In this new episode of #RadicalReformers, I chat with Kath O'Dwyer, former Chief Executive of St Helens Council and Chair of SOLACE. During her tenure at St Helens, Kath led the council through significant challenges, including a poor corporate culture, the COVID-19 pandemic, a cost-of-living crisis, and a ransomware cyber attack. The outgoing head of Clare County Council has described the funding model for local authorities as "piecemeal". It comes as Clare's elected councillors have adopted a 2025 Revenue Budget of almost €192 million which is up €5.5 million on last year. The special meeting at Áras Contae an Chláir at which the budget was adopted heard much criticism of the level of funding given to local authorities by central government, which it's felt isn't in line with inflation. Chief Executive of Clare County Council Pat Dowling, whose term in the role concludes next week, says local authorities are put under immense pressure as they try to stretch their budgets as far as they can go.
