This week, Easha, Charlie, and Jason discuss a series of recent rulings that have stopped the Trump Administration from revoking federal grants to entities that have been working to reduce teen pregnancy. They start the episode by discussing the creation of the Teen Pregnancy Prevention Program in 2010, and then they explain how the Trump Administration last summer stopped renewing grants that were supposed to last until 2020. They then analyze the recent rulings that have found the Trump Administration's actions to have been arbitrary or contrary to the rules of the Department of Health and Human Services. That leads to a larger discussion about the ability of new administrations to reverse rules and policies of prior administrations. The episode ends with a round of Trump nuggets about lawyer misconduct and new—and then revoked—rules from the Bureau of prisons. A summa cum laude Harvard graduate, she is the steering committee chair of Bay Area Communities for Health Education and a member of California’s Adolescent Sexual Health Working Group and the Fresno Regional Foundation’s Teen Pregnancy Prevention committee. David DeCosse is Director of Campus Ethics Programs, Markkula Center for Applied Ethics at Santa Clara University and editor of a new book from Orbis called Conscience and Catholicism: Rights, Responsibilities, and Institutional Responses where leading ethicists and theologians address “conscience,” a term with loaded meaning and controversy in the Catholic Church around issues like political participation, human sexuality, war and institutional violence, and theological dissent. | Show Summary: This month, a California court upheld the right of Dignity Health hospitals to withhold health treatments that conflict with its Catholic standards. The ACLU plans to appeal. And Washington state law requiring pharmacists to dispense prescriptions regardless of their personal convictions may be headed to the Supreme Court. On March 14, 2013, Chapin Hall hosted a Child & Family Policy Forum at the University of Chicago Gleacher Center titled ”Chapin Hall Child and Family Policy Forum: Collaborative Approaches to Teen Pregnancy Prevention.” Despite overall declining rates of teen births in the United States, there exists significant disparity across race and ethnicity, socioeconomic status, and youth living in conditions of higher risk. Teen pregnancy and birth rates in the United States are also significantly higher than in other industrialized nations. The social and economic costs of teen pregnancy are high and have a long-term impact on teen parents, their children, and communities. Teen pregnancy is often related to other risky behaviors, and hence its prevention is of paramount importance to the health and quality of life of pregnant and parenting youth. Consequently, it is largely a public health issue. The evidence base indicates that it takes more comprehensive approaches than just sex education to address this issue, including those that address protective factors based on knowledge, skills, beliefs, and attitudes related to teen pregnancy. Additionally, outreach is maximized when these approaches are taken to where the youth are, whether in schools or in community settings. Public health agencies are increasingly forming partnerships with such institutions and organizations, helping them to leverage local resources. They are also supporting evaluation research efforts through local and national initiatives.
