There will be a chance of rain that appears in the early morning hours on Thursday.In-state undergraduate students across Iowa's three public universities could face a 3.5 percent tuition increase in the next academic year under a proposal the Board of Regents will consider later this week.Given the campuses have different base rates, that percentage increase amounts to:$305 more for University of Iowa resident students, totaling $9,016 a year;$304 more for Iowa State University resident students, amounting to $8,982;$285 more for University of Northern Iowa resident students, bringing the base rate to $8,396.The suggested increases, if approved, are below last year's across-the-system increases of 4.25 percent — which came on the heels of a pandemic-plagued academic year and a $7 million state funding reduction in the 2021 budget year.Heading into the legislative session that just concluded, regents in September asked the state for a $32 million increase in general education appropriations, citing a market "heavily influenced by inflation, competition for quality talent, and labor shortages.“ The money allocated from the budget by state lawmakers, however, fell far short of this request, leading to the university proposal attempting to bridge the gap with the increase to tuition.As investigators look into whether dozens of student athletes at the University of Iowa and Iowa State University violated the law or collegiate rules by betting on sports, the state board that regulates gambling said Tuesday that the integrity of sporting events involving those two universities is not currently called into question.The UI and ISU on Monday confirmed investigations into sports betting by dozens of student athletes across several sports, including both schools' football and men's wrestling teams, which would violate NCAA rules and subject them to discipline.In a statement Tuesday, the Iowa Racing and Gaming Commission, which administers the state's gambling and betting laws, said it does not now possess any evidence to call into question the integrity of those two schools' sporting events.The statement appears to indicate the commission has not seen evidence that any UI or ISU student athletes placed bets on games in which they competed.However, the UI said Monday its investigation also includes potential criminal conduct, although it did not elaborate. The wind will be a mild 5 to 10 mph.A man killed Friday in a motorcycle crash in Cedar Rapids has been identified by police as Tartorius Allen, 47.Allen was riding a motorcycle about 3 p.m. Friday in the 200 Block of B Ave, NE, near the 5-in-1 Bridge, when he lost control and slid into a wall, according to Cedar Rapids police.Emergency responders took Allen to the hospital, where he diedStudent athletes at the University of Iowa and Iowa State University are being investigated for betting on sports in violation of NCAA rules, both schools confirmed Monday.The investigations involve 26 UI student athletes across five sports — football, baseball, men's basketball, men's wrestling and men's track and field — and includes one full-time athletics department employee, according to the school. At ISU, the investigation involves “approximately” 15 student-athletes from three sports — football, wrestling and track and field, the campus said.Both schools said they have notified the NCAA of the potential violations.It is unclear how both public universities came to announce the investigations on the same day. The state's third public university, the University of Northern Iowa, is not currently involved in any similar investigation, a spokesman said Monday.Some UI baseball players were absent from the Hawkeyes' recent series against Ohio State.The UI had said Friday in a two-sentence statement that it “withheld some student-athletes” because of an “ongoing investigation” into a possible NCAA violation.In a statement posted Monday, the UI said it was notified May 2 of “potential criminal conduct related to sports wagering” and has hired outside counsel to assist. The Iowa Racing and Gaming Association, which oversees legalized sports betting in the state, has not started any investigation into violation of state law.The NCAA prohibits student-athletes, coaches, conference office staff members, institutional athletics staff members and non-athletics department institutional staff members who have responsibilities within or over the athletics department from betting on sports in which the NCAA conducts a championship.

