No-one shone a brighter light on the corruption at ESKOM than former CEO André de Ruyter who had to leave South Africa for his own safety. Speaking to BizNews from the United States, he says the corruption at ESKOM continues “by and large unabated” - enabled by the procurement policy in government departments and State-owned entities - and will come to an end only once some of the ringleaders are arrested and properly investigated. He dissects the Government's latest draft Integrated Resource Plan (IRP), and warns that South Africa will find itself “increasingly isolated from an export perspective” if it does not speed up its decarbonisation efforts. However, he believes South Africa's problems are solvable with “appropriate political leadership” and policies that attract foreign direct investment that will create jobs and economic growth, and ultimately counteract the “prevailing African stereotype of failure, economic failure and corruption”. Former Eskom CEO Andre de Ruyter laid out challenges facing the newly appointed CEO of the ailing power utility, saying the state-owned company will be back at Treasury in 3-4 years for bailouts unless the tariffs matched the cost of electricity generation. Speaking to Business Day Spotlight podcast, de Ruyter said the bailout was necessary, but not sufficient, to turn around the utility, which is saddled with R400bn-plus of debt and plagued by breakdowns at its ageing coal-fired plants. Hailing from humble origins, Michiel Adrienszoon was later given the surname de Ruyter, the ‘raider'. His greatest triumph was the Battle of Solebay in 1672. There he launched a pre-emptive strike against and defeated the English fleet as it prepared to attack the Netherlands jointly with the French. Originally a merchant sailor, Michiel de Ruyter operated in waters from the Baltic to the Mediterranean. A reluctant hero and an apolitical figure, he loyally served the Dutch Republic under Jan de Witt and subsequently William III of Orange. De Ruyter is most famous in England for inflicting on the Royal Navy its most embarrassing defeat of the 17th century in the raid on Chatham in 1667. The guest for this episode, David ‘JD' Davies, is the chairman of the Society for Nautical Research and a Fellow of the Royal Historical Society. A prize-winning and bestselling author, he specialises principally in the early history of the Royal Navy. As Executive Director of the Presidential Climate Commission, Dr Crispian Olver is at the very centre of South Africa's swirling energy policy debate. The commission's job isn't just to plan a way forward for the country, but to find the money to do it. In this first 2023 edition of Podcasts from the Edge he tells Peter Bruce that, despite setbacks and the growing power of the fossil fuel obsessed minerals and energy minister Gwede Mantashe, plans raised to wean South Africa off coal and presented to the COP27 climate conference in Egypt last November are still in place. The $8.5bn pledged by the EU, the US and the UK is, he says, “secure” despite the resignation of Eskom CEO Andre de Ruyter, who helped raise the money in the first place. Nonetheless, he concedes, we are “in a very real and tangible crisis and we have manifestly failed to make sure that we have the generating capacity” we need. “You can't sugar-coat the bald facts,” says Olver. De Ruyter, he says, did a lot of good but “clearly didn't have his hands on the machinery at Eskom”. As for the ANC “decision” recently to pass control of Eskom to the department of minerals and energy, the absence of management skills there would make it a “catastrophic move” if it were to happen. “I think there needs to be a second take,” he suggests. For Olver, two key reforms are irreversible. First the decision to carve a separate transmission company out of Eskom is happening (however slowly). Second, there are no limits anymore on how much power private sector companies can now generate. It may all take a while to gel but it can't be stopped.

Numsa se woordvoerder, Phakamile Hlubi-Majola, sê De Ruyter is die swakste uitvoerende hoof in Eskom se geskiedenis en sy onbevoegdheid is die rede vir die hoë beurtkrag-vlakke.
