Instead, Bever said he encountered another obstacle. Turned Away From the Emergency Room Bever initially wanted to visit one of the hospitals close to St. Paul. However, hospitals were operating under COVID-era restrictions and diversions. He eventually traveled to an emergency room in Woodbury, still wearing his firefighting clothing and carrying the unmistakable smell of smoke from the commercial fire. We had lots of them in St. Paul, but unfortunately, because of COVID, they were on divert,” he explained. “So I ended up going to a Woodbury emergency room, and when I got there, I still had my jumpsuit and smelled of smoke and fire, and they turned me away.” For Bever, the rejection was difficult to comprehend. He had been injured while serving the public and arrived directly from a fire scene, yet he said he could not receive the immediate evaluation he needed. Denied Medical Care After a Firefighter's Line-of-Duty Injuries: It Happens More Often Than You Think. “I was kind of shocked by that,” he said. “So I had to call my chief and explain what was happening.” According to Bever, his chief intervened and contacted the medical facility. “He called and told them, ‘Hey, this guy literally just got hurt in the line of duty. You need to help him,'” Bever recalled. That initial struggle to obtain medical attention foreshadowed what he said would become years of disputes, delays, denials, surgeries, chronic pain, and financial hardship. Serious Injuries That Went Undiagnosed and Untreated A fall from a ladder can cause damage throughout the body, particularly when a firefighter is wearing heavy protective equipment. The effects may involve the shoulders, hips, knees, back, head, and nervous system. Bever said multiple serious injuries were not properly diagnosed and treated following the accident. In the years after the fall, he underwent four surgeries involving his shoulder, hip, and both knees. He continues to live with significant nerve damage. Bever said, however, that officials classified the procedures as “elective,” creating barriers within the workers' compensation process. “Over the past four years, I've had four surgeries and had to fight tirelessly for the medical care I was promised, only to be met with constant obstacles and denials,” he said. “Even though my injuries were sustained in the line of duty and my doctors said the surgeries were necessary, state officials labeled them ‘elective,' and my workers' comp claims were denied.” For Bever, these were not optional procedures chosen for convenience. They were attempts to repair injuries he said occurred while fighting a fire and serving the citizens of St. Paul. Denied Medical Care After a Firefighter's Line-of-Duty Injuries: It Happens More Often Than You Think. The dispute ultimately left Bever and his family facing overwhelming medical bills. “This left my family and me responsible for the overwhelming medical debt from injuries I sustained while protecting others,” he said. The Loss of a Firefighting Career Being a firefighter is rarely viewed as simply a job. For many, it becomes a calling, a community, and a central part of their identity. Firefighters train together, eat together, respond to emergencies together, and depend upon one another in dangerous and unpredictable conditions. When injuries abruptly end that career, the loss can extend far beyond a paycheck. Bever retired in 2024 because the cumulative damage prevented him from continuing to serve. His retirement brought an end to approximately 12 years with the St. Paul Fire Department, including service as a captain. It becomes far more difficult when an injured person is also battling the loss of a career and the possibility of financial collapse. Bever described his struggle as a war on three connected fronts. “It's nearly impossible to heal physically when you're fighting a battle on three fronts: the pain of the injuries, the mental toll of losing your calling, and the constant stress of financial survival,” he explained. Each problem intensifies the others. Chronic pain can interfere with sleep, concentration, mobility, and emotional health. Losing a meaningful career can create grief and uncertainty. Medical debt adds fear about housing, food, transportation, and the family's future. Bever said he and his family now live in a barn as they attempt to manage the financial damage. “We've already had to make the heartbreaking decision to sell our home just to try to keep up, but the bills are overwhelming,” he said. The image is difficult to ignore: A fire captain who spent years protecting other people's homes lost his own while attempting to pay for treatment related to injuries sustained on duty. The financial burden has not only changed where the family lives. It has also affected the time and experiences Bever can share with the people closest to him. Denied Medical Care After a Firefighter's Line-of-Duty Injuries: It Happens More Often Than You Think. The Hidden Cost at Home Before his injuries, Bever described himself as