Welcome to the weekend. This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Saturday, June 18, and Sunday, June 19. This weekend will feature a dip into some slightly cooler weather, and then a return of the heat that will turn super hot again on Monday. According to the National Weather Service, on Saturday it will be sunny in the Cedar Rapids area with a high near 83 degrees. The low will drop to 58 degrees Saturday night with clear skies. Then on Sunday it will be sunny, with a high near 90 degrees and the low will also pop up to 67 degrees. The wind will remain mostly light most days, hovering at 5 to 10 mph with wind gusts as high as 20 mph. The Iowa Supreme Court on Friday cleared the way for lawmakers to severely limit or ban abortion in the state, reversing a decision by the court just four years ago that guaranteed the right to abortion under the Iowa Constitution. According to the Associated Press, the court, now composed almost entirely of Republican appointees, concluded that a less conservative court wrongly decided abortion is among the fundamental privacy rights guaranteed by the Iowa Constitution and federal law. Friday's ruling comes amid expectations that the U.S. Supreme Court will overturn the landmark Roe v. Wade decision that legalized abortion nationwide, which would turn the decision to restrict abortion back to the states. If that happens, Iowa lawmakers could ban abortion without completing the lengthy process of amending the state constitution. The Iowa decision stemmed from a lawsuit filed by abortion providers who challenged a 2020 law that required a 24-hour waiting period before a woman can get an abortion, so that waiting period requirement would now go into effect. There will be no casino in Cedar Rapids for at least two years after Gov. Kim Reynolds signed into law Friday a provision that places a moratorium on new casino licenses. The Iowa Racing and Gaming Commission previously denied a gaming license to Linn County in 2014 and 2017, both times citing studies showing it would “cannibalize” revenues from other casinos, particularly Riverside Casino & Golf Course in Washington County. Cedar Rapids casino backers were hopeful the current commission would be receptive to a Linn County casino, as previous opponents had cycled off the panel. Cedar Rapids-based Kirkwood Community College has announced plans to close two of its eight regional and county centers due to declining enrollment and a “significant decrease” in use of the locations. The college's 28-year-old Tippie-Mansfield Center in Belle Plaine and its 31-year-old Cedar County Center in Tipton will permanently close June 30, according to a Kirkwood news release. The closures will reduce Kirkwood's Eastern Iowa locations from 14 to 12 and eliminate its physical presence in Cedar County, one of the seven counties in its service area. According to the National Weather Service, the high temperature will be close to 79 degrees in the Cedar Rapids area with sunny skies. The skies will remain mostly clear Friday night, with a low around 53 degrees. A man shot two females to death and then apparently killed himself Thursday night outside a church in Ames, authorities said. Details were scarce about the shooting Thursday night, as police did not have much information to release about the victims or the motive for the shooting. They did confirm that the shooting happened outside the Cornerstone Church, a megachurch on the outskirts of Ames. A news conference about the shooting is planned for Friday morning. After state lawmakers last week passed a last-minute two-year moratorium on new casino licenses, state gaming regulators on Thursday voiced concern the move would introduce politics into Iowa's gaming operations. Commissioner Lance Horbach, a former Republican lawmaker from Tama, said the point of commissions is to keep politics out of decisions. “My concern is if this is signed, politics is now in Iowa's gaming industry,” Horbach said, according to audio of the commission's meeting. Commissioner Daryl Olsen, a Republican from Audubon, said commissioners were “surprised” and “disappointed” with the moratorium. The members of the Iowa Racing and Gaming Commission opted to wait to see if Iowa Gov. Kim Reynolds signs the bill before deciding what's next for a Linn County casino application. There have been multiple initiatives and votes for a Cedar Rapids casino in the last decade, with all of them ending in defeat. Organizers had hoped to pitch their latest $250 million vision for a casino and entertainment complex before the gaming regulators this week, but these plans were derailed by the moratorium. Collins Aerospace and two other companies have been chosen to design NASA's next-generation spacesuit. Collins Aerospace, Cedar Rapid's largest employer, said on its website the suits could be worn by astronauts “when working outside the International Space Station and — within the next decade — on the moon.” The suits, according to the website, will “offer enhanced mobility and weigh less than the current generation spacesuits, allowing for increased mission times. Local casino backers have unveiled plans for a $250 million, 160,000 square-foot entertainment and cultural arts complex near downtown Cedar Rapids at the site of now-demolished Cooper's Mill. The Cedar Crossing casino proposal calls for bars, restaurants, a 1,500-capacity entertainment center and other venues along the west side of the Cedar River, between Kingston Village and Time Check Park. Gaming interests believe the complex would set a new bar for Iowa casinos. The project also would incorporate flood control to protect the structure from rising waters. The Cedar Rapids Development Group, an entity of mostly local investors, and Linn