“Thinking Inside the Box” brings you interviews with the United States Army's experts in combined arms maneuver, the Observer Coach Trainers (OC/Ts) of Operations Group, at the National Training Center (NTC), Fort Irwin, California. While the Army focused on counterinsurgency, we had the luxury of taking time to make decisions, but large-scale combat operations will not afford this indulgence. Appropriately delegating decision-making authority allows leaders closer to a problem to make decentralized, rapid decisions rooted in the principles of mission command. Codifying who can make decisions prevents staff and subordinates waiting on a time sensitive action, because they are not sure if they are empowered to take action. Thinking through delegating decisions before arriving at the National Training Center will produce payoffs for commanders who understand when and where they must be present to make the essential decisions they can make. By defining who can make decisions, units will understand the systems needed to support making those decisions in various command posts, allowing effective dispersion of command posts to increase survivability. To discuss how to delegate decision making, we interviewed two members of our Bronco Team, our senior brigade trainer, LTC Adam Latham, and our senior Judge Advocate trainer, MAJ Timothy Davis. The Defense Information Systems Agency has made it clear: It wants to begin retiring the venerable common access card for multifactor authentication. Christoper Barnhurst, executive deputy director for DISA, said the agency is actively experimenting with other forms of multifactor authentication, which will eventually tie into the DoD's zero trust construct dubbed Thunderdome. Federal News Network's David Thornton joined Federal Drive with Tom Temin for the latest.
On this week's program, two senior Navy IT officials join Jared Serbu to talk about the service's latest plans for identity and cloud computing. Capt. Ben McNeal, the program manager for Naval Enterprise Networks (PMW-205), discusses the Navy's move to derived credentials on mobile devices and the role identity will play in network security going forward. Later, Travis Methvin, the project manager for Navy Commercial Cloud Services (PMW-270), talks with Jared about his new office and its role in helping Navy organizations migrate their legacy systems to the cloud.
The Defense Department is continuing its search for new identity verification technologies – ones that could eventually replace its ubiquitous Common Access Card. The Pentagon has four pilot programs underway right now. As Federal News Radio's Jared Serbu reported on Federal Drive with Tom Temin, one of them aims to verify users' identities by using their smartphones to measure the way they walk.

The U.S. Department of Defense has one of the largest Public Key Infrastructures in the world. Getting to that point wasn't necessarily easy, says Scott Jack, director of identity assurance for DOD PKI. Jack spoke about the role PKI plays with the Defense Department credential and how it may be used in the future, including form factors other than smart cards.
The U.S. Department of Defense Common Access Card celebrated 10 years in October. As the forerunner to U.S. government smart card programs, many would say it set the stage for HSPD-12 and what is now the PIV credential that many government employees are carrying. Mike Butler, deputy director of the Defense Manpower Data Center for identity and personal assurance at the Defense Department spoke with Regarding ID's Zack Martin and Gina Jordan about the program's history and future.
