“It's a thrilling year. It's a tense year. I am a believer that this is a marathon,” says Rob Richie, Co-Founder and longtime Director of FairVote, the nation's foremost catalyst for ranked choice voting elections. “There's moments of excitement– of cresting hills, of victories and sometimes defeats.” In this Purple Principle episode, Richie recounts the highs and lows throughout the steady progression of ranked choice voting in US elections since co-founding FairVote three decades ago. For example, the successful implementation of RCV elections in Portland paved the way for the nation's first statewide ballot passage by Maine voters in 2016. That was followed by Alaska as part of Top Four voting reforms in 2020.  “Alaska and Maine, interestingly, those two states are ones where independents have done particularly well,” says Richie. “We've had governors be elected in both states as independents, and they're states that were always on the reform radar.”  In 2024, ranked choice voting has moved off the radar and onto ballots in multiple states– as a stand alone reform in Oregon and as part of Top Four or Five election reforms in Nevada, Colorado and Idaho. In the same period, though, nearly a dozen GOP dominated state legislatures have outlawed RCV.  Does that make it critical for RCV to pass in multiple states this election year? Richie, now a Senior Advisor to Fairvote, thinks RCV has a logic and a momentum all its own aside from election results. “Younger Americans, 50% of them do not identify with the major parties at this point,” says Richie. “So we're going to get away from two choice politics and Ranked Choice Voting will be part of that. How democratic is American “democracy”. Dramatically less so that it was. That's at least the rather worrying conclusion of David Daley, the author of ANTIDEMOCRATIC, a new book which exposes what he says is “the far right's 50-year plot to control American elections”. This half century plot was successfully realized in 2013, Daley told me, with the Supreme Court's gutting of the Voting Rights Act of 1965. Now, he argues, individual states have the right to tamper with their electoral laws and hijack voting rights in America for their own political ends. It's not quite a return to Jim Crow, Daley says, but it does reveal the worryingly antidemocratic foundations of the American political system. David Daley is the author of the national best-seller "Ratf**ked: Why Your Vote Doesn't Count" (Norton/Liveright) and one of the nation's leading experts on partisan gerrymandering. Supporters of Ranked Choice Voting argue that we need to a big change how we vote. Our “choose-one” elections, they say, deprive voters of meaningful choices, create increasingly toxic campaign cycles, advance candidates who lack broad support and leave voters feeling like our voices are not heard. We examine the case for this form of proportional representation. Ranked Choice Voting could boost electoral turnout, reduce polarization, and cut the public cost of running elections. This relatively new reform is now being used in dozens of states, cities and counties. In 2022, Alaska implemented ranked-choice voting for the first time after a referendum revamped its elections.Our guest, Rob Richie is cofounder and senior analyst at FairVote, makes the case for how it works and why RCV is a viable way to improve electoral politics. Right now, he says, we are in this "incredibly intense winner-take-all environment" in most states. Ranked-choice voting could change the equation.Instead of picking just one candidate, voters rank as many candidates as they want in order of choice: first, second, third and so on. If your first-choice candidate is in last place, your vote counts for your highest-ranked candidate who can win by getting more than 50%. RCV removes voters' concerns that their favored candidate could split the vote.Most Americans agree Congress is not working. We discuss the benefits of ranked choice voting and the likelihood that it will become more popular after the 2024 presidential election.   Ranked choice voting addresses a variety of problems in “vote one” elections, such as vote splitting among similar candidates; ranking candidates in order of preference; proportional outcomes in multi winner races; more broad based support for the eventual winner; and more successful general election candidates if ranked choice voting is used in the primary. Maine is a state where ranked choice voting will be used in the presidential election. With nine candidates running in the Chicago mayoral election, it is widely assumed there will be a runoff election, which is all too common in municipal elections here. Some argue that moving to a ranked choice voting system could help prevent runoffs and make voting more democratic. Reset hears from advocates Andrew Szilva and Alisa Kaplan about why they want to see ranked choice voting instituted in Chicago and Illinois. Then we'll hear from FairVote research analyst Rachel Hutchinson about how the system has worked in other cities and states and from a professor of public policy, Anthony Fowler, about the positives and drawbacks of the system.
