Today on Midday, It's Midday on Politics. We'll be previewing Governor Larry Hogan's final State of the State speech tonight, and talking with two political journalists about what bills are moving forward in these first few weeks of the General Assembly Session. One of those bills is called the Juvenile Interrogation Protection Act, and Tom's first guest is its sponsor, State Sen. Jill Carter, a Democrat who represents Baltimore City and District 41 in Annapolis. Sen. Carter joins us on Zoom from Baltimore City. Governor Larry Hogan will give his 8th and final State of the State speech at 7pm tonight (Wednesday, Feb. 2). Hogan is the first Maryland Republican Governor to serve two terms since the 1950s. He has remained very popular among Republicans, Democrats and Independents, but he is term limited and prohibited from running for a third term. Because of the pandemic, like last year, he will not deliver his remarks to a live audience. He has chosen the room in Annapolis known now as the Old Senate Chamber, where George Washington resigned his military commission in an emotional and historic speech two days before Christmas in 1783. Washington ended his tearful remarks by saying, “I take my leave of all the employments of public life.” That didn't quite work out. Six years later, Washington was elected the first President of the United States. Whether or not Gov. Hogan will tear-up tonight remains to be seen, but it is doubtful that he will announce he is leaving public life. His frequent appearances on national cable shows have fueled lots of speculation that he is preparing for a Presidential run in 2024. Mr. Hogan is being courted by Mitch McConnell and other GOP leaders to run for office sooner than that, They would reportedly like him to challenge Democratic Senator Chris Van Hollen in 2022. Joining Tom now are two veteran political journalists. Bryan Sears covers government for The Daily Record… Bryan joins us on Zoom from Crofton, Maryland. Today on Midday, a preview of the 2022 Session of the Maryland General Assembly, which begins Wednesday. A number of issues will be front and center as legislators head back to Annapolis, chief among them drawing new boundaries for state electoral offices. COVID will, of course, loom large logistically and legislatively. Federal funds from the American Rescue Plan and the Infrastructure bill have the state operating with a $6 billion dollar surplus at the moment, which will be a tempting target for lawmakers. The 90-day session will be the final opportunity for Gov. Larry Hogan to place his legislative stamp on Maryland. At this hour, the Governor is holding a press conference to discuss the upcoming session. Eight Democrats and three Republicans are running to replace Hogan next year, who is prohibited from running again because of term limits. With the exception of those lawmakers who are retiring, all Delegates and Senators are up for re-election. The most high-profile member of the General Assembly to announce her retirement is Tom's first guest today. Del. Maggie McIntosh is the Chair of the Appropriations Committee. She's been in the House of Delegates for nearly 30 years, and she has been one of the most consequential legislators in modern MD history. Twenty years ago, she became the first woman to serve as House majority leader. She was the first woman chair of the House Environmental Matters Committee. Del. McIntosh became the first woman to chair the powerful Appropriations Committee in 2014, and she was the first openly LGBTQ member of the General Assembly. Chairwoman McIntosh joins us on Zoom from her home in Baltimore… Then, we hear Tom's interview with Sen. Cory McCray, recorded last Friday. Sen. McCray represents the 45th District, and he chairs the Baltimore City Senate Delegation. That delegation includes Senators Antonio Hayes, Jill Carter, Mary Washington, Charles Sydnor and Bill Ferguson, the Senate President. A mentor and confidante to many in the fetish world, she has a special fondness for the ‘boys’ of our community, and those who choose to serve as slaves and sub missives. Viola is the wife of Jill Carter, International Ms Leather 1996. Viola had the distinction of winning the “Lifetime Achievement Award” from Pantheon of Leather and The National Leather Association, making her the only person to receive both awards in the same year. In August of 2007 she was honored with the first Lifetime Achievement Award given by Black Beat. Viola is also the recipient of the Pantheon of Leather “Woman of the Year” award, The Jack Stice Award and the Slave Heart Award. In January 2012, Viola received within 8 days of the Master Steve’s Golden Paintbrush Awards at Southwest Leather Conference in Arizona and the Leather Leadership Award at the Creating Change Conference in Baltimore sponsored by the Gay & Lesbian Task Force. Viola is the author of two books, Dhampir and To Love, To Obey, To Serve. Currently, she is working on her third book, a follow up To Love, To Obey, To Serve Mama Vi and her wife Jill Carter started and hosted the Carter Johnson Leather library.  It has a home in Indiana and a variety of outposts.  Sections of the library are taken to many events so that the public can learn from the original source material about our leather and sexual history.   I started by asking Mama Vi about her fears for the future.  She began by talking from an historian’s perspective about what it means when people cannot read cursive and when books are scanned and the paper versions are being destroyed.    We spoke about the fact that recordings can be altered.  So that facts can be changed, nuance lost, meanings lost.  She points out that if a child can’t read cursive they must accept as fact what is shown to them.    We moved on to talk about the fact that often people feel desires and attractions often before they have words to explain them.  So they feel odd and outcast and strange and if you don’t have the words – and give them the words – the negative impact is incredible.  Low self-esteem, outcast, separate, others.  Mama Vi talks about being filled with the family stories as she was growing up which helped her to know who she was and because she knew who she was, she had pride and she had the foundation that has lasted until this day.    We spoke about the fact that we are not teaching our next generation who they are so they can have this foundation.  She points out that why are not giving our children the armour that they need.    