The video was released after he reintroduced H.R. 6589, a bill that would mandate ranked-choice voting in elections for the U.S. House and Senate nationwide. If no candidate receives a majority of first-choice votes, the lowest vote-getter is eliminated and ballots are “redistributed” to remaining candidates until someone crosses the 50 percent threshold.