County Gaming Association, the nonprofit that would allocate a slice of revenue to local nonprofits, will jointly apply for a gaming license with the Iowa Racing and Gaming Commission after the proposed state moratorium on new licenses ends in June 2024. The moratorium takes effect June 1, pending a signature from Gov. Kim Reynolds, who said Friday she was reviewing recently passed legislation with her staff. Over the next 24 years, if nothing changes, Kirkwood Community College is on track to spend nearly $40 million maintaining its 97,094-square-foot Iowa City campus — which has a current classroom-use rate under 40 percent and saw a 75 percent enrollment decline between 2016 and 2021. Given that makes little budgetary sense — especially in a post-pandemic age when many campuses are facing enrollment losses and fiscal challenges — Kirkwood earlier this year initiated a trio of consultants to study the Iowa City site. The goal was to better understand the needs of students, employers and the broader community in making “informed decisions about the future of Kirkwood facilities in Iowa City.” And the consultants have made their recommendation — Kirkwood should find another Iowa City site, downsize by more than two-thirds and recalibrate its course offerings. The appropriate size of a “New Iowa City Kirkwood Center,” according to the consultant's analysis, would be about 30,000 square feet. That would shave 67,094 square feet off Kirkwood's current Iowa City footprint, which is spread out across three buildings — a main credit center, annex and learning center. –

According to the National Weather Service there will be a slight chance of rain Tuesday during the day, with the chance ramping way up to 80 percent Tuesday night. Until then it will be cloudy with a high near 45 degrees. It will also be breezy, with a wind of 15 to 20 mph gusting as high as 40 mph. Thankfully the low temperature will not get anywhere close to freezing, in fact warm air will arrive Tuesday night keeping the temperature between 40 and 50 degrees. Higher than projected gambling revenue will make it possible for the Legislature to bump up the Rebuild Iowa Infrastructure Fund, or RIIF, by $87 million in the coming year, but gambling fortunes won't favor Iowa forever. The House Transportation, Infrastructure and Capital Appropriations subcommittee on Monday voted 7-2 to send a proposed RIIF budget to the full committee. It likely will be considered Tuesday. Some of the additional funding proposed in fiscal 2023 is due to concerns that Iowa gambling revenue may dip or nose dive as Nebraska casinos come online, said Rep. Jacob Bossman, R-Sioux City. Some projects are being accelerated, and others are being paid for sooner than previously scheduled. The Iowa Racing and Gaming Commission has received studies projecting Iowa gaming revenue could fall somewhere between $183 million and $256 million a year. One study said Council Bluffs casinos indicated that as much as 80 percent their revenue is from Nebraska residents. A civilian rescued a dog from a house fire Monday morning, according to a news release from the Cedar Rapids Fire Department. The Cedar Rapids Fire Department responded to the fire in the 3600 block of Northwood Drive NE a little after 11 a.m., according to a news release from the agency. Only one person was in the house at the time of the fire, and a civilian had already ensured that person was safe when emergency responders arrived. The civilian had also entered the house to save a dog that was barking in distress. If my reading of the fire department's press release is correct, they give the unnamed civilian due credit for their heroism, but they would prefer if people did not run back into burning buildings. While firefighters were working to extinguish the fire that caused serious damage to the home, one firefighter was hit by ceiling materials that gave way and collapsed on him. He was evaluated on-site and returned to work after it was determined he had not suffered serious injuries. You may have already noticed this where you are, but Hy-Vee will be offering fewer pickup locations for online orders as of this week. Hy-Vee announced the change while also acknowledging there was a cut 121 corporate-level positions in the past week, with 102 of those employees being offered retail positions at its stores. Hy-Vee CEO Randy Edeker, in a video message to employees, said 88 percent of Aisles Online business has been occurring at 117 of its stores. Kim Reynolds signed into law legislation that bans transgender girls and women from participating in girls' and women's sports in Iowa. Iowa becomes the 11th state to enact a ban on transgender girls in girls sports. The legislation, https://www.legis.iowa.gov/legislation/BillBook?ga=89&ba=HF2416 (House File 2416), passed through the Iowa Legislature with https://www.thegazette.com/state-government/ban-on-transgender-girls-in-iowa-girls-sports-approved/ (only Republican support). Republicans and supporters of the new law say it is a matter of ensuring fairness in girls' and women's athletics. “It's simply a reality of human biology. Forcing females to compete against males is the opposite of inclusivity, and it's absolutely unfair,” Reynolds, a Republican, said during the public bill-signing event. “Girls athletes would inevitably be displaced by biological boys with physical advantages.” There are no examples of transgender girls dominating a girls' sport in Iowa, and examples nationally exist but are rare. Democrats, advocates for transgender people and other opponents argue the besides the rarity of what the bill says it is trying to fix, bills the target transgender students will create a feeling of exclusion who already report high rates of school bullying, isolation, and suicidal thoughts.  