Today I welcome Eric Schmechel from Dubuque Soil and Water Conservation District where he serves as the Director of the Watershed Program. Throughout this interview with Eric, I not only got all the “dirt” on runoff, soil health, and Catfish Creek, but we dig deeper into together, how we can coordinate and collaborate as our rural communities continue to develop. Eric's mission is to continue to bring diverse groups of urban and rural community members together. He does this by building relationships and focusing on profitability and return on investment within soil health, conservation, carbon, climate change, and so much more! One of Eric's most publicized projects has been the reconstruction of Catfish Creek. Catfish Creek is a naturally producing stream which has been surrounded by urban development. Eric brought citizens together and held many public forums to develop a watershed management plan for the Creek. Today, the plan is being put into action, with soil quality restoration, streambank restoration, and other conservation practices. Friends, get ready to learn, think GREEN, and expand your knowledge! Welcome the Assistant Director of IMPACT 307, Fred Schmechel! Trained as a sculptor and graphic designer, Fred joined IMPACT 307 in the fall of 2010. He directly counsels client companies on all aspects of their business needs. His work also includes oversight of the Fisher Innovation Launchpad, and the Southeast Wyoming Innovation Launchpad, and he is working on creating similar programs across the southeast and eastern sides of the state. Additionally, because the arts sector drives the culture of innovation and creativity that fuels tech sectors, Fred works with visual and performing artist clients in our arts incubation program. Fred’s artistic pedigree includes having work shown in the National Wildlife Museum and studying under famed graphic designer David Carson and prior to joining IMPACT 307, he spent several years involved in all aspects of the small-run printing industry including design and project management. Having designed everything from the usual printing needs, to large projects with food trucks or entire conferences. Fred currently serves on the board of directors for the Wyoming Humanities Council and TechTalk Laramie, a Laramie based technology workers oriented 501(c)3 he helped to co-found in 2017. Rüterberg hat eine besondere Geschichte: Zu DDR-Zeiten war der kleine Ort an der östlichen Elbgrenze komplett von Grenzanlagen umzäunt und nur über ein kleines Tor passierbar. Am 8. November 1989 riefen mutige Bürger die „Dorfrepublik Rüterberg“ aus, ohne zu ahnen, dass am Abend darauf die Mauer fallen würde. Meinhard Schmechel war von 1981 bis 2004 Bürgermeister von Rüterberg. „Ich konnte mir meinen Besuch immer aussuchen“, erinnert er sich an das abgeschiedene Leben an der ehemaligen Elbgrenze. Er erzählt im Interview, dass die 140 Bewohner nur zwischen 5 Uhr morgens und 23 Uhr abends durch ein Tor in die Außenwelt gelangen konnten. Nachts blieb das Tor geschlossen. Tagsüber wurde das Tor von Grenzsoldaten streng bewacht. Passkontrollen waren für die Dorfbewohner allgegenwärtig. Besuch musste sechs Wochen vorher angemeldet werden, erklärt Schmechel die damalige Situation. „Kurios war, dass wir bereits am 10. November 1989 in den Westen reisen durften, aber nach Rüterberg noch immer kein Fremder hinein durfte.“ Spontan passierte in Rüterberg nichts. Manchmal blieb sogar tagsüber das Tor geschlossen, so dass die Rüterberger nicht pünktlich zur Arbeit kamen. Begründungen lieferte die Staatsmacht nie, Fragen waren nicht erwünscht. Doch kurz vor dem Mauerfall wagten die Bürger den Aufstand. Wie es dazu kam, erzählt Schmechel im Interview. Auf Vorschlag des Rüterberger Schneidermeisters Hans Rasenberger wurde die „Dorfrepublik Rüterberg“ ausgerufen. Auf der Einwohnerversammlung verteilte Rasenberger ein Papier und schlug darin vor, die Dorfrepublik als Urform der „Direkten Demokratie“ zum Modell für Rüterberg zu machen – nach dem Vorbild der Schweiz. Die Basis dafür, dass sich die Rüterberger ihre eigenen Gesetze für ihr Dorf schaffen konnten. Die Bürger stimmten geschlossen zu. Der Titel „Dorfrepublik“ wurde später offiziell „genehmigt“. Am 14. Juli 1991 erteilte der Innenminister des Landes Mecklenburg-Vorpommern der Gemeinde das Recht, die Bezeichnung „Dorfrepublik 1961–1989“ (ab 2001 „Dorfrepublik 1967–1989“) auf allen Ortsschildern als Zusatzbezeichnung zu führen. 100 Jugendliche aus 19 Nationen waren anwesend, als der Gemeinde die Urkunde überreicht wurde. Seit 21. Oktober 2002 heißt das Dorf wieder Rüterberg. Das außergewöhnliche Schild steht noch immer am Eingang des Ortes.
