While speaking during a programme in West Bengal's Sreerampur, he said, quote, “I will keep doing the mimicry. It is an art form. If needed, I will do it a thousand times. I have all the fundamental rights to express my views. You can put me in jail. I will not step back," Unquote.Leaders across the political spectrum paid tributes to former Prime Minister and BJP leader Atal Bihari Vajpayee on his 99th birth anniversary today. President Droupadi Murmu, Prime Minister Narendra Modi, and Vice-President Jagdeep Dhankar visited the ‘Sadaiv Atal' memorial in New Delhi early this morning and paid floral tributes to the BJP founder member.Iran today rejected a US claim that it had attacked a chemical tanker in the Arabian Sea off the Gujarat coast on the 23rd of December as “baseless”. Responding to a question about the attack, a spokesperson for Iran's foreign ministry said that the “US accusation is baseless.” The reaction comes a day after the Pentagon said that a drone launched from Iran had struck the vessel in the Indian Ocean. The human resources head of NewsClick, Amit Chakraborty, has reportedly moved an application before the Patiala House Court stating that he wants to become an approver in the case filed under provisions of the Unlawful Activities (Prevention) Act against the news portal. Now, on the eve of the elections, the bill has been introduced in the Lok Sabha, where the BJP has a majority, and the Congress supports it. However, there are still issues with the bill. One provision states that it will come into effect, but the podcast ends before discussing the specifics of this provision. The bill represents a significant step toward gender equality in Indian politics and has garnered widespread support from women, making it a popular appeal for the government. Atal Bihari Vajpayee government had brought the Fiscal Responsibility and Budget Management (FRBM) Bill in Parliament in the year 2000 to give a legal backing to the fiscal discipline. Enacted in 2003, it sets targets for the government to reduce fiscal deficits. Calculated as a percentage of its GDP, fiscal deficit is the total money spent by the government in excess of its income. It also brings greater transparency in fiscal operations of the government. Another objective was to introduce more equitable distribution of India's debt over the years. During the Union Budget, FRBM documents are presented under the provisions of the Act. These documents are the medium-term fiscal policy, macro-economic framework and fiscal policy strategy. The medium term fiscal policy statement lays down the limits on the size of the budget deficits for three years and target for tax and non-tax receipts. The macroeconomic framework gives the government's outlook on growth prospects of the economy.  While the fiscal policy strategy explains how the current policies follow sound fiscal management principles and give reasoning for any deviation from the deficit targets set by it under the Act. The FRBM Act mandates the central government to bring down its fiscal deficit to 3% of GDP. The initial deadline to reach the 3% target was 2007-08 but it has been extended several times over the years. In 2018, the deadline was again extended to 2020-21. However, in the FY21 Budget, the target was relaxed to 3.5% as permitted under the FRBM Act. The Centre made use of escape clause to deviate from the fiscal consolidation road map. The option allows the government to widen the deficit by 0.5 percentage points in times of exigencies such as a war or calamities of national proportion. Because of higher expenditure and lower revenues on account of COVID-19, the number in FY21 came in at 9.3% of the GDP. To enable the fiscal deficit beyond the permissible limit, the government amended the FRBM Act in the Finance Bill last year. For the ongoing fiscal, the Centre is targeting a fiscal deficit of 6.8%, to be gradually brought down to below 4.5% in the next four years. Watch video

The long-awaited sale of India's national carrier Air India is now done. The Tata group has snapped up the loss-making airline four years after the government announced its intention to sell it. Air India is now back to the Tata stable, 68 years after the government nationalised it.  Tata Sons' enterprise value bid of Rs 18,000 crore with a cash component of Rs 2,700 crore was higher than the offer from a consortium led by SpiceJet Chairman Ajay Singh.  The acquisition gives the Tatas 141 planes and 900 slots at overseas airports, the most valuable of which are at London's Heathrow airport. While this is the end of a long wait for the Tatas, it also marks the start of Narendra Modi's challenging privatisation drive seven years after he first took office. The United Progressive Alliance government led by Manmohan Singh had not done any privatisation in its 10-year rule. Modi is looking to carry on the legacy of Atal Bihari Vajpayee, who has a formidable track record of selling several state-run companies between 1999 and 2004.   