Canada has an emergency alert system capable of reaching millions of people within seconds, but when a vulnerable person goes missing, whether that system can be used often depends on where they disappear. In this episode of The Canadian Gothic, we are joined by Jennifer Ball, founder of the Project Indigo movement, and Ronald DeGagne the advocate behind the Darius' Law petition, to examine the gaps in Canada's emergency alert system. Jennifer discusses how the disappearance of Parker Wells inspired her advocacy, while Ronald explains how the disappearance of six-year-old Darius MacDougall pushed him to call for change. Some people received a tsunami of emergency alerts following the powerful earthquake that struck off the eastern coast of Russia yesterday, while others reported they received no alert at all. Emgergency Management said it is investigating what caused the glitches. National Emergency Management Agency's director of civil defence and emergency management John Price spoke to Lisa Owen.

The cautionary handling of the effects of Russia's earthquake, which triggered tsunami phone alerts and some coastal evacuation, has been further explained. The 8.8 magnitude quake shunted tsunami waves across the Pacific - the largest to hit our shores, landing on the Chatham Islands at 51 centimetres. Unpredictable currents are expected to continue until tomorrow. Civil Defence Director John Price says precautions are important - and he's defending the use of emergency alerts. A telecommunications expert is warning the government will have to spend a lot more money if it's going to deliver the disaster emergency alert system an independent inquiry has called for. Paul Brislen from the Telecommunications Forum spoke to Corin Dann.

There are several different types of emergency alerts that can be issued and often times they vary state to state. However, when it comes to Amber Alerts and Silver Alerts they are triggered by meeting a stringent list of criteria and then sent through a very sophisticated warning system.
