Woodson's research on the fact that around 12,000 free Black people owned slaves in the United States was based on his analysis of historical census data and other primary sources from the antebellum period. Specifically, Woodson referenced the United States census of 1830, which was the first census to include information on the number of free Black people who owned slaves. According to Woodson, the census data showed that around 12,000 free Black people owned slaves at the time, which represented approximately 10% of the free Black population in the United States. Woodson's research on this topic also drew on other primary sources, including historical accounts and legal records from the antebellum period that documented the experiences of free Black people and their interactions with the institution of slavery. It is worth noting that Woodson's analysis of the historical record and his interpretation of the significance of the fact that some free Black people owned slaves has been subject to debate and critique by scholars over time. It came to light in 2017, after Eddie Raymond Tipton, the former information security director of the Multi-State Lottery Association, confessed to rigging a Random number generator that he and two others used in multiple cases of fraud against State Lotteries. Tipton was first convicted in October 2015 of rigging a $14.3 million drawing of MUSL's Lottery game Hot Lotto. Eddie Tipton ultimately confessed to rigging lottery drawings in Iowa, Colorado, Wisconsin, Kansas and Oklahoma. Also involved in the scheme were his brother and former Texas Justice of the peace Tommy Tipton and Texas businessman Robert Rhodes. Eddie Tipton was sentenced to 25 years in prison. This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Friday, November 12. We're going to get a little winter preview on Friday. According to the National Weather Service, there will be a 50 percent chance of snow in the Cedar Rapids area Friday with accumulation of less than a half an inch possible. The high temperature will be 36 degrees, with cloudy skies and winds that could gust more than 30 mph. It looks like the snow will be most likely in the morning, but will be a lingering possibility throughout the workday. Friday night will be mostly cloudy, with a low of around 30 degrees. Initial plans for a mixed-use development at the former Transamerica site that sparked widespread concerns among residents is back on the Cedar Rapids City Planning Commission agenda for consideration after the developer pulled it last month to gather more input first. The commission will consider Cedar Rapids-based Hunter Companies' preliminary plat for the 51-acre site on Edgewood Road and 42nd Street NE, where former Transamerica office buildings were demolished, at its http://cedar-rapids.org/11.18.2021%20CPC%20Agenda%20Packet.pdf (Nov. 18 meeting). Residents were concerned primarily about excessive traffic off Edgewood Road and 42nd Street NE, a busy intersection with many nearby businesses, schools and other facilities. Hunter Companies has not said what it intends to build at the Transamerica site. But it has built other mixed-use projects in Cedar Rapids, including Northtowne Market across from Target on Blairs Ferry Road NE, which includes restaurants such as Moe's Southwest Grill and Jimmy John's as well as elevate salon and spa. An Iowan serving a 25-year prison sentence for rigging lottery computers to win jackpots for himself, friends and family is suing the state of Iowa, claiming he was pressured four years ago to plead guilty to crimes he did not commit. Eddie Tipton, now in prison in Clarinda, wants the court to halt https://apnews.com/article/4d6bedd2f2b347d68a3be15c2761b577 (all restitution he's been ordered to pay) until a trial is held, during which he said he will present documents and other evidence to persuade the court to reverse his sentence. During a 2017 court appearance, Tipton admitted to tampering with what were supposed to be random number generators to enable his co-conspirators to claim jackpots in Colorado, Oklahoma, Wisconsin and Kansas. It was Tipton's job to write software that is supposed to randomly pick numbers for lottery computers used for various games by 37 states and territorial lotteries. Despite pleading guilty, his lawyer's request for leniency was denied by the judge. Tipton was also ordered at the time to pay $2.2 million in restitution. ITC Midwest has given $200,000 to the ReLeaf Program, a public-private partnership between nonprofit Trees Forever and the city of Cedar Rapids, to support tree replanting in Cedar Rapids after the 2020 derecho. The ReLeaf initiative aims to replenish the urban forest after the 2020 storm's hurricane-force winds toppled about 70 percent of the city's tree canopy. The organizations involved in the partnership are working to develop and implement a long-term effort that will help reforest public spaces and provide outreach for tree planting on public and private property in Cedar Rapids. In December 2010, a few days after Christmas, someone won $16.5 million dollars in Iowa's Hot Lotto drawing. The winning ticket was purchased a few days before at a QuikTrip convenience store off of I-80 in North Des Moines. According to video surveillance footage, the mystery man buying the ticket was a heavyset middle-aged white man who wore casual clothing,  and a hood pulled over a baseball cap. One whole year went by until someone attempted to claim the winnings but it wasn't the man in the video. And that was because, the man in the video, the Hot Lotto's lucky winner, was Eddie Tipton, who also happened to be the Director of Security for the multi-state lottery. Years later, as Iowa investigated what would become the largest lottery fraud of all time, they realized that this was no simple inside job.