an active husband and father. Outdoor activities such as hiking with his wife and fishing with his sons were important parts of their family life. Now, even those simple moments can be physically agonizing. “This burden affects my home life every day,” Bever said. “I've always been an active husband and father, but now, even simple things like hiking with my wife or fishing with my boys have become agonizing challenges.” The losses associated with a line-of-duty injury are not always visible on an X-ray or listed in a workers' compensation file. They include missed family outings, altered relationships, lost independence, disrupted plans, and the emotional pain of being unable to participate in activities once taken for granted. “It breaks my heart not to have these moments with them, because the energy required to fight these battles leaves so little left for the things that matter most,” Bever said. Behind every injured firefighter or police officer is often a family carrying part of the burden. Spouses may become caregivers while also managing finances and household responsibilities. Necessary treatment may be delayed while paperwork is reviewed, causation is disputed, or authorization is debated. Some of the most frequently reported challenges include: Delays in approving surgeries, therapy, medication, or specialist care. Disputes over whether an injury is connected to a responder's job. Insurance decisions that conflict with recommendations from treating physicians. Strict requirements governing which medical professionals may diagnose or treat an injury. Legal battles involving presumptive occupational illnesses. Higher barriers for psychological injuries such as post-traumatic stress disorder. An adversarial claims process that can continue for months or years. PTSD and other mental health claims may be especially challenging. First responders can be required to meet demanding evidentiary standards, comply with narrow statutory definitions, or receive diagnoses from approved providers before qualifying for benefits. Physical injury claims can also become complicated when insurers, third-party administrators, municipalities, or government agencies question the necessity of treatment or argue that a condition existed before the incident. When a medically recommended procedure is delayed or denied because it is categorized as elective, the patient may remain in pain while the underlying condition worsens. For Bever, the disagreement was not an abstract debate over terminology. It affected his ability to heal, work, support his family, and remain in the home they once shared. A Promise to Those Who Protect the Public Communities ask firefighters to enter burning buildings, climb icy ladders, work in extreme heat, inhale dangerous contaminants, and make critical decisions in chaotic conditions. Police officers, paramedics, and other first responders accept similar risks. In return, those public servants reasonably expect access to medical care when they are injured in the line of duty. Alan Philps tells the story of Tanya, a 28-year-old woman who used her English skills to escape a life of poverty and suspicion in Moscow. Denied education due to her "bourgeois" background, she became a translator at the Metropol for correspondent Ronnie Matthews. Matthews, a heavy-drinking but devoted reporter, eventually begged her to marry him. The Soviets attempted to prevent her departure, but Matthews refused to leave the country without her, forcing the authorities to grant her an exit permit. In Cairo, Tanya's glamorous lifestyle and tennis matches with a British general sparked unfounded rumors that she was a Soviet "honey trap." Despite being under surveillance by both British and Soviet intelligence, she successfully built a new life in the West. Her story was later chronicled in a 1993 BBCdocumentary titled Going Back. “It's a realization of my individual self, not an alienation of it.” — Keith Teare on the book he wrote with AI in a week Welcome to episode 2984 of the show. A week is certainly an age in AI time. Since last week's “Who Owns Intelligence” show, That Was The Week publisher Keith Teare has used AI to write an entire book entitled, surprise surprise, Who Owns Intelligence. No wonder, as Keith's editorial this week puts it, AI has its enemies. These enemies, Keith insists — riffing off Karl Popper's The Open Society and Its Enemies — are mostly “good people.” They are the authors, workers, and others caught in the headlights of epochal technological change. He claims to have seen the pattern before. When he opened the world's first Internet cafe in 1994, the BBC only wanted to ask him about online porn. But some enemies are less well meaning than others. Congress is considering a kill switch bill — let's call it the Kill Bill — which is backed by the frontier companies like Anthropic and OpenAI cynically seeking to set their current market dominance in stone. So might the answer be Chinese style “open source” AI as requested this week in an open