The sport of college football has been going through a tumultuous time over the past few years as constant change and uncertainty have left everyone from athletic directors to head coaches to boosters unsure of which rules need to be followed, and which ones are more of a suggestion. Now, just about a month after the House Settlement supposedly got everyone on the same page (it didn't), and weeks after Congress looked like they might step in to provide some additional guardrails with the SCORE Act (they haven't), now it's the Executive Branch's turn to take a swing at solving the issue.
