Oznajmia de facto rezygnację z wiodącej roli Ameryki na rzecz nowego podziału stref wpływów i określenia sposobu, w jaki USA będą działać.Co uderzające: Rosja jest w dokumencie ledwie wspomniana, Chiny określa się jako rywala handlowego, natomiast Europa, a zwłaszcza Unia Europejska, została uznana za przeciwnika.Trudno się dziwić tej wrogości. Unia Europejska ustanawiając wspólny rynek i wspólną strefę celną, wspierając rolnictwo zapewniła 450 milionom Europejczyków, w tym Polakom, dobrobyt niespotykany w ich historii i twardo negocjowała z USA warunki handlowe.
