« Les impossibles élections au suffrage universel », titre Le Monde Afrique. Dans une crise politique et sécuritaire, le pays essaye de renouer avec ce mode de scrutin abandonné il y a plus de cinquante ans, à l'occasion de ces élections locales organisées jeudi. Près de 400 000 électeurs inscrits étaient attendus aux urnes, selon la commission électorale. Ils devaient départager 1 600 candidats pour 390 sièges locaux. Ce suffrage universel est « une réforme ambitieuse mais semée d'embûches », commente Le Monde Afrique. Et, pour comprendre pourquoi, il convient de faire un point sur l'histoire de la Somalie. En 1969, le coup d'État de Siad Barré a aboli le vote direct et mis en place un système électoral indirect pour les élections législatives et présidentielles qui est fondé sur la représentation des chefs de clan. En 2024, le président Hassan Cheikh Mohamoud a promis d'abandonner ce système d'ici mai 2026, date de la prochaine élection présidentielle à laquelle il est candidat, « mais la transition s'annonce périlleuse », analyse Le Monde Afrique. Le retour au suffrage direct est qualifié par certains de stratégie du président pour prolonger son règne.
