Sacramento is inspecting thousands of residential garbage, recycling, and organic waste bins to make sure residents are properly separating food scraps and other compostable materials. The checks are required under California’s SB 1383, which aims to reduce methane emissions from landfills. Residents won't be fined, but they may receive educational tags if contamination is found. A massive water main break flooded parts of West Hollywood early Thursday morning after a 36-inch LADWP trunk line installed in 1916 ruptured near Sunset Boulevard and Holloway Drive. Streets turned into rivers, vehicles were submerged, a large sinkhole formed, and several roads were closed. Officials reported no injuries as crews worked to contain the flooding.
