He was delivering the opening address at the two day International Conference of the Electoral Reform Consultation Panel discussions currently ongoing in Boksburg on the East Rand of Gauteng. Electoral reforms that are up for discussion include ways to increase voter turnout and submissions by voters who want more direct participation on who voters send to parliament and provincial legislatures. This also includes submissions calling for the establishment mechanisms that would allow voters to recall poor-performing public representatives. Dr Schreiber however warns that reforms alone will not fix the country's challenges
