destaque da edição de hoje, 30, foi, pelo menos 451 dos atuais 513 deputados federais tentarão se reeleger no próximo dia 2 de outubro, quando ocorrerá o primeiro turno das eleições deste ano. O número, que representa cerca de 88% da atual legislatura, é o segundo maior dos últimos 20 anos, abaixo apenas do resultado de 2006, quando 491 políticos com assento na Câmara dos Deputados buscaram a renovação do mandato por mais quatro anos. Nas eleições gerais de 2018, 413 deputados federais concorreram à reeleição, e 289 tiveram votação suficiente para integrar a atual legislatura, informou a Câmara dos Deputados. Os pormenores sobre as candidaturas registradas constam do Sistema de Gerenciamento de Informações Partidárias (Sgip) do Tribunal Superior Eleitoral (TSE), em cujo site é possível verificar que os 451 deputados federais que tentam a reeleição representam menos de 4,5% dos 10.482 candidatos à Câmara Federal. Além do maior número de parlamentares federais tentando a reeleição, 64 deputados estão na disputa por governos estaduais, pelo Senado e pela Presidência da República, segundo o Departamento Intersindical de Assessoria Parlamentar (Diap). In our very first “ETB Ask an Expert” interview series we explored the topic of SGIP, the Self Generation Incentive Program in California, which is the longest-running and most lucrative behind-the-meter energy storage incentive program in the country. The SGIP program was recently re-upped with $675 million dollars of additional funding and has undergone numerous changes so there was a lot to discuss.Our guest expert is Scott Murtishaw, the Sr. Advisor of Regulatory Affairs at CALSSA (California Solar & Storage Association). Scott is indisputably one of the biggest SGIP policy experts in the state, having worked on SGIP program rules going back over 10 years from his days at the CPUC (California Public Utilities Commission).In our interview with Scott, we focus mostly on current day SGIP issues, including a few controversial topics. We discuss: how Senate Bill 700 legislation got done, how SGIP reservation activity has looked since the window re-opened this year, how many projects are currently stuck on an SGIP waitlist and if those projects will ever get funded, how the Equity Resiliency budget got such a huge carveout from the CPUC, and what CALSSA thinks about shifting around program funds to meet the demand for shovel ready projects.

Answer: these are all examples of successful public policies that help the solar industry thrive. These policies did not organically spring from the minds of our wise legislators. Instead, they all originated from solar industry policy experts. These policies were implemented by legislators and regulators because the economic benefits to consumers (both business and residential) were compelling. To help us understand how good solar policies are created, my special guest on this week's Energy Show is Anne Hoskins, Chief Policy Officer for SunRun. If you don't know SunRun, they are the largest residential solar and storage provider in the US. I was happy to be one of SunRun's earliest partners when they started about a dozen years ago. SunRun has grown significantly since then, and now Anne has her hands full with solar policies in over 23 states, plus the District of Columbia and Puerto Rico. Prior to SunRun, Anne was a Commissioner at the Maryland Public Utilities Commission. Please listen up to this week's Energy Show as we talk with Anne about some of the most important solar policies that improve the economics for residential and commercial solar installations. Copyright 2018, The Energy Show - Barry Cinnamon One of my favorite Hemingway books is "The Sun Also Rises." It's about Spain, bull fighting and a group of lost generation friends in Paris in the 1920s. But this show is an energy podcast, not a book report. So with apologies to Ernest Hemingway -- here in California -- the sun also rises. But it rises at night with battery storage. Governor Brown recently signed into law a bill called SB 700, which establishes an additional $800 million dollars of incentives for behind the meter battery storage. These incentives, part of the Self Generation Incentive Program (SGIP), are designed for both commercial and residential systems. SGIP is the biggest battery storage incentive program in the U.S. For the past year and a half, our battery storage customers have been using SGIP funding to reduce the costs of their combined solar and storage systems. These incentive programs don't appear automatically. The California Solar and Storage Association (CALSSA) worked for three years to finally get this storage incentive passed. Bernadette Del Chiaro, Executive Director of CALSA, explains the key reason for these storage incentives: “What we're trying to do is create a mainstream market for energy storage — just like we've done for solar photovoltaic systems.” Why did it take so long? There was intense opposition from electric utility business interests who do not want customers storing their own energy, just as they do not want their customers generating their own solar power. Utilities benefit financially when they install their own “grid-sized” batteries on their side of the meter, just as they benefit from large utility scale solar farms. From an overall perspective we still need utilities, not necessarily for electricity generation, but primarily for long distance transmission and local distribution of electricity. Utilities have provided a terrific service to the world for over 100 years. Now, with inexpensive solar and batteries, utility customers can install their own generation and storage systems. IEC CIM is a set of Electrical energy standards based on modeling of the data and information related to the Smart Grid. Inherent with data-centric design standards such as the IEC CIM, are a set of Business Architecture and Processes which need to be managed in conjunction with technical standards, in order to achieve success in the journey towards transformation.
