Potiphar's Wife: The Vatican's Secret and Child Sexual AbuseThe ‘cover-up' of child sexual abuse by the Catholic Church has been occurring under the pontificate of six popes since 1922. For 1500 years, the Catholic Church accepted that clergy who sexually abused children deserved to be stripped of their status as priests and then imprisoned. A series of papal and Council decrees from the twelfth century required such priests to be dismissed from the priesthood, and then handed over to the civil authorities for further punishment.That all changed in 1922 when Pope Pius XI issued his decree Crimen Sollicitationis that created a de facto ‘privilege of clergy' by imposing the ‘secret of the Holy Office' on all information obtained through the Church's canonical investigations. If the State did not know about these crimes, then there would be no State trials, and the matter could be treated as a purely canonical crime to be dealt with in secret in the Church courts. Pope Pius XII continued the decree. Pope John XXIII reissued it in 1962. Pope Paul VI in 1974 extended the reach of ‘pontifical secrecy' to the allegation itself. Pope John Paul II confirmed the application of pontifical secrecy in 2001, and in 2010, Benedict XVI even extended it to allegations about priests sexually abusing intellectually disabled adults. In 2010, Pope Benedict gave a dispensation to pontifical secrecy to allow reporting to the police where the local civil law required it, that is, just enough to keep bishops out of jail. Most countries in the world do not have any such reporting laws for the vast majority of complaints about the sexual abuse of children. Pontifical secrecy, the cornerstone of the cover up continues. The effect on the lives of children by the imposition of the Church's Top Secret classification on clergy sex abuse allegations may not have been so bad if canon law had a decent disciplinary system to dismiss these priests. The 1983 Code of Canon Law imposed a five year limitation period which virtually ensured there would be no canonical trials. It required bishops to try to reform these priests before putting them on trial. When they were on trial, the priest could plead the Vatican ‘Catch 22' defence—he should not be dismissed because he couldn't control himself. The Church claims that all of this has changed. Very little has changed. It has fiddled around the edges of pontifical secrecy and the disciplinary canons. The work of undercover agents who pose as criminals or victims to catch people preying on another for personal gain has come into the spotlight following the arrest of former state senator Justin Eichorn. The Minnesota Bureau of Criminal Apprehension was not involved in the arrest of Eichorn, but they worked with Bloomington PD and other law enforcement on the operation.The BCA investigates these types of crimes statewide. Their predatory crimes department includes the Minnesota Human Trafficking Investigators Task Force and the Minnesota Internet Crimes Against Children Task Force.Minnesota BCA superintendent Drew Evans joined the program to talk about how the state works to track down predators.

In Madagascar, 673 rape cases involving minors were recorded in 2023. In January 2024 alone, at least 4 rapes were reported daily according to the Ministry of Justice ... figures that are likely underestimated. Madagascar is also one of the top 10 countries in the world for online child pornography. To tackle this problem, Madagascar has legalised surgical castration against child rapists. But the measure has sparked outrage among several organisations, who denounce the punishment as cruel and an affront to human dignity. Until now, no castrations have yet been carried out, and medical professionals refuse to speak publicly on the subject. Gaëlle Borgia reports.

