Michael McFaul, Obama's Ambassador to Russia, tells Michael Krasny a new cold war is shaping up in a kind of three way with China, Russia and the U.S. as main players. While the geopolitical dynamics are familiar, the stand-off between autocratic regimes and the self actualizing west is different.Grey Matter host Dr. Krasny got specific. How does Trump's tilt toward Russia explain what's going on? What about the Ukrainian mining deal? Is it the key to Ukrainian security?Ambassador McFaul spoke of liberalism and illiberalism and the effect of sanctions on Russia, including those proposed by the Trump administration. Nuclear weapons have changed the nature of modern warfare and exerted a profound impact on international politics. The Cold War logic of nuclear deterrence maintains that nuclear-armed states will not attack one another because of fear of massive retaliation, or mutually assured destruction. By this logic, nuclear weapons promote stability and can prevent war.At the same time, however, nuclear weapons created a new dilemma. That is: “How can a state achieve its political objectives through military force without triggering a catastrophic nuclear exchange?”This is a dilemma faced by all countries, especially nuclear powers. States have responded differently to this dilemma. What is China's answer to this strategic dilemma? What has Beijing been doing to gain strategic leverage? How should we evaluate the success of China's approach so far?These issues are the subject of a new book titled Under the Nuclear Shadow: China's Information Age Weapons in International Security. CONGRESS PREPARING FOR DECAPITATION STRIKE ON KEY U.S. LEADERS.// -----BEGIN TEARLINE------International Events-Middle East: A US Navy support vessel is reportedly taking on water due to running aground off the coast of Oman. The USNS BIG HORN (T-AO-198) ran aground sometime a few days ago, with various posts regarding her damage being leaked on social media.AC: As the US Navy has not yet acknowledged this incident, few details remain certain. However, a minor grounding incident (while inconvenient) should not impact the readiness of the Fleet whatsoever, even though this is the only vessel of this class stationed within the 5th Fleet AOR at the moment. In war, it's generally ill-advised to place such reliance on one single support vessel to the point that the sinking of one ship can jeopardize an entire Carrier Strike Group. As such, if this incident is indeed seriously impacting to operations, the US Navy has much larger problems than a mere grounding incident.Lebanon: Conflict continues and remains intense among all belligerents, as both sides greatly escalate targeting efforts. Commercial aviation has largely been temporarily halted or reduced throughout the region as civilian airlines mitigate risk amid the latest escalations.-HomeFront-Arizona: Leaked Border Patrol documents came to light yesterday that indicate a small weapons cache was discovered last week in the Ajo Station's area of responsibility, just over the border in Mexico. The weapons cache was discovered during a patrol of the area, allegedly in the vicinity of grid 12RUA5436318472. Most of the contents of the cache included explosives and several RPGs. The explosives and other weapons were confiscated and the cache destroyed. AC: This incident highlights the continually escalating situation on the southern US border. Earlier this year, various cartels began using small drones (sUAS platforms) in a similar fashion as being used in the Ukrainian War. Using drones to drop hand grenades on rival cartel encampments along the border has been increasing in commonality, making the discovery of RPGs and explosives on the border a concerning yet unsurprising development.Washington D.C. – In Congress, a special committee is working on a proposal to streamline the continuity of government in the event of a mass attack on government officials. Details are few, however the general plan as proposed so far is for each member of Congress to submit a list of 5 names that could be potential successors in the event of their death, bypassing most current election law to speed up the process of mass vacancies.-----END TEARLINE-----Analyst Comments: Any time a government seeks to prepare for mass decapitation strikes, presumably resulting from a very kinetic global conflict, this is generally cause for concern. This concern mostly arises from the very slow departure from (and apparently the ineffectiveness of) the Cold War era doctrine of Mutually Assured Destruction; governments around the world are preparing for a global catastrophe as if such a situation is survivable for them. Preparing for catastrophic situations is strongly encouraged among a populace as being a characteristic of a responsible citizenry. That's because “M.A.D.” “Mutually Assured Destruction” - was a global concern on everyone's mind. And the fear that foreign countries (/cough/** Russia cough) would use nuclear weapons wasn't only causing chaos in the Oval Office. Hollywood and TV studios were just as interested in it, because where there's fear, there's an audience. For the 16th Movie Roundtable—or rather Dialogue this time—we are joined once again by our good friend Antony Rotunno, for a discussion on Stanley Kubrick's classic movie Dr Strangelove (1964), starring Peter Sellers, George C Scott and Sterling Hayden (among others). Imagining the USA to be inflitrated by Soviet polluters of the domestic water supply, the deranged General Jack D Ripper, commander of Burpelson Air Force Base, initiates "Wing Attack Plan R"... and you probably know the rest! This one has been near the top of my "roundtable" list for some time, but it took Antony's particular fondness for it to nudge it into first place. And I'm very glad of that; it's a truly great film, and my enthusiasm for it has only continued to grow as I've rewatched, read and thought about it again over the last few weeks. Some say Dr Strangelove is the darkest of all comedies. And maybe that's so. Could there be anything darker than a nuclear end to the world brought about by human madness, ignorance, stupidity and hubris? Or a "Mutually Assured Destruction" revealing itself to be exactly that—M.A.D.? And yet, somehow, Kubrick and his brilliant team manage to make us laugh. Almost in spite of ourselves. After all, no matter how "over the top" it all might seem, there's always been something very real about Dr Strangelove. And I think we know it. 'Dr Strangelove' was a 1960s movie that satirised the cold war. It explored 'Mutually Assured Destruction' and was a riff, in a way, on 'game theory'. A number of characters have emerged that echo Strangelove.The US economy continues to power ahead, not least in terms of almost unbelievable job creation.Higher interest rates were supposed to cool the economy, destroy jobs and therefore lower inflation. In theory anyway.Job growth continues to astound yet inflation is, essentially, back to target. If interest rates are responsible for that fall in inflation, a big if in our view, they haven't worked via the channel of the labour market (or the housing market or most any other market). So how have higher interest rates achieved anything? Would - did - inflation come down all on its own? After a supply shock, yes! The US may yet run into demand problems now - too much of it thanks to very strong labour demand but that hasn't been a problem until now, at least. And Jim has a few words about farms and farmers.
