Pressure on the ANC's elite-enriching BEE policies ratcheted up to a new level this week. Apart from GNU negotiations over the delayed National Budget, attention was also focused on BEE after on the completion, 17 years later, of the Kusile power station at a final cost of R250bn. It had been signed off as an R80bn project, but was massively escalated by BEE requirements that opened the door to corruption and rent seeking. Among the beneficiaries was (publicly disclosed) billions received by the ANC's investment arm Chancellor House. IRR fellow Gabriel Crouse spoke to BizNews editor Alec Hogg.
Economic issues only tend to grab attention when their consequences have a direct impact on our pockets. South Africans are in one of those rare moments right now after the ANC was blocked from jacking up VAT from 15% to 17% to fund an increase for public sector employees who already receive the highest share of tax in the world. So a World Bank report quantifying the economic cost of SA's massive ‘BEE premium' put this elite-benefitting policy into the spotlight in a country where Black unemployment has risen from 6m to 11m since 2007. In this fascinating interview, Gabriel Crouse a fellow at the prestigious Institute of Race Relations, estimates that ending BEE would enable VAT to actually be cut to 11.5%. Notably, the BEE Scam was also highlighted by the Zondo Commission. Crouse spoke to BizNews editor Alec Hogg.

Wildly incorrect figures on land ownership are being bandied about on social media in South Africa, where expropriation without compensation is a trending topic. We get some perspective from Institute of Race Relations (IRR) fellow Gabriel Crouse who says: “…if you want to know what could the government confirm in terms of racial ownership…it could only confirm 22% of land owned by white people.” He warns: “Black South Africans literally have the most to lose because Black South Africans have the most land in terms of urban land and almost certainly the most land by value, particularly if you're looking at residential land, which is the most valuable land in the country.” As for US President Donald Trump's refugee offer to Afrikaners, he says: “…the State Department would have done much better to say that all South Africans are at risk, that all South Africans stand to gain from strong property rights and lose from weak property rights, and not to single out one group, which they can't even define, we suspect, for special refugee benefits.” Meanwhile, IRR Legal, which Crouse leads, is heading to court. “Personally, I think we're going to win.”
The Institute of Race Relations says South Africa's minimum wage has led to a staggering 230,000 job losses in 2024 alone. The Institute says this represents 3.4% of the 6.7 million low-wage jobs in the country, where workers earn up to R7,500 per month. The IRR is blaming the mandated minimum wage of R27.58 per hour for this devastating impact. The Institute is urging the National Minimum Wage Commission to reconsider its recommendation to increase the minimum wage by inflation, plus 1.5%. This comes on the heels of an 8.5% increase in the minimum wage announced by the Department of Employment and Labour in early 2024. The Institute for Race Relations (IRR) believes the Supreme Court of Appeal (SCA) judgment means Jacob Zuma must go back to prison. This after the SCA upheld a decision of the High Court in Pretoria that Zuma's release on medical parole by former Correctional Services commissioner Arthur Fraser was illegal, invalid and unconstitutional. Zuma was jailed for contempt for 15 months for refusing to testify before the Zondo Commission. But he was released on medical parole after just two months. The Medical Parole Advisory Board did not find Zuma was permanently incapacitated nor was he suffering from a terminal illness, one of which must be present for placement on medical parole. Fraser, instead, overruled the panel of medical experts and approved Zuma's release. The IRR was an amicus curiae (friend of the court) in the matter.
