Am 20. Jänner 1949 präsentierte der amerikanische Präsident Harry S. Truman das Point-IV-Programm. Dieses regional nicht beschränkte wirtschaftliche Wiederaufbauprogramm hatte zum Ziel, die durch den Zweiten Weltkrieg erschütterte Weltwirtschaft wieder in Gang zu bringen. Es gilt der allgemeine Tenor, dass hiermit der Grundstein für die heutige, erst Entwicklungshilfe, später Entwicklungszusammenarbeit, gelegt wurde.Gut 65 Jahre später, im September 2015, beschlossen die Vereinten Nationen die Nachhaltigen Entwicklungsziele (SDGs), deren erstes Ziel (von insgesamt siebzehn) es ist, die nach wie vor in vielen Teilen der Welt vorherrschende absolute Armut bis 2030 zu besiegen – nun aber wirklich. Alleine in den letzten Jahrzehnten sind hunderte Milliarden US Dollar zur Armutsbekämpfung aufgewendet worden.An diesem Punkt stellten sich Friedbert Ottacher und Thomas Vogel, zwei langjährige Kenner der Szene, Fragen: „Funktioniert Entwicklungszusammenarbeit eigentlich?“ „Wo steht sie heute?“ und „Wie sollen/wollen wir weitermachen?“.Rund um diese Fragen setzen wir in dieser Sendung die Entwicklungszusammenarbeit auf die Anklagebank.