letter by NVIDIA CEO Jensen Huang? Keith's answer is deliciously ironic. Denied walls of NVIDIA GPUs, Chinese labs learned to train cheaply by inference — distilling American frontier models through their own public interfaces. So Huang's support for open source AI might end up shooting NVIDIA in their most sensitive parts — their chips. And what about the state — can it protect all those “good people” from the oncoming AI locomotive of history? No. Not according to Keith, at least. State regulators like Lina Khan treat consumers as children, Keith (himself the parent of three boys) says. Besides, government simply can't keep up with the speed of technological change. So, for example, when OpenAI's models hacked Hugging Face in a lab test this week, the company caught, stopped, and reported it faster than any regulator could. As for inequality, the answer isn't nationalization but ownership on the model of Keith's Norway-style human wealth fund. For more, read his new book Who Owns Intelligence. We ended on an uncharacteristically French post-structuralist note. My interview of the week was Emily Eakin, author of The Frenchmen, her very personal history of French theorists like Michel Foucault and the two Jacques, Derrida & Lacan. It was Foucault, who — at the end of his 1966 book The Order of Things — predicted that man would be erased, AI style, like a face drawn in sand at the edge of the sea. But Keith isn't in this bleak Foucaultian camp. His book, written with AI in under a week, he says, is a realization of his individual self, not an alienation from it. The end or beginning of man? Maybe I got it wrong earlier. Welcome to episode 1984 of the show. Five Takeaways •       A Book in a Week. Inspired by last week's conversation, Keith used AI to write Who Owns Intelligence in seven days — the case for a “human wealth fund” seeded by the AI companies' own stock, global on day one and non-governmental, with Norway and Alaska as partial precedents. AI, he insists, is a tool, not an author: “AI would never have been able to start, never mind finish a book without me.” The detection farce cuts his way — Substack's new AI detector rated his 100% human editorial as 100% AI, and universities are quietly canceling their AI-detection contracts because the tools simply don't work.•       The Kill Bill and the Ladder-Kickers. Congress is considering a bill that would let government switch AI off — and, paradoxically, the AI companies are in favor. Keith's reading: regulation is a competitive strategy. Dario Amodei — “he's an entrepreneur, he's devious, he strategizes” — is the most sincere in wanting rules that would lock out open source competition — and Anthropic's $1.5 billion book settlement this week suggests the moat is expensive to maintain; Sam Altman zigzags; Musk, in this context at least, is one of the good guys. The genuine enemies of AI, meanwhile, are mostly good people: authors and workers frightened by the scale of change, just as the BBC in 1994 could only ask the founder of the world's first Internet cafe about porn and addiction.•       Why the Good Open Source AI Is Chinese. The week's uncomfortable question: where is the American open source AI? Keith's answer is structural. Denied walls of NVIDIA GPUs by export controls, Chinese labs were forced to train cheaply by inference — asking American frontier models millions of questions through public interfaces and learning from the answers. The result: world-class open models built, in effect, on distilled Anthropic and OpenAI. NVIDIA's much-signed open letter supporting open source, Keith notes, translates simply: more customers.•       The State Can't Keep Up. Lina Khan's consumer protection, in Keith's telling, is parental — treating consumers as children — and government-owned AI would be obsolete within three months of purchase. The counter-example happened this week: when OpenAI's de-railed models hacked Hugging Face in a lab test, the company caught, stopped, and reported it faster than any regulator could. The companies are the right point of control, held to a high standard. Matthew Yglesias adds nuance on the data center backlash — local micro-politics is not the same thing as the statewide bans coming almost entirely from Democratic states — and the American university, still metering intelligence at $80,000 a year, looks to Keith like a business model past its sell-by date.•       The End of Man — or the Beginning? Andrew's interview of the week was Emily Eakin on the Frenchmen — and Foucault's 1966 prophecy that man would be erased like a face drawn in sand at the edge of the sea, a prediction Eakin thinks the AI age is realizing. Keith takes the opposite view: the postmodernists grasped the rise of the individual (consider the Pantone color system) but gave him no society to live in. AI, far from erasing the individual, lets him realize himself — the week-old book is “a realization of my individual self, not an alienation of it.” Could Popper have written The Open Society in an hour?
