En un momento decisivo respecto de las posibilidades de reencontrar la senda del cambio constructivo que nos caracterizó por décadas, el Informe Estado de la Nación advirtió este jueves que aún estamos a tiempo de emprender reformas en democracia, aunque también el país podría optar por otorgar un cheque en blanco para un recambio autoritario. Tal es el calado de la cuestión. El Informe señala que el repunte socioeconómico de los últimos años presenta bases frágiles y enfrenta amenazas que van desde las políticas de nuestro principal socio comercial (Trump) hasta la violencia homicida y la ausencia de cooperación política con una conducción caracterizada por decisiones gubernamentales de corte populista y de bajo perfil democrático liberal. Los retrocesos en el desarrollo humano sostenible del país están ahí: en el deterioro ambiental, en los problemas no resueltos que limitan el crecimiento, en la estabilidad fiscal a costa de los derechos humanos, en nuestra alta dependencia de los Estados Unidos y en la tendencia cada vez mayor a privilegiar la judicialización de los asuntos por encima del diálogo social. Por tanto, el modelo de desarrollo muestra cambios regresivos con un debilitamiento en el estado de bienestar, erosión de la cultura cívica y -hasta ahora- una limitada capacidad de adaptación. La buena noticia es que el 80% de los costarricenses no se ubican en los extremos de la polarización político social. Aún estamos a tiempo. Having said that, even he gets unsettled when he and his research partner visit the area around the Lake Medina Dam, near Mico, Texas. Every time Shawn has visited the dam, the hairs on the back of his neck stand up. The dam is different than any other dam Shawn has seen, when you consider the lengths county officials have gone to, to keep people away from the dam. 7-foot fences surround the dam that are topped with razor wire. Shawn doesn't have to guess why the county has gone to such lengths to keep people away from the dam. He's had multiple encounters with something there that would definitely make the county want to keep people away. Locals who live near the dam don't go outside, after dark. They stay inside their homes. Shawn spoke with a man who works at a shop, in the area, who told Shawn that he won't go outside after dark there, either.
