Building permits are a form of police powers by local governments to help protect the health, safety, and welfare of the public. But the Federal government is client and police, thus, no check on their power prevents abuse of the contractors who work for them. 32 years ago, the Chinese Communist Party massacred thousands of Chinese citizens in a massive crackdown against the pro-freedom protestors in 1989.