Before we dive into PM Modi's plans, let us first see how public-sector enterprises privatised by the Vajpayee government have fared. The NDA government under Vajpayee managed to sell as many as 12 PSUs, despite strong opposition from within the government and the bureaucracy. A separate Ministry of Disinvestment under Arun Shourie had gone ahead with privatisation in the face of opposition from the Bharatiya Janata Party's ideological parent Rashtriya Swayamsevak Sangh, or the RSS, and its various wings. These PSUs were: Modern Foods Maruti Udyog  Bharat Aluminium Company (BALCO) CMC  Hindustan Teleprinters Hindustan Zinc Indian Petrochemicals Jessop and Co  Lagan Jute Machinery Paradeep Phosphates  Videsh Sanchar Nigam Ltd (VSNL) These companies have performed significantly well since moving into private hands. Iconic bread manufacturer Modern Foods was the first company to be privatised and it was sold to Hindustan Unilever in 2000. In April 2016, the FMCG company changed hands again when Everstone Capital acquired it from Hindustan Unilever. And in February this year, it was again sold to the world's largest baking company, Mexico's Grupo Bimbo. It has a 35% share of India's bread market and a revenue of Rs 400 crore. Among the big names, Hindustan Zinc was sold to Anil Agarwal's Vedanta. Since its sale in 2002, Hindustan Zinc has increased its annual profits from just Rs 69 crore to Rs 8,000 crore in FY21. The central government still holds a 29.5% stake in Hindustan Zinc which is now worth Rs 40,000 crore.  Maruti Udyog, which was renamed Maruti Suzuki India after its sale to Japan's Suzuki Motor Corporation, today is India's biggest carmaker, with a 50% share of the market. Videsh Sanchar Nigam Limited, which was sold to the Tata group and later renamed Tata Communications, has more than doubled its annual revenue to Rs 17,000 crore since its privatisation. Hardware maintenance company CMC was also purchased by Tata Sons in 2001 and was merged with India's largest software services company TCS in 2015. Fertilizer company Paradeep Phosphates got sold to Saroj Poddar's Adventz Group. Today, it boasts an annual revenue of Rs 5,000 crore. Indian Petrochemicals was bought by Mukesh Ambani's Reliance Industries. Coming back to PM Modi's privatisation road map, his government aims to sell more than two dozen public sector enterprises.  Some of the big-ticket sales include Bharat Petroleum, Shipping Corporation of India, Container Corporation of India and HLL Lifecare. Apart from this, six steel plants are also listed for sale, including Neelachal Ispat Nigam, Durgapur Steel Plant, Salem Steel Plant and Rashtriya Ispat Nigam, also known as Vizag Steel.  For its 52.98% stake in Bharat Petroleum, worth Rs 49,000 crore, the government has contenders in mining conglomerate Vedanta and global funds Apollo and I Squared Cap

In a significant policy decision, India has decided to shift towards a modern storage system for its foodgrains, mainly silos. This has been in the works ever since a pilot project was begun during the Atal Bihari Vajpayee regime. The process has gathered pace and now, the Centre says the modern storage system will be in place by 2025-26. In addition, the Indian Food and Civil Supplies Department has decided not to go in for additional cover and plinth (CAP) storage, which basically means storing foodgrains under the open sky. Instead, it has decided to utilise the additional capacity in its godowns and warehouses by increasing the height of stacks from 20 bags to 25 bags. This will help store 16.5 million tonnes of more grains besides saving Rs 8,000 crore to the exchequer. The Indian government plans to put in place a modern storage silo capacity of 10 million tonnes by 2025-26. A sum of Rs 1,850 crore will be spent for constructing these silos, excluding the land costs. Atal Bihari Vajpayee (25 December 1924 – 16 August 2018) was an Indian statesman who served three terms as the Prime Minister of India, first for a term of 13 days in 1996, then for a period of 13 months from 1998 to 1999, followed by a full term from 1999 to 2004. A member of the Bharatiya Janata Party (BJP), he was the first Indian prime minister not of the Indian National Congress to serve a full term in office. He was also noted as a poet and a writer. He was a member of the Indian Parliament for over five decades, having been elected ten times to the Lok Sabha, the lower house, and twice to the Rajya Sabha, the upper house. He served as the Member of Parliament for Lucknow, retiring from active politics in 2009. He was among the founding members of the Bharatiya Jana Sangh (BJS), of which he was president from 1968 to 1972. The BJS merged with several other parties to form the Janata Party, which won the 1977 general election. In March 1977, Vajpayee became the Minister of External Affairs in the cabinet of Prime Minister Morarji Desai. He resigned in 1979, and the Janata alliance collapsed soon after. Former members of the BJS formed the BJP in 1980, with Vajpayee its first president. During his tenure as prime minister, India carried out the Pokhran-II nuclear tests in 1998. Vajpayee sought to improve diplomatic relations with Pakistan, travelling to Lahore by bus to meet with Prime Minister Nawaz Sharif. After the 1999 Kargil War with Pakistan, he sought to restore relations through engagement with President Pervez Musharraf, inviting him to India for a summit at Agra. The administration of Narendra Modi declared in 2014 that Vajpayee's birthday, 25 December, would be marked as Good Governance Day. In 2015, he was conferred India's highest civilian honour, the Bharat Ratna, by the President of India, Pranab Mukherjee. He died on 16 August 2018 of age-related illness.

