This is our weekly roundtable for commentary and analysis with Jason McGuire in Albany and Michael Geer in Harrisburg. How does public union policy impact you? More than you may realize. Disunion: The Government Union Report's David R. Osborne hosts Miley Smith, Senior Director of Labor Policy at the Illinois Policy Institute to discuss the impact of Illinois' Amendment One - which grants a fundamental right to unionize and expands bargaining rights. Amendment One is unique in its scope and has led to legislative staffers attempting to unionize, despite historical prohibitions. Smith highlights the amendment's potential to override state laws and its implications for collective bargaining, including the right to strike. Additionally, Smith addresses the diversion of union dues to political contributions in swing states, which may conflict with the political preferences of Illinois government workers.

Your ballot this fall has an amendment that will change how districts are drawn in Virginia for the General Assembly and for Congress. Instead of allowing the General Assembly to draw maps, the amendment will create a new 16-member commission to create political boundaries. Critics worry that the amendment does not require racial diversity on the commission, a problem considering Virginia’s recent history with racial gerrymandering. Supporters say the newly created commission is an improvement over the old way of doing things, where the party in power screws the political opponents, just like Elbridge Gerry did more than 200 years ago.
On April 30, a House committee approved Senate Joint Resolution 38, which means voters in Missouri could see CLEAN Missouri on the ballot in August of this year. The League of Women Voters of Southwest Missouri is against this idea. “Voters made their choices,” said Joan Gentry. “And they said ‘what we want to do is see fair maps, we want fair representation.'” Ann Elwell pointed out that the majority of voters in every state senate district voted in favor of Amendment One. “That shows me people are interested in getting rid of gerrymandering in Missouri,” she said.

On May 8th, North Carolina residents will vote on Amendment One, which proposes adding a clause to the state constitution that would define marriage as being only between a man and a woman. Janie Long, director of Duke's Center for Lesbian, Gay, Bisexual & Transgender Life (LGBT), opposes the amendment and is concerned about how its passage might affect Duke students and families. Long, a 1981 graduate of Duke Divinity School, has served as the director of the LGBT center since 2006. Joining her will be Duke alumnus Steven Petrow, a former president of the National Lesbian and Gay Journalists Association. Petrow has written numerous books and columns on LGBT issues. His work has appeared in The New York Times, CNN, NPR, The Huffington Post and elsewhere. In a live "Office Hours" interview on April 12, 2012, Long and Petrow discuss Amendment One and its implications. Conducting the interview is David Jarmul, Duke's associate vice president of news and communications.