After at least six incidents of misconduct since the fall of 2017 — including two this academic year — the University of Iowa has suspended its chapter of the popular Pi Kappa Alpha fraternity for at least four years. That means the chapter — known as “PIKE,” sitting adjacent UI's Mayflower Residence Hall along Dubuque Street — won't be eligible for UI recognition again until July 1, 2026. Should the chapter face more misconduct allegations in the interim while not recognized by the university, administrators could extend the suspension, according to a Feb. 23 disciplinary letter. The Iowa PIKE chapter was https://www.thegazette.com/higher-education/university-of-iowa-fraternities-investigated-for-rowdy-tailgate/ (among three UI fraternities) found to have been involved in hosting impermissible and illegal tailgates in the fall. The panel that regulates Iowa gaming facilities will take applications from those seeking a license to operate a facility in Linn County, potentially opening the door to the development of a casino in Iowa's second-largest city. But Cedar Rapids will only secure permission from the Iowa Racing and Gaming Commission if city officials and developers successfully make their case, overcome opposition and assuage concerns that a casino in Cedar Rapids will “cannibalize” the market. That market also includes Waterloo and Riverside, cities within an hour drive that already have casinos. The five-member panel has denied Cedar Rapids a license to operate a casino twice before, in 2014 and 2017, because it considered the market sufficiently served. But Cedar Rapids believes “the time is now” for a casino. Officials say the casino could be part of Iowa's solution to stave off competition from recently approved gaming at Nebraska's six horse tracks. A wind of 5 to 10 mph will gust as high as 20 mph. On Wednesday night the winds will calm. It will be mostly cloudy then, with a low around 11 degrees. Gov. Kim Reynolds will give the Republican response to President Joe Biden's State of the Union address, congressional Republican leaders announced Tuesday. The annual State of the Union address is scheduled for March 1. Biden will deliver his remarks to a joint session of Congress. Reynolds will deliver the response afterward from Des Moines. U.S. Senate Minority Leader Mitch McConnell, of Kentucky, and U.S. House Minority Leader Kevin McCarthy, of California, made the announcement Tuesday. A joint news release said Reynolds during the COVID-19 pandemic “became a national leader in effectively balancing lives and livelihoods” and said she was the nation's first governor to require schools to offer to open for full-time, in-person instruction. 160 residents of Geneva Tower — many of them older and disabled — are sheltering at the Veterans Memorial Building or with family and friends after being displaced by a fire on Sunday. Veritas Church, which is across the street from Geneva Tower, became a temporary Red Cross shelter immediately after the fire, which had its source on the 9th floor and did not affect any of the lower floors. Fifty-two residents were moved to a more permanent shelter Sunday evening at the Veterans Memorial Building, with others joining them later, said Pami Erickson, executive director of the Eastern Iowa Red Cross Chapter.  Other residents are staying with family or friends, she added. Geneva Tower employees were contacting tenants individually Monday to give updates and make sure they all have somewhere to stay, Craig said. Geneva Tower apartments are rented to mostly low-income seniors and adults with disabilities, so many of the residents have specific medical needs. The would-be operator of a Linn County casino is selling control of its Sioux City casino and other properties to Churchill Downs Inc., the racing, online wagering and gaming company anchored by the iconic Kentucky Derby. The $2.5 billion deal announced Tuesday does not include the Iowa subsidiary drafting a proposal for a Cedar Rapids casino. The deal is between Churchill Downs and Peninsula Pacific Entertainment (P2E), the parent company of the Cedar Rapids Development Group. This entity, made up of mostly local developers, has an agreement with the city to apply for a license to operate a Cedar Rapids casino., should the state approve such a proposal. Jonathan Swain, president of P2E, said the deal does not change investors' plans to secure a gaming license from the Iowa Racing and Gaming Commission to build a casino in Linn County. “We were born in Iowa 22 years ago, and when this is done, I'll be in my 60s,” Swain said. “This is kind of our last project, and we're going to make it the best one. It's been a long process. We're very patient, and we look forward to the opportunity, if granted the ability to apply by the Iowa Racing and Gaming Commission.” The Iowa Racing and Gaming Commission has spurned Cedar Rapids on multiple occasions in its quest for a casino, citing a concern that a Cedar Rapids casino would siphon off business from nearby casinos. This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Saturday, October 9, and Sunday, October 10. This weekend could be the last one in a while with highs in the 80s, as temperatures are looking to be dropping significantly in the week to come.  