David Daley is a journalist, the former editor-in-chief of Salon.com, and the author of "Ratf**ked: Why Your Vote Doesn't Count." During our conversation, David talks about the watershed 2010 REDMAP initiative (short for the Redistricting Majority Project) and how gerrymandering has essentially rigged U.S. Congressional elections. He also talks about the second-order consequences of the success of REDMAP: that our political system increasingly incentivizes political extremism and disincentivizes compromise and working across the aisle.David believes that gerrymandering is an existential threat to our democracy, and I tend to agree with him. This subject reminds me of the Charley Munger quote: "Show me the incentives and I will show you the outcome." To me, gerrymandering isn't a partisan issue; we owe it to ourselves to have a republic that has fair elections. In 2020, Democrats got approximately 4.7 million more votes, but won only 222 seats. Today's episode takes a deep dive into recent developments following the death of Republican operative Thomas Hofeller -- the architect of the REDMAP -- that may impact the census question case currently pending before the Supreme Court, Department of Commerce v. New York. First, however, we begin with an Andrew Was Wrong about the 2006 midterm elections and the Pension Protection Act. That was, in fact, a Democratic wave year -- but the PPA was passed in August, nearly five months before that new Democratic congress was seated. Oops. Then it's time to delve into the strange files of Thomas Hofeller, the architect of REDMAP -- you know, the gerrymandering strategy and software that turned Republican minorities into majorities in states like Wisconsin and tiny Republican majorities into one-sided dominance in states like North Carolina. Meet the man who figured out how to reshape national politics by making tiny investments in the smallest of places.

REDMAP  HOW THE GOP National Republican Congressional Committee (NRCC) built on its strong recruitment and successful strategy that gave them a Republican majority in 2010 -2017 across America How a Strategy of Targeting State Legislative Races in 2010 Led to a Republican U.S. House Majority in 2013 On November 6, 2012, Barack Obama was reelected President of the United States by nearly a three-point margin, winning 332 electoral votes to Mitt Romney's 206 while garnering nearly 3.5 million more votes.  Democrats also celebrated victories in 69 percent of U.S. Senate elections, winning 23 of 33 contests. Farther down-ballot, aggregated numbers show voters pulled the lever for Republicans only 49 percent of the time in congressional races, suggesting that 2012 could have been a repeat of 2008, when voters gave control of the White House and both chambers of Congress to Democrats. But, as we see today, that was not the case.  Instead, Republicans enjoy a 33-seat margin in the U.S. House seated yesterday in the 113th Congress, having endured Democratic successes atop the ticket and over one million more votes cast for Democratic House candidates than Republicans. The only analogous election in recent political history in which this aberration has taken place was immediately after reapportionment in 1972, when Democrats held a 50 seat majority in the U.S. House of Representatives while losing the presidency and the popular congressional vote by 2.6 million votes.
