FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall. The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday, Oct. 4. The WEA portion of the test will be directed to all consumer cell phones. This will be the third nationwide test, but the second test to all cellular devices. Alert and warning is one of the primary functions for emergency management agencies and first responders. You first need to detect the hazard, but then you need different ways to issue a warning. This then is the topic of this podcast with Matthew Straeb with Alert FM In the podcast we discuss the pros and cons of different technology tools being used today to issue warnings. I strongly believe that you need more than one method and if you are looking to warn people of an earthquake, I think the only reasonable tool to use today in tandem with ShakeAlert is Alert FM because of the speed with which warnings can be sent. I particularly believe in getting the alert signal sent to equipment that can automatically take actions to protect facilities, equipment and people. On January 13, 2018, a false ballistic missile alert went out all over Hawaii. The message caused 38 minutes of panic and confusion until corrections were sent to residents' cell phones, televisions and radios through Wireless Emergency Alerts (WEA) and the Emergency Alert System (EAS). When went wrong in Hawaii, and what did the FCC find in its investigation and report? While what happened in Hawaii may be an extreme example, Americans have become familiar with emergency alerts over the years—from flash flood and tornado warnings to AMBER Alerts when children go missing. The Secure Transportation and Executive Protection News for Tuesday, September 18th, 2018     In Vehicle News From the International Security Driver Association In a previous podcast, we discussed a question taken from the ISDA 2017 Executive Vehicle and Secure Transportation Survey. DO YOU USE RENTAL VEHICLES WHILE SUPPLYING PROTECTIVE OR SECURE TRANSPORTATION SERVICES? In the report, approximately 62% of participants use rental vehicles. As a follow up to the question the survey also asked: IF YOU DO RENT VEHICLES, WHICH VEHICLE TYPE IS TYPICALLY CHOSEN? It should be no surprise that the vehicle most often rented was an SUV. This reinforces the need to have a driver who understands the differences between the driving characteristics of sedans and SUVs. It's also important that the driver recognizes the vehicle's warning systems. As an example, if an emergency comes up and the car is supplying the driver a warning signal; i.e. seat vibrating - buzzer, you don't want it to be the first time this driver has heard or seen this signal. The time wasted determining what the problem is can and will be dangerous for both the driver and the passengers. The Wireless Emergency Alerts (WEA) service depends on information technology (IT)—computer systems and networks—to convey potentially life-saving information to the public in a timely manner. However, like other cyber-enabled services, the WEA service is susceptible to risks that may enable an attacker to disseminate unauthorized alerts or to delay, modify, or destroy valid alerts. Successful attacks on the alerting process may result in property destruction, financial loss, infrastructure disruption, injury, or death. Such attacks may damage WEA credibility to the extent that users ignore future alerts or disable alerting on their mobile devices.