In this episode, Rocky, Mayur, Abhinandan and Prashant visit the wild wild west of India: Uttar Pradesh. As the gang wonders where to begin, Rocky decides to go someplace that’s “done to death” and talks about why it still stands ground: Tunday Kababi in Lucknow. While Rocky, Abhinandan and Prashant cannot stop gushing over the delicious food, Mayur enlightens listeners about how the famous kebab place came to be. Rocky says Tunday has a taste that’s unmatched anywhere else in the world, which is what makes it the legend it is today. From Tunday Kababi, which was born at the behest of a king’s farmaaish, the group heads towards a present-day king, Nawab Jaafar Mir Abdullah’s royal kitchen. Here, apart from being fed some exquisite Raan Ke Kabab Musallam and Parche Kebab, the team learns, from the king himself, some important lessons on the respect that must be bestowed on food in verbal discourse. Lucknow is also home to Gyaan Vaishno Dhaba, which is famous for its home-style food, and Pandit Raja Thandai, credited with having served thandai to none other than Atal Bihari Vajpayee. They also attend a dangal, stuff themselves with sweets at Ram Asrey Sweets, and go on a quest to find the much-recommended Rahim Ki Nihari. Prashant steers the conversation towards Allahabad, where they eat a unique Matar ki Tikki at a dungeon of a place called Shukla Chaat. They remember the Besan ke Laddoo and chaat at the Lok Nath bazaar, and discuss why one must not miss the boat ride in the Sangam in Allahabad. Prashant talks about the mysticism and dichotomy of Banaras, and the group discuss how one needs to see through the dirt enveloping the city to discover the beauty beneath. Rocky and Mayur talk about their dip in the Ganga, which was filled with what they hoped was river mud (spoiler alert: it wasn’t). Rocky waxes eloquent on the magic of the indelible Babulal Kachori and how Swiss, Italian and Israeli food made its way to Banaras. They then head to Agra, the home of Panchhi Petha, a sweet made of dried pumpkin. Hurrying to cover as much conversational ground as they can, the team talks about Meerut and how the city with an extraordinary military presence is infamously lawless. The conversation kicks off with a discussion on the current media landscape of the Northeast. Cherry asks Paojel to provide an insight on the media culture in the Northeast with respect to access to politicians, political biases, and even media ownership. She asks whether it is similar to legacy houses that form a larger part in the mainstream and what is it that makes the Northeast media unique in nature?Paojel explains the difference between the Northeast media system and the rest of the country and goes on to talk about the challenges faced by investigative journalists in the Northeast region.Paojel suggested that there were many stories in the Northeast that have not been given importance; he also shares some specific examples of stories which have not been given any sort of significance by the mainstream media.The discussion then moves towards Amit Bhardwaj who talks about the eleventh day of Hardik Patel's hunger strike that has not been covered by the mainstream media. He says: “These are the priorities; if there is violence and incidents of rioting, then the mainstream media will cover it, but if someone goes the Gandhian way and is on 11th day of their hunger strike, then they will choose not to.” Amit goes on to explain the entire hunger strike situation and the reason as to why it should have been covered.The panel then discusses the kind of news that deliberately doesn't go on air and is not considered to be of grave significance owing to the prevailing power struggle in mainstream media.Rohin sheds lights on a story related to the Mahatma Gandhi Central University in Motihari, Bihar, where, after the death of Atal Bihari Vajpayee, a professor posted something on Facebook against the former Prime Minister. The next day, he was beaten up badly and still remains in a critical situation. Former Prime Minister Atal Bihari Vajpayee continues to be on life support system since Wednesday and as per hospital sources at the All India Institute of Medical Sciences his condition “is very critical”. A press release from the AIIMS on Thursday morning said: “Former Prime Minister Shri Atal Bihari Vajpayee’s condition continues to be the same. He is critical and is on life support systems.” Prime Minister Narendra Modi visited the AIIMS on Wednesday evening to enquire about the condition of Vajpayee. Apart from PM Modi the former prime minister manmohan singh and other political leaders too had visited. As his health deteriorated, he slowly withdrew himself from public life and was confined to his residence for years. We all pray for his quick recovery. Anusha Bhattacharya gives insights
