IMF'in 11 Ekim'de yapılan toplantısında iklim değişikliğine karşı yenilenebilir enerji yatırımlarına ayrılması gereken kaynakların yaratacağı milli borcun yönetilmesi hakkındaki görüşler ön plana çıktı. Her ne kadar gündemimizde çok yer etmese de en büyük ihracat pazarımız olan AB'nin sıfır emisyon kriterlerine uyum için gösterdiği yüksek dikkat bizlerin de ilgisini bu yöne çekmesine sebep olmalı. Zira pek yakın zaman içinde karbon sınırlarını aşan ürünlerin AB'ye ihracı mümkün olmayacak. IMF'e göre; dünya genelinde borç seviyelerinin genel olarak yüksek olması ve borçlanma maliyetlerinin artması, ülkelerin iklim eylemine yeterli bütçe ayırmasını zorlaştırıyor. IMF'in Mali İşler Departmanı Direktörü Vitor Gaspar verdiği demeçte, “Mevcut ulusal hedefler ve politikalar, potansiyel olarak yıkıcı sonuçlarla birlikte net sıfır emisyon sağlamada başarısız olacaktır” dedi. IMF toplantısının olduğu bu hafta enerji sektörüne dair raporlar üreten Ember'in sene ortası raporunu yayınladığı haftaya denk geldi. Konunun ön plana çıkması nedeniyle ilgili raporun bazı noktalarını süreci görmek adına inceleme gereği vardır. Rapora göre; Küresel elektrik talebi 2023'ün ilk yarısında sadece %0,4 artarak ortalama artışın bir hayli altında kalmış. 2012-2022 yılları arasındaki yıllık ortalama büyüme %2,6'dır. Yüksek gelirli ekonomilerdeki talep düşüşü buna sebep olmuş. Tüketimi düşen ana ekonomiler; Japonya (-%5,6), AB (-%4,6), ABD (-%3,4) ve Güney Kore'de (-%1,4) ve bu durum fosil yakıtlarla üretimde genel bir düşüşe yol açmıştır. Küresel ticaretin yavaşlaması bu tüketimin azalmasında ana etkendir. Yenilenebilir tarafta ise; küresel hidroelektrik üretiminde tarihi düşüş yaşanmış. Buna sebep olarak küresel kuraklık olmuş. Yılın ilk yarısında önemli ölçüde; %8,5 oranında su kaynaklı elektrik üretimi gerilemiş. Bu nedenle fosil kaynaklardan üretim hidroliğin yarattığı açığı karşılamak için biraz artmış. Hidroelektrik üretimi geçen yıl ile aynı seviyede kalsa emisyonların bu yıl %2,9 azalması hesaplanmış. Yani yenilenebilir kaynaklardan üretim fosil yakıt tüketimine engel olma yolunda ilerliyor. 2023'ün ilk yarısında 50 ülke yeni güneş enerjisi üretim rekorları kırmış. Çin'in bu rekorun kırılmasında payı büyük, 2023'ün ilk yarısında rüzgâr enerjisindeki küresel büyümenin yüzde 91'ini ve güneş enerjisi üretimindeki küresel büyümenin yüzde 43'ünü oluşturmuş. Küresel elektrik talebindeki düşüş, kömür enerjisinde önemli düşüşlere yol açarken, AB'de kömür ile enerji üretimi yüzde 23 düşmüş.

The Nigerian government has been urged to save up on oil revenues as fears of a global food shock rise.The IMF Divisional Chief, Fiscal Affairs Department, Paulo Medas, noted that while Nigeria has benefited from higher oil revenues, they haven't seen an improvement in the deficits as we hoped part because of the large energy subsidies, but also other issues with the production of oil and other pressures on the budget.Director of the Fiscal Affairs Department at the IMF, Vitor Gaspar, noted that 19 of the 35 low-income countries in Africa are in debt distress as more than 120 million people on the continent do not have enough food to eat.