There are retorts to all of the taunts (faggot, lesbian, pervert) but we are not teaching our children and so not giving them that armour and the world is getting tougher.   The passion that is the reasoning behind the library – is to give them the armour – ‘You don’t get to burn my kids history because ultimately that will mean you burn my kids.’   We ended part 1 starting to talk about sex education and the fact that in many places it has gone backwards.  Children are being taught that all they need to know is abstinence.  For part 2 of this interview, listen to the A to Z of Sex Ò B is for Book Burning. Currently, she is working on her third book, a follow up To Love, To Obey, To Serve Mama Vi and her wife Jill Carter started and host the Carter Johnson Leather library.  It has a home in Indiana and a variety of outposts.  Sections of the library are taken to many events so that the public can learn from the original source material about our leather and sexual history.   This is part 3 and the final part of my interview.  Part one can be found on last week’s Sex Spoken Here episode – vlog on YouTube and podcast only where ever you get your podcasts.  Part 2 podcast can be found on the A to Z of Sex Ò where ever you get your podcasts or on my websites (links on the notes).   We started by talking about how the political situation has moved to where we are now.  Mama Vi points out ‘Evil manifests where good loves to hide’.  We talk about being at an event where people come to learn and that over the years they have learned to feel safe and take the safety back into the world because they have pride in who they are.  We have to stand up and be counted, be seen, do what is necessary and speak out to protect our communities, our lives, our history as if we don’t do this we won’t have a future.    We spoke about whether people can follow through.  Mama Vi said she looks at the little triumphs – like someone grabbing a transgender boy and saying, come on, I’ll take you into the bathroom. … It’s easy to give a dime to a beggar – far more difficult to help them take the steps that will help them get themselves together.’   We spoke about the fact that the more of us who are speaking our truth, the harder it is to erase us.   Viola went on to talk about Texas Bill Number 6 – which was the right to nullify any agreement between legal strangers.  This has impact because if you are not married, you are a legal stranger.  We moved on to how inaction/laziness/arrogance by not voting led to Brexit.   We finished with concerns about the future of democracy in America because of the lack of trust in the system of elections.  And this brought us full circle – with Maryland wanting to go back to paper ballot so that there is a back up check. Currently, she is working on her third book, a follow up To Love, To Obey, To Serve Mama Vi and her wife Jill Carter started and hosted the Carter Johnson Leather library.  It has a home in Indiana and a variety of outposts.  Sections of the library are taken to many events so that the public can learn from the original source material about our leather and sexual history.   We started this part of the interview asking what is going to happen if people are not taught to think critically.  Viola talks about starting her teaching career in 1973 at the cusp of moving from teaching learning and teaching to the test.  This was the point at which the received wisdom was that children must be promoted with chronological peer group rather than accommodating learning abilities.    We move from education to talk about the fact that if you can't evaluate information you can't risk assess and if you can't risk assess you make poor choices.  We talk about the fact that people are pre-disposed to categorise but we can learn to look at a continuum if we are taught to do so.  We talk about the first four years of life and the fact that sexual development starts at birth.  We talk about the development that occurs in childhood. If we don't support this development, difficulties develop. It is easy to support this development but we don't talk about it.    We moved to preventing shame and why this is important.   We move to talking about fears around fascism in America.  We end on my question ‘Why aren't people doing something about this?' Today, we continue our series of Conversations with the Candidates, in the run-up to Maryland's June 26th primary elections.Maryland’s General Assembly District 41 has had more than its share of upheaval in recent years. Sen. Lisa Gladden represented the district for 14 years before retiring in February 2017 for health reasons. Del. Nathaniel Oaks was appointed to fill her seat, and four months later, he was indicted in federal court on nine counts of fraud and bribery. In November, prosecutors added obstruction of justice charges. Oaks denied the charges, remained in the Senate, and registered to run for re-election in the primary next month. In late March, Oaks changed his mind. He resigned from the legislature, pleaded guilty and attempted to remove his name from the primary ballot. Oaks will be sentenced on July 17. He faces 8-10 years in prison. Additional attempts to remove Oaks’s name from the ballot failed; his name will indeed appear on the ballot next to those of two other Democratic candidates.Those two candidates are Tom’s guests today in Studio A.Until last week, Jill P. Carter served as the Director of the Office of Civil Rights and Wage Enforcement in Baltimore City. Before that, she served for three terms in the House of Delegates representing the 41st District. Carter is 53 years old. A graduate of Western High School, she was born and raised in the city. She lives in the Hunting Ridge neighborhood of District 41.J.D. Merrill taught at his alma mater, City College High School from 2013 to 2016. He also served for two years as a special assistant to the chief of staff at City Schools headquarters on North Avenue. Merrill is 27 years old. He and his wife, Grace O’Malley, live in the Wyndhurst neighborhood of Baltimore City, one street over from where he was born and raised. This is the first time he has run for public office.Further complicating matters, last week, Gov. Larry Hogan appointed Ms. Carter to fill the remaining time in Sen. Oaks’ term. So, for the moment, Jill Carter is the incumbent Senator from the 41st District, although the legislature is not in session. It will reconvene in January of next year.
