Today on Midday, Jayne Miller, the former WBAL reporter and now an independent investigative journalist, begins a three-day stint here guest hosting for Tom Hall. The latest US Census data show Baltimore City continues to lose population. The total number of city residents is 569,930, according to the latest count — a staggering 40% decline since the 1950's. But inside those numbers are trends, stories and indicators that can help us better understand the profound changes happening in the city, and the region. Jayne's guest today is Dr. Amanda Phillips de Lucas, the new director of the Baltimore Neighborhood Indicators Alliance — Jacob France Institute. Each year, BNIA-JFI issues Baltimore's Vital Signs report, which tracks more than 150 indicators to take the pulse of neighborhood health and vitality. The non-profit organization is housed at the University of Baltimore and for many years was led by Seema Iyer, who spearheaded BNIA's efforts to bring data science to bear on improving neighborhood governance in Baltimore. Last month, Dr. de Lucas was selected to take charge of the alliance's crucial mission of gathering and analyzing data to better understand the needs of the city's diverse communities. The city of Baltimore has been losing population for seven decades. What made the 38,000-person loss disclosed in the 2020 census so heartbreaking was not just its size--the city had seen bigger, even multiple, losses in previous decades. But Baltimore was the only city on the East Coast to shrink: New York, Boston, Atlanta all expanded. Nearby Philadelphia grew by 4 percent, Washington DC by 17 percent. What is driving Baltimore's shrinkage? UB research professor Seema Iyer scrubbed the data. Some blame crime, but she says crime is a symptom of deeper failures: neighborhoods isolated, without social, civic, digital or transportation connections. We sat down and chatted with Sally J. Scott, Program Director of UMBC's Graduate Program in Community Leadership. We spoke about her recent contribution in a report she co-authored with Seema Iyer of the Jacob France Institute at the University of Baltimore titled Overcoming Barriers to Home Ownership in Baltimore City. Summary of the ReportThe report initially came out of a question that we were asked by the Abell Foundation, which was, “Could we help more people become homeowners in Baltimore if they had access to more flexible loans and better incentives, such as closing cost assistance?” And that seems like a straightforward question. But as we dug into it and we looked at the local data and the national data, we realized that those proposed solutions would not be enough. There are much deeper issues at work limiting people's homeownership opportunities in Baltimore. And that's particularly true in the black community. We learned that decades of systemic racism, as well as the Great Recession in 2008 and 2009, have created barriers to homeownership in the black community in Baltimore. To address those would require much more systemic and far-reaching solutions than simply better loans and better incentives.We hope you enjoy this episode!