According to the National Weather Service, clouds will gradually increase as the day goes on Saturday, with a high near 80 degrees. Despite the cloud cover, there will be no rain projected for the Iowa vs. Penn State game. There will be some rain predicted for Sunday, with a 20 percent chance of showers, increasing to 40 percent overnight into Monday. When not raining, it should be mostly cloudy on Sunday with a high near 82 degrees. A judge Friday extended his order preventing Iowa officials from enforcing a law that bans local school districts from implementing mask requirements until a federal lawsuit challenging the law can be heard. U.S. District Judge Robert Pratt previously had issued a temporary restraining order preventing Gov. Kim Reynolds and Department of Education Director Ann Lebo from enforcing the law that Reynolds signed in May. The order entered Friday issues a preliminary injunction that continues to prohibit the state from enforcing the law until the court case can be decided. Gov. Kim Reynolds on Friday pledged again to fight against the ruling. At least two dozen Iowa school districts have implemented mask requirements since Pratt's initial order Sept. 13. Eastern Iowa's two largest school districts — Cedar Rapids and Iowa City, representing more than 30,000 students — last month reinstated a mask mandate for students, staff and visitors. With football season in full swing, Iowa sports betting nearly doubled in September, with wagers exceeding $210 million, giving the state a half million-dollar payout. The surge was fueled, in part, by the betting on the annual Cy-Hawk football game as well as a full slate of college and National Football League games. The September numbers broke Iowa's single-month record of $161.4 million set during college basketball's March Madness, according to the commission's monthly report. A bail bondsman and the man he was trying to take into custody were injured Friday evening in Cedar Rapids as the bondsman shot the man who struck a bondsman with his car. Police were called at 4:48 p.m. Friday to the Dairy Queen at Wilson Avenue and Bowling Street SW for the report that someone had been shot. There they learned that two bail bondsmen had attempted to take Richard Dean Hamilton, Jr., 40, into custody, as he was wanted on failure to appear warrants related to drug charges, police said. During this attempt, one of the bail bondsmen shot Hamilton, although police did not say why this happened or who did the shooting. Also unclear as of this recording was what happened when Hamilton attempted to escape, as one of the bondsman was struck by a vehicle as he drove away. Hamilton was later located by officers assigned to the PCAT team at a residence in the 2200 block of D St. SW. Both Hamilton and the bondsman were transported to the hospital with non-life threatening injuries. The weather for the next 7 days will shift from blazing hot with a chance of rain, to mild and sunny but sadly bereft of precipitation.  If you get out to mow the charred remains of your late summer lawn it should be sunny with a high near 85 degrees. According to the National Weather Service forecast this will continue into Friday night, with mostly clear skies and a low around 57 degrees. Iowa's population grew 4.7 percent from 2010 to 2020, according to Census Bureau data released Thursday, with nearly 80 percent of the growth happening in the state's four largest counties -- while 68 counties posted population losses. Overall, census data showed Iowa grew by 144,014 people since the 2010 count, exceeding the 4.1 percent increase of 120,031 in the first decade of the 21st Century. https://www.census.gov/library/visualizations/interactive/2020-population-and-housing-state-data.html (Growth) was concentrated in and around the urban centers of Polk, Johnson Linn, Johnson and Scott counties. The fastest growing county was Dallas, west of Des Moines, with an increase of 50.7 percent (33,543). Johnson was the state's second-fastest growing county, at 16.8 percent (21,972 people).  Some local notes of interest. Tiffin had the highest rate of growth in the state -- 131.7 percent. Growth in its Johnson County neighbors of 53.1 percent in North Liberty and 48.2 percent in Solon helped fueled the county's growth rate. Coralville's and Iowa City's population grew at lower rates, but well above the state average. To the north in Linn County, the rate of growth was spurred by Palo, Fairfax and Cedar Rapids. The least populous county is Adams County, in southwest Iowa, which has 3,704 people. It also saw a decline of 8.1 percent, or 325 people.  Just for fun I looked into Adams County a bit. My favorite two towns are the former coal mining town known as Carbon, which had a population of 34 people as of 2010. The other is the county seat of Corning, known for being the birthplace of late night legend Johnny Carson. A group is taking shape to lead the charge to encourage Linn County voters to back a measure that allows gambling within the county and leaves the door open for a casino in the Cedar Rapids area. The Linn County Board of Supervisors in July approved placing the referendum on the Nov. 2 ballot. Anne Parmley, previously the senior vice president of client services at Pearson, will serve as board president of the Linn County Gaming Association. The volunteer-led team sets the vision to support community not-for-profit partnerships to serve county needs and will focus on encouraging passage of the gaming referendum. Iowa is the only state that requires licensed casinos to contribute a share of their revenue to local charities and community projects. The association would serve as the not-for-profit organization tied to any casino in Linn County. Tim Anderson hit a two-run, walk-off home run to give the Chicago White Sox a 9-8 win over the New York Yankees in a nationally televised game at Iowa's Field of Dreams site. This came after two-run homers by Aaron Judge and Giancarlo Stanton in the top of the ninth turned a 7-4 New York deficit into an 8-7 lead. Iowan baseball fans were happy to hear before the game, the first of its kind at the site, that Major League Baseball will return again to the site for another matchup next year.