Without the internet, police were unable to track offender behaviour, and heavily relied on the testimony of victim-survivors. These interviews were crucial, and required care and empathy, as one misstep, and evidence could be lost and a victim survivor left unheard. Former detective Andrew Patterson was part of a special task force investigating paedophiles in Perth, and was the one who spoke to hundreds of victim-survivors... One morning, he received information about a sexual predator, and descriptions of an underground chamber with shiny chrome walls. He and his team set about investigating the offender, and finding survivors. Andrew sat down with host Brent Sanders to explain this case, and others from his impressive career. The debate around widescale child sexual abuse and exploitation continues following calls from the Conservatives and Reform UK for a new national inquiry into the issue. Professor Alexis Jay chaired the Independent Inquiry into Child Sexual Abuse. It took seven years and was published in 2022. It warned of "endemic" abuse across society in England and Wales for girls and boys. Professor Jay has called again for implementation of her 20 recommendations. One recommendation was that those who cover up or fail to report child sexual abuse could face professional or criminal sanctions. The Home Secretary Yvette Cooper last night announced that has said that will be implemented as a new offence this year. Nuala speaks to Maggie Oliver, Founder and Chair of the Maggie Oliver Foundation, who was a who resigned from Greater Manchester Police in late 2012 in order to expose the Rochdale Grooming Scandal and Ken MacDonald, Director of Public Prosecutions from 2003-2008.It's hoped a tool which allows women in Wales to log and report symptoms of endometriosis will empower patients to get help from their GPs and potentially lead to quicker diagnosis. It's estimated one in 10 women suffer from the condition, which can cause debilitating period pain and is linked to fertility issues. Nuala speaks to Dr Robyn Jackowich, one of the academics whose worked on the reporting tool, and Karen Hiu Ching Lo, who suffers with endometriosis.The England and Wales Cricket Board (ECB) has been urged to boycott next month's Champions Trophy match against Afghanistan by a group of more than 160 politicians. The ‘cover-up' of child sexual abuse by the Catholic Church has been occurring under the pontificate of six popes since 1922. For 1500 years, the Catholic Church accepted that clergy who sexually abused children deserved to be stripped of their status as priests and then imprisoned. A series of papal and Council decrees from the twelfth century required such priests to be dismissed from the priesthood, and then handed over to the civil authorities for further punishment.That all changed in 1922 when Pope Pius XI issued his decree Crimen Sollicitationis that created a de facto ‘privilege of clergy' by imposing the ‘secret of the Holy Office' on all information obtained through the Church's canonical investigations. If the State did not know about these crimes, then there would be no State trials, and the matter could be treated as a purely canonical crime to be dealt with in secret in the Church courts. Pope Pius XII continued the decree. Pope John XXIII reissued it in 1962. Pope Paul VI in 1974 extended the reach of ‘pontifical secrecy' to the allegation itself. Pope John Paul II confirmed the application of pontifical secrecy in 2001, and in 2010, Benedict XVI even extended it to allegations about priests sexually abusing intellectually disabled adults. In 2010, Pope Benedict gave a dispensation to pontifical secrecy to allow reporting to the police where the local civil law required it, that is, just enough to keep bishops out of jail. Most countries in the world do not have any such reporting laws for the vast majority of complaints about the sexual abuse of children. Pontifical secrecy, the cornerstone of the cover up continues. The effect on the lives of children by the imposition of the Church's Top Secret classification on clergy sex abuse allegations may not have been so bad if canon law had a decent disciplinary system to dismiss these priests. The 1983 Code of Canon Law imposed a five year limitation period which virtually ensured there would be no canonical trials. It required bishops to try to reform these priests before putting them on trial. When they were on trial, the priest could plead the Vatican ‘Catch 22' defence—he should not be dismissed because he couldn't control himself. The Church claims that all of this has changed. Very little has changed. It has fiddled around the edges of pontifical secrecy and the disciplinary canons. One of the dark sides of the rapid development of artificial intelligence and machine learning is the increase in computer-generated child pornography and other child sexual abuse material, or CG-CSAM for short. This material threatens to overwhelm the attempts of online platforms to filter for harmful content—and of prosecutors to bring those who create and disseminate CG-CSAM to justice. But it also raises complex statutory and constitutional legal issues as to what types of CG-CSAM are, and are not, legal.To explore these issues, Associate Professor of Law at the University of Minnesota and Lawfare Senior Editor Alan Rozenshtein spoke with Riana Pfefferkorn, a Research Scholar at the Stanford Internet Observatory, who has just published a new white paper in Lawfare's ongoing Digital Social Contract paper series exploring the legal and policy implications of CG-CSAM.